Open Forum There were five public speakers for comment. 3. Adoption of Prior Meeting Minutes from February 15 th 2017 Francois Barrilleaux made a motion, seconded by Gerald Williams to approve the meeting minutes from the February 15, 2017 POC meeting. The POC unanimously approved the minutes of the meeting. 4. Adoption of OFCY Program Grant Renewals for FY2017-2018 OFCY staff discussed the recommended program grant renewals for FY2017-2018 with the POC. Benchmarks for satisfactory grant performance for the mid-year report were described. Social Policy Research Associates (SPR) and Public Profit, the program evaluators, will complete their year-end evaluation reports for FY2016-2017 programs by in October 2017. Kathy Dwyer made a motion, seconded by Max Chacana to approve the staff recommendation to renew 135 grant programs with grant awards totaling $13,731,200, with changes to programs as noted in the staff memo. The POC unanimously approved the grant renewals for FY2017-2018.

Kids First! Revenue Forecast for FY17-18 and FY18-19 Sandra Taylor discussed the revenue outlook for Kids First! for the upcoming FY2017-2018 and beyond based on the proposed budget for FY2017-2019 by Mayor Schaaf that will be presented to Oakland City Council on May 2. Kids First! budget for FY2016-2017 is projected to be around $16.9M due to revenue owed and slated to be $16M for FY2017-2018. Specific totals will likely change once the budget plan is finalized. 6. Administrative Matters General Announcements There were no general announcements. Upcoming Meetings/ Scheduling The next general POC meeting is scheduled for Wednesday, May 17 at 6:00pm 9:00pm, 1 Frank Ogawa Plaza, Oakland City Hall, Hearing Room #4 7. Initiative amended the City Charter in 1996, a established the Oakland Fund for Children and Youth ("OFCY") to help young people grow to become healthy, productive, and honorable adults; and WHEREAS, Measure W lds First! Initiative called for the appointment of a 19 member Planning and Oversight Committee ("POC") with a minimum of nine (9) who are youth under the age of 21; and WHEREAS, since its inception, youth have been appointed to the Planning and Oversight Committee; and WHEREAS, for at least the past two years, the City has had difficulty recruiting and retaining POC youth members; and WHEREAS, youth take time away from after-school activities and spend considerable time performing the functions of a POC member, thereby limiting their availability to be gainfully employed; and WHEREAS, in addition to foregoing gainfd employment while they serve on the POC, youth members also incur transportation and other costs in order to cany out their POC responsibilities; and WHEREAS, the City wishes to attract, encourage, acknowledge and support youth who participate in and contribute to the Planning and Oversight Committee of the Oakland Fund For Children and Youth; Now therefore, be it RESOLVED: That the City Council hereby authorizes the City Manager to make scholarship awards to youth members of the Planning and Oversight Committee of the Oakland Fund for Children and Youth, in a total amount not to exceed $8,100 per fiscal year (Fund 1780, Org. 78251, Acct. 5491 1); and be it further

RESOLVED: That youth POC members may ;ither receive academic credit or the scholarship for their participation, but not both; and be it further RESOLVED: That amount of the scholarship will be based on the duration and frequency of youth POC members participation; and be it further RESOLVED: That the City Manager or his designee is hereby authorized to take all appropriate actions necessary to effectuate the payments to the youth POC members, consistent with the intent of this resolution. To: From: City of Oakland, Human Services Department Oakland Fund for Children and Youth Planning and Oversight Committee Sandra Taylor, OFCY Director Mike Wetzel, OFCY Program Planner Date: May 12, 2017 Re: Summary OFCY 2017-2018 Grant Renewal Recommendation The Oakland Fund for Children and Youth (OFCY) staff recommends $72,000 in funding for a program grant to the Ujimaa Foundation for school based after school services at Carl B. Munck Elementary school in FY2017-2018. Background In response to the OFCY 2016-2019 Request for Proposals (RFP), the Planning and Oversight Committee (POC) originally approved funding for San Francisco Bay Area Council Learning for Life to serve as lead agency providing after school programming at Carl B. Munck Elementary for 2016-2017. However, the agency shifted focus and moved away from providing after school programming in late spring 2016, and declined the program grant. The Oakland Unified School District (OUSD) After School Program Office quickly moved to coordinate with the school Principal to find a new lead agency for the 2016-2017 school year. YMCA of the East Bay worked during at the start of the school year as the new provider, but the relationship did not work out satisfactorily for either party, and ended during the first month of school. In order to preserve programming at the site for 2016-2017, the school maintained the After School Education and Safety (ASES) funding and hired an OUSD staff to serve as Site Coordinator, while the OUSD After School Programs Office filled in to staff the program. In fall 2016, the Ujimaa Foundation approached the school and offered a partnership to provide line staff for the program and collect parent fees needed to subsidize the cost of services. Over the 2016-2017 school year, the school site has been able to offer after school programming at the site due to the Ujimaa Foundation s partnership, but the school was required to increase parent fees to maintain the program. OFCY funding to the Ujimaa Foundation in 2017-2018 will restore City of Oakland support for the school site, and reduce parent fees to provide free and low-cost after school programming at Carl B. Munck Elementary. 75% of students at Carl B. Munck qualify for Free and/ or Reduced Lunch (FRL), and OFCY funding will reduce the financial hardship parents have faced due to the lack of local funds in 2016-2017. An OFCY grant will also allow the Ujimaa Foundation to expand professional development and training to staff, increase staff wages to retain qualified and dedicated line staff at the school, and support new subcontractors and consultants for additional enrichment programming. The Ujimaa Foundation has developed a strong and effective working relationship with the school Principal, Site Coordinator, and OUSD After School Programs Office, and has become a key partner at the school. Ujimaa is a current OFCY grantee, serving as the lead agency at Burkhalter elementary school, and was selected and approved for services at that site through the OFCY 2016-2019 RFP process. OFCY staff met with the Ujimaa Foundation s Executive Director Blu Pride, the school Principal Denise Burroughs, the Site Coordinator Felicia Stroud, and Julia Fong-Ma of the OUSD After School Programs office to discuss the partnership and how OFCY funding for 2017-2018 will benefit the site. All partners are committed to working together to effectively provide high quality academic and enrichment programming at the site with reduced parent fees for services. The school site and lead agency will continue in 2017-2018 to receive ongoing support through the OUSD After School Programs Office for continuous program quality improvement. Staff Recommendation OFCY staff recommends that the Planning and Oversight Committee adopt a motion to approve a program grant with the Ujimaa Foundation for $72,000 to serve as the lead agency at Carl B. Munck elementary school in 2017-2018, and for this grant to be included in the POC grant renewal recommendation adopted April 26, 2017 to be forwarded for adoption by Oakland City Council in June 2017. OFCY staff will work with the Ujimaa Foundation to develop a detailed scope of work for program activities and program budget in advance of the 2017-2018 school year, and will monitor the program s progress through the annual independent evaluation and through quarterly grant reporting.
