Staffrd Disaster Relief and Emergency Assistance Act, as amended (Staffrd Act) emergency declaratin in respnse t a dmestic infectius disease event. Any actin taken by the Department f Hmeland Security (DHS), including the Federal Emergency Management Agency (FEMA), in respnse t an infectius disease event will be within the cntext f an integrated whle cmmunity all hazards apprach and in crdinatin with ther agency authrities and activities that wuld have a primary rle in these incidents, including the U.S. Department f Health and Human Services (HHS) and its Centers fr Disease Cntrl and Preventin (CDC). In rder t assist States, Tribes and U.S. Territries in assessing impacts and evaluating the need fr Federal assistance in an infectius disease event, FEMA has develped these guidelines fr requesting an emergency declaratin. As part f an all hazards apprach, the key rles and respnsibilities acrss the whle cmmunity fr any threat r hazard including infectius disease are cntained in the natinal planning framewrks fr preventin, prtectin, mitigatin, respnse, and recvery. Supprting federal interagency peratinal plans (FIOPs) include a mre detailed cncept f peratins; descriptin f critical tasks and respnsibilities; detailed resurce, persnnel, and surcing requirements; and specific prvisins fr the rapid integratin f resurces and persnnel apprpriate fr respnding t Public Health events. Emergency Declaratin Other federal agencies, such as HHS and its CDC have existing authrities that enable supprt and assistance fr the State r Tribe in an infectius disease event. Fr the purpse f emergency declaratins fr an infectius disease event, FEMA will fllw the prcedures described in 44 C.F.R. 206.35, Requests fr Emergency Declaratins. As with all declaratin requests, FEMA utilizes a variety f evaluatin criteria and factrs, as established in 44 C.F.R. Part 206, Subpart B. Whether the State, Tribe r U.S. Territry has directed executin f its State/Tribe/U.S. Territry emergency plan; and Whether the State, Tribe r U.S. Territry has demnstrated that the incidence f infectin fr the event fr which a declaratin is being requested is significantly higher than the State s, Tribe s r U.S. Territry s baseline r is therwise abnrmally high enugh t qualify the event fr an emergency declaratin; and Whether the State, Tribe r U.S. Territry can demnstrate that effective respnse t the event is beynd the capability f the State, Tribe, U.S. Territry, and/r affected lcal gvernments; and Whether the State, Tribe r U.S. Territry has identified specific, supplemental Federal emergency assistance that is required t save lives, prtect public health and safety, r lessen r avert the threat f a disaster. FEMA will frmulate a recmmendatin based n all available infrmatin t include whether Public Assistance Emergency Prtective Measures (Categry B), Direct Federal Assistance (e.g., persnnel, equipment, and supplies) is needed t meet critical emergency prtective requirements that are beynd the capability r capacity f the State, Tribe and/r U.S. Territry. FEMA may nt duplicate assistance prvided r available under the authrity f anther federal agency r frm insurance. Other federal agencies, including but nt limited t HHS and its CDC, have authrity t prvide assistance t supprt jurisdictins during infectius disease events. In the event f an emergency declaratin, FEMA wuld determine the incident perid in crdinatin with HHS. The President retains sle authrity t apprve all declaratin requests, regardless f any FEMA recmmendatin. Eligible Assistance 2 Under an emergency declaratin as described abve, FEMA may prvide assistance fr emergency prtective measures in accrdance with Public Assistance plicies and guidance. Assistance may include, but is nt limited t the fllwing: Management, cntrl and reductin f immediate threats t public health and safety: Emergency Operatin Centers (EOC) csts. Decntaminating eligible public facilities, t include emergency respnder vehicles. Decntaminating private facilities, such as infected persn s residences, when determined necessary by the CDC, State, Tribe, U.S. Territry r lcal public health authrities. Technical assistance t State, Tribe, U.S. Territry and/r lcal gvernments n disaster management and cntrl. Emergency medical care in accrdance with FEMA Plicy 9525.4 Emergency Medical Care and Medical Evacuatins: Nn deferrable medical treatment f infected persns in a shelter r temprary medical facility. Related medical facility services and supplies, including x rays, labratry and pathlgy services, and machine diagnstic tests. Temprary medical facilities (fr treatment when existing facilities are verladed and cannt accmmdate the patient lad r t quarantine ptentially infected persns). Inculatin fr emergency respnders. Use f specialized medical equipment. Medical waste dispsal. Emergency medical transprt. Tracking ptentially expsed persns. Cngregate sheltering (when existing facilities are verladed and cannt accmmdate needs). Nn cngregate sheltering, such as htels, drmitries, etc. fr the specific purpse f cntainment. Husehld Pet Sheltering in accrdance with FEMA Plicy 9523.19 Eligible Csts Related t Pet Evacuatins and Sheltering. Cntainment actins related t husehld pets in accrdance with CDC guidelines. Purchase and distributin f fd, water, ice, medicine, and ther cnsumable supplies, t include persnal prtective equipment (PPE) and hazardus material (HAZMAT) suits. Mvement f supplies and persns. Security, t include barricade, fencing and law enfrcement. Cmmunicating health and safety infrmatin t the public. Prtectin f municipal water supply. Search and rescue t lcate and recver members f the ppulatin requiring assistance, and t lcate and recver human remains. Strage and interment f unidentified human remains. Mass mrtuary services. Recvery and dispsal f animal carcasses (except if anther Federal authrity funds the activity; e.g., U.S. Department f Agriculture Animal and Plant Health Inspectin Service prvides fr remval and dispsal f livestck).
