Annual grant application to U.S. Department of Housing and Urban Development three federal entitlement grants: Community Development Block Grant (CDBG) HOME Investment Partnerships Act (HOME) Emergency Shelter Grant (ESG) Includes funding reservations for projects during the operating year Describes how projects will meet federal objectives and priorities established in Consolidated Plan HCD serves as lead agency in the HOME Consortium and CDBG Urban County Partnership 2
