Financial Stability (1) Balanced Budget, meaning no deficit spending (2) Negotiate a better Contract for the Oregon Dunes Triathlon (3) Explore other revenue resources (4) Review and change staff practices to improve financial efficiency B. Goal Setting Status Report to City Council February 13, 2018 ~ Prepared by Jamie Mills Dunes City Goals 2017 A. FINANCIAL STABILITY 1. Balanced Budget meaning no deficit spending: Some deficit spending occurred in the Street Fund and the Motel Fund for purchase of the property across the street from City Hall. 2. Negotiate a better Contract for the Oregon Dunes Triathlon and Duathlon Contract provisions will remain the same. 3. Explore other revenue sources Constantly. Some suggestions brought forth include: Leasing out a cell tower location. Holding additional events throughout the year. Franchise Agreements with telephone service providers. 4. Review and change staff practices to improve financial efficiency. Focus has primarily been on hiring and training, however, during that process, some procedural changes have been made to clarify process and cut through red tape. B. GOOD GOVERNANCE future 1. Councilors work harder to talk to citizens about what they want for the City in the Councilors must answer this question. 2. Clarify and streamline the land development process Still in progress. 3. Funding required to make additional progress; working with State on funding; State is providing technical assistance. 2. Acquire access to the outlet control structure on Woahink Lake. Negotiations were put on hold due to the passing of Dick Anderson. 3. Install appropriate measuring devices Met with engineering firm; preparing to meet with second engineering firm; working with the State to receive funding to help defray costs; trying to obtain property to install measuring device at confluence of Woahink Creek into Siltcoos Lake. 4. Continue to correct water user issues. Have made significant progress, but there may still be some gaps. D. EMERGENCY PREP 1. Develop an Emergency Operations Plan specific for Dunes City in the event the bridges are not useable Need for form a committee to meet regularly on this issue. 2.
