Arts Section ***** Dated 13 th September, 2012 Minutes of the Meeting of the Expert Committee held on 17 th August 2012 under the Scheme of Grants, including Studio Theatres. The meeting of the Expert Committee for the Scheme of Grants, including Studio Theatres was held under the chairmanship of Shri Pramod Jain, Joint Secretary on 17 th August 2012 to consider project proposals received under the scheme. A list of expert members present in the meeting is annexed. 2. Shri Ved Segan, member of the Expert Committee pointed out that in most of the proposals, the technicalities have not been addressed properly viz. the longitudinal plans necessarily required in respect of the Studio Theatre, have not been submitted in many cases. Ms.Sushma Seth, another member of the Committee, opined that artistes from rural areas are generally not much conversant with the architecture aspect. 3. In consideration of these views, the chair desired that we should have a set of guidelines about the basic requirements for especially for Studio Theatre. It was, accordingly, decided that the following members of the Committee, with mutual consultations, will frame a set of Guidelines in this regard by 20 th September, 2012:- 1. Shri Ved Segan 2. Ms. Sanjana Kapur 3. Ms. Neelam Mansingh Choudhary 4. Shri Bansi Kaul 5. Shri Salim Arif 4. The Expert Committee members also made some valuable suggestions for further improvements in regard to process of making applications as well as selection of meritorious projects. These suggestions were: (i) In future, the applicants may also be asked to give at least two contact numbers of (a) Head of the Organisation/Institution; and (b) Architect of the Project for the facility of interaction/discussion by the Expert Committee members. (ii) The applicant organizations should be asked to give details of past activities for pervious 5 years. (iii) For the proposals beyond Rs. 30.00 lakhs in Metro Cities and 15.00 lakhs in Rural Areas, the applicant organization should be called for a presentation. (iv) Good/standard designs of Studio Theatres as well as FAQs and Guidelines should also be put on the website of the Ministry. 1

(v) The Ministry should have an effective monitoring and evaluation mechanism for assessment of the purpose served through the grants given under the scheme. (vi) The applicant may be given 45 days time for submitting the further information/documents suggested by the Expert Committee vii) Inspection for assessment of the progress made should be conducted before release of 2 nd instalment of grant. (viii) Monitoring of the projects constructed against the grant under this scheme should be done to assess as to how many theatre performances have been done annually by the grantee organisation. (ix) The grantee organisations may be advised that they should provide rehearsal rooms/ theatre spaces to other theatre groups on subsidized rentals. (x) Conference of Designers/Architects on theatre may be conducted in NEZCC for the benefit of applicants from North-Eastern Region. 5. Shri Pramod Jain, Joint Secretary then invited them to consider the agenda. 6. The Expert Committee considered 36 applications which were complete and supported with all documents as required under the scheme. The Committee examined each proposal individually before taking a decision and recommended the following 10 proposals for financial assistance under the scheme:- Sl. 7. The committee also considered the following 26 proposals out of 36 proposals. In regard to some of these proposals, the committee has desired to have more information, as indicated in the remarks column. In case of other proposals, the committee felt that they were devoid of merit and hence did not recommend them for grant of any financial assistance:- Sl. The committee desired detailed explanation from the organization as to why they wish to build a proscenium theatre as opposed to the traditional NAM GHAR space. 3 Jakhalabandha Satra Cultural Academy, Amolapatty, J.B. Road, P.O. & Distt Nagaon, Assam 782001 This project does not merit consideration. The proposal is Arunachal Pradesh 4 Nyia-Ko-Society, Vill+Post-Deed.791120 Pistana Circle, Lower Subansiri District, Arunachal Pradesh Recommendation would be to look at the needs of traditional performing arts and design auditorium in sync, with these needs. Also performance oriented focus work is nominal in the mandate. The Committee need more material. 5 "HAMARE" Hayang Memorial Agro Industries & Edcuation Trust, Naeypa, Room No.3, Near Co-op. Apex Bank Nirjuli, PO/PS-Nirjuli Papumpare- 791109. Arunachal Pradesh & Greater NGO activity less cultural activity. The Committee cannot fill the need of a multipurpose hall which does not cater sufficiently to theatre or traditional performance need. The proposal is 4

6 Delhi Indian National Trust for Art and Cultural Heritage (INTACH), 71, Lodhi Estate, New Delhi These spaces do not take Theatres need into consideration at all. Music and Dance could take place here. Rehearsals could take place and perhaps workshops and training programmes. There is a flaw in the design which needs to be looked into so that it can also be used for Theatre performances. 7 Gati Dance Forum, 2B, Ram Kishore Road, Civil Lines, Delhi-110054 The application for grant may be considered only after it completes 3 years of its registration. Haryana 8 Society For Education & Welfare Activities(SEWA), Near Power House,Choudhani,VPO Nangal Choudhary, The.Narnaul Dist.Mahendergarh, Haryana-123023 The project does not merit consideration. The proposal is 9 Karnataka M.K. Educational Trust, Akkammanahalli-561202, Pavagada Taluk, Tumkur Dist, Karnataka & Plan faulty reworked plans one still not satisfactory (connection between dressing rooms and stage etc). The proposal is 10 Society for Integrated Rural Development, Chikkakodagalli(V), Herekodhalli Post, Hunagoda Taluk, Bangalore Distt, Karnataka The organization does not qualify as it is not primarily into cultural work. The project under merit. The proposal is 11 Sri Vasavi Educational Development and Training Society,Zalik (V&P),Indi Taluk, Bijapur Dist It seems identical to an earlier project application. Because of module application in the same project. It cannot be considered. Also the project does not have merit. The proposal is 5

12 Vishwamanava Sarvathomukha Abhirudhi Sangha,Parusharamapura (Hobli),Chelekere(Tq), Chitradurga Dist, From the annual report it is not at all clear that this organization has any cultural or performance orientated focus work. No. The proposal is 13 Adarsha Rural & Educational Development Society, #2774/1, 23rd Ward, Bayappas, Bagepalli, Chikkaballapur Distt., Karnataka The credentials of the organization as an Art Organization have not been substantiated. The proposal is 14 Sri Mahasewari Mahila Seva Samaja, #2774/2, 23rd Ward, Bayappas, Bagepalli, Distt- Chikkaballapur, Karnataka - 561207 It is really surprising that once again a similar project has been submitted. The project stand alone has no merit. The proposal is 15 Manipur Foundation for University of Sanamahi Culture, Chingoi Maru, Nongmaiching, Imphal East District,-795001, Manipur Not into arts and culture. May be an NGO profile. The proposal is 16 Association For Rural Advancement (ARADA), Pukhao Phurju,PO- Pangei,PS-Lamlai Imphal East District,Manipur- 795114 This project is inclined towards NGO work rather then artistic persuits. The proposal is 17 Integrated Cultural Society, Champanagar Village of Jiribam, Jiribam, Manipur From the Annual Report this organization has almost no activity or work that deals with the performing arts. The proposal is 18 The Forward Artistes Centre En- Camped (Face), Sagolband Tera Amudol Leirak, Imphal- West Dist, Post Box No.277, Manipur-795001 The committee recommends that grant and assistance be restricted to equipment grant only. 6

19 Odisha MIRROR (Mass Institute for Rural Re-Construction & Oneness Renaissance), AT- Duriapada, P.O. Khariar, Distt- Nuapada, Odisha 766107 The organization has still not being cleared since last meeting. 20 Tamil Nadu Generating Organisation for Development Trust, 1, Kumara Gaundanoor, South Street, East Karur, Karur Distt., Tamil Nadu 639114 There is no verifiable address of the organization. The proposal is 21 Punjab Pendu Sahit Sabha, V & P.O. Ballianwali Vai Rampura Phul, Distt- Bathinda, Punjab 151107 As the group is not eligible to apply second time this could not be entertained. The proposal is Uttar Pradesh 22 Rampati Nikunj Sansthan, H.S- 1/29A, Sitapur road Yojana, Aliganj, Lucknow, U.P. 226024 As the proposal is identical to another one, this should not be encouraged. This proposal does not merit consideration. The proposal is 23 Lucknow Pragati Seva Sansthan, Vill. Beligarad, Sector P, Aliganj, Lucknow, U.P. 226024 The commit is not convinced about the credentials of the organization as an institution of performing arts. The proposal is 24 Uttarakhand Himalayan Institute for Environment, Ecology & Development (HIFEED), HIFEED Campus, Ranichauri, Distt- Tehri Garhwal, Uttarakhand 249199 There is no credible evidence for the committee to revise its earlier decision. The proposal is rejected again. 25 West Bengal Dhamnagar Radha Krishna Dham Seva Pratisthan, Vill-Dhamnagar, Po-Kundarali, Block-Baruipur,Dist-South 24 Parganas-743610,W.B. Resubmit the drawing with height above stage minimum 12 7

26 Ranan, AA17, Sector I, Salt Lake, Calcutta, West Bengal 700064 The committee has appreciated the work done by the organization and finds the proposal worthwhile. Due to the prerequisite clause of the title deed being in the name of the organization, the committee is willing to take the proposal in the next meeting in case the transfer of the property is comes in the name of the the organization. 8. The committee deferred the following 13 proposals, which were could not considered as the required additional details, have not been received from the concerned organization:- Sl. The building architecture is not complete and is erroneous. The Committee also wanted to know why this plan has been submitted when the request is for refurbishment. A site visit is required. Shri Ved Segan, Member will undertake this visit and get the revised plans. 2 Delhi Bharatiya Sangeet Sadan, 52,Community Centre, East of Kailash, New Delhi- 110065 Needs the approval of local authorities. Concerned about access / exit to ground for audiences. 3 School of Arts and Aesthetics, Jawaharlal Nehru University (SAA,JNU),New Delhi- 110067 The proposed height of clear 9 feet is unusable for a performance space. Recommended digging the ground to enable a height of at least 14 to 16, if technically feasible. The costs of entire project includes classrooms, library etc., not covered for grants under the scheme; must be delinked. The Committee felt 8

strongly that given the dimensions and space availability, not more than Rs.10 lakhs can be recommended. Before a decision is taken, JNU may have a fresh look at the proposal in the light of these comments and decide whether they would like to resubmit their proposal or settle for Rs. 10 lakhs. Karnataka 4 Chandana Art Foundation International, No.784, 10th Main, II Block, B.S.K. I Stage, Bangalore-560050 Karnataka From architectural design it is not clear how the space is going to be utilized with children/ artistes etc. Clarify utilization of space in connection to the programme and submit longitudinal section through stage showing heights. Kerala 5 Fine Arts Society, Kuruppampady,Kerala- 683545 Submit longitudinal section through the stage showing heights after looking at the guidelines available on Ministry s website: www.indiaculture.nic.in Maharashtra 6 Suyojini Sevabhavi Sanstha, ghatangra,c/o-sambhaji M.Paawar, AT-Post-Ghtangra,Via- Ranisawargaon, Dist- Parbhani, Maharashtra Looks like a very interesting organisation and it clearly needs dedicated space to further its cultural activities. The architectural plan is a repeat of an unacceptable template theatre plan. The Committee proposes a site visit to discuss needs and explore cost effective and functional design. Manipur 7 Youth Step Forward Centre(YSFC), Wangjing Bazar, P.O.Wangjing, Manipur-795148 The proposal looks interesting on all other fronts. Need longitudinal section through stage drawing showing the heights. 9

Nagaland 8 United Tribal Society, Diphupar,Dimapur, Nagaland-797112 With a kitchen and pantry behind stage in their plan, it will become a Shaadi Mandap. To modify the plans Rajasthan 9 Guru Govind Singh Charitable Trust, Plot No.42,Ward No- 8,Sector No- 12,Hanumangarh Junction,Rajasthan-335512 Artistic credentials are not found satisfactory. No room behind the stage- design of the auditorium did not meet up with desired standards 10 Choudhary Rawta Ram Memorial Charitable turst, 18 S.P.D.,PO- Badopal, Tehsil-Pilibanga, Dist-Hanumangarh, Rajasthan Artistic credentials are not found satisfactory.
