ODOT Industry Leadership Group Minutes Friday, May 29, 2015 Attendees: ODOT: Tom Lauer, Joe Squire, Dan Anderson, Steve Cooley, Wynnette Gentemann, Tiffany Hamilton, Bob Pappe, Angela Ramos, and Marge West Industry: Alan Aplin, Tim Hendrix, Kerry Kuenzi, Ric Miller, Dave Mingo and Brad Sullivan Notes: Barbara Harriman Engineering Automation Update, Tom Lauer Technical Services will be adding a new engineering automation section which will oversee automated machine control guidance, 3-D design and e-construction initiatives. The new section will include the Geometronics unit, which will move from the Traffic-Roadway section. Ron Singh, Geometronics Manager, has been chosen to lead the new Section. The Engineering Automation group will engage with Technical Services sections, as well as construction contractors, consultants, utilities, vendors and local governments. It was suggested to add Ron Singh to the ODOT Industry Leadership group. Tom will also give an update at the next meeting in the fall. Construction Update, Joe Squire Notification Subscription Joe shared the below link demonstrating the ODOT subscriber tool for notifying stakeholders of ODOT announcements. Construction will work with Dan Anderson, Office of Project Letting and Office of Procurement to develop notification categories for contractor subscription. Please see below reference link: https://public.govdelivery.com/accounts/ordot/subscriber/new Environmental Forms As part of the Construction Streamlining process, Joe is working with the environmental group to simplify process and forms. The group is currently working on reducing the erosion and pollution control form down to one page. When complete, the forms will be shared with Industry and made available electronically. Joe also communicated, in the future, all new forms developed by any group, will need to be pre-approved by Construction Section. 2 nd Note to Final In September 2014 data analysis was completed to measure the finalization of projects after 2 nd note. In May 2015 the data was re-evaluated and compared to previous data. September 2014 # of Projects: 73 Average # of Days: 389 Dollars: $14,208,919 May 2015 # of Projects: 38 Average # of Days: 182 Dollars: $5,900,000 (# of Projects still on list from September: 11) 1

The improvement is based on project manager due diligence in completing project documentation, Quarterly Release of Retainage process and the efforts of Contract Administration tracking and prioritizing the finalization of projects. Temporary Shoring A temporary shoring committee led by Susan Ortiz, met on May 13 th, to review 0256 and 0510 specification language and discuss the overlap between 0510 and the GDM. Joe anticipates forwarding a draft specification to Ric Miller by July to be shared with Industry at their AGC summer convention August 6 th. Concrete Mix Scott Nelson, Structure Services Engineer will contact Larry Gescher to collect more detail on the concrete mix issue brought up in the April ODOT Industry Leadership meeting. Action: Add Concrete Mix report to the September agenda. Intelligent Compaction Equipment A process for addressing the requirement to purchase compaction rollers for intelligent compaction projects, is now in place and consistent throughout PM offices. The contractor will submit a change order to cover part of the cost for the new equipment and then will be able to keep the rollers for use on future intelligent compaction projects. MDOT / ODOT Peer Exchange The FHWA Every Day Counts Peer Exchange Report has been published please see link to view report. http://www.fhwa.dot.gov/everydaycounts/edcnews/06112015.cfm Pilot Update IPads have been delivered to Region 3 and 5 for use on paperless pilot projects. The IPads are a bridge for the potential systems we will be using in the future. We are currently in a testing phase and then will navigate to Windows 10 to allow us more options. Joe also clarified electronic forms must be submitted individually in separate emails and labeled appropriately. Specialized Pavement Marking Inc. is the Region 3 C14795 contractor and Gage it Construction LLC, is the contractor for Region 5 C14790. Office of Civil Rights Update, Tiffany Hamilton DBE Annual Goal The FHWA approved overall DBE goal for federal fiscal years 2015 and 2016 is 13.1%. The projected race and gender neutral (RN) portion is 7.9% and the race and gender conscious (RC) portion is 5.2%. ODOT will continue to work with FHWA to determine whether an early modification to the current DBE program waiver will be allowed for additional DBE groups. Disparity Study Availability surveys began in May and will continue through June. Please watch for calls from CRI out of Texas or take the on-line survey at www.odotdbestudy.org. Initial indepth interviews also started in May and will continue through the summer. The next 2

external stakeholder group meetings are set for June 2 nd and September 22 nd with the final report to be shared in the spring of 2016. Please see attached DBE updates report. Office of Project Letting Update, Dan Anderson Dan communicated the OPL report is still being revised. Industry communicated OPL needs to look at the 12 month list as there are currently two projects (Tillamook slide and other) that list the A&E and not the project components. Dan will review and discuss with Brenda. Industry also inquired why the 12 month project summary only lists projects through September 2015. Action: Joe will discuss with Paul Mather and call Ric Miller with the answer. Specification Committee Updates, Dan Anderson 00195.12 Steel Material Price Escalation/De-Escalation is under review to determine if a written response is required. Posted 5/28 no response is required to opt out of steel escalation. 00225 TCS Specification - Dan is still working through the specification comments, after breaking out 50+ changes into 5 groups. The first round went out in early January and was posted. 00256 / 00510 Temp Works ODOT internal group met on May 13 th, and will invite industry representatives to join in a future meeting. Waterline committee (ODOT/APWA) Posted 5/28. Attached below is the email distribution Dan sent out to AGC representatives. ODOT Roadwork Specialty Specification OPO Update, Wynnette Gentemann Two new procurement and contract specialists have been hired and will start on June 1: Megan Hodges, Alternate Procurements and Local Agency certification, Eli Oberlander, Prequalification and Special Prequalification. Wynnette shared a sample of what the new binding for contracts will look like. 3

The Office of Procurement is still scheduled to move in mid-august, 2015 to 3930 Fairview Industrial Drive SE, Salem, OR 97302. There will be a self-serve bid box built for paper bids that will be delivered soon and will be used at the new location. Bid openings may continue to be held at 455 Airport Road SE, Building E, until bidders are notified differently through changes in Notice to Contractors or specification. OPO s Region 2 procurement specialist who advertises public improvements on ORPIN will stay in their current location at 455 Airport Road SE, Building B. Bidders need to read the solicitation documents carefully to know where bids should be delivered. Industry expressed interest in seeing electronic options to send bids. AGC/ODOT Annual meeting, Barbara Harriman It was agreed to schedule the AGC/ODOT Annual meeting on Friday, February 19, 2016. Barbara will send a calendar invite to secure the date on group calendars. It was suggested to invite Kate Brown to speak at the Annual meeting. Action: Joe will work through Matt Garrett and Ric Miller with John Rakowitz, to secure the invitation. We will also extend an invitation to the new OTC Chair when appointed. NOA Items Work Zone Safety (WZS) Kerry Kuenzi recommended pulling a group together as a subset of the larger WZS group, to discuss a strategy for protecting both ODOT and Contractor from law suits when a fatality occurs on an ODOT project. Suggested Representatives include: ODOT - Joe Squire, Bob Pappe, Dan Anderson, Steve Cooley and Contractors Kerry Kuenzi, Larry Gescher, Brian Gray and Ric Miller. Action: Bob Pappe and Ric Miller will finalize the representatives and Barbara will then schedule a meeting in early July. Trinity ET Plus The category 2 flagger station stands are still not allowed on the QPL list. They have passed the MASH test, but FHWA continues to study data from actual crashes. When FHWA lifts its restriction, ODOT will consider approval for adding back to the QPL list. Guardrail Height ODOT will be transitioning from a 29 to a 31 guardrail height standard on new projects. FHWA Update Thomas Goldstein will be replacing Emily Lawton as Oregon s Assistant Division Administrator. Tom currently serves as the Engineering and Operations Team Leader in the Oklahoma Division, since June 2012. Prior to this assignment, Tom was Transportation Specialist on the Program Management Improvement Team, Transportation Specialist in the Florida Division, Area Engineer in the Texas Division, Lead Design Engineer in the Eastern Federal Lands Division, and Construction Project Engineer in the Eastern Federal Lands Division. Tom joined FHWA in 1990 as a Highway Engineer in the Easter Federal Lands Division. He holds a Bachelor s of Science Degree in Civil Engineering from Pennsylvania State University and is registered as a Professional Engineer in the state of Virginia. 4

Action: Invite Tom Goldstein to the September or October ODOT Industry Leadership Meeting. US20: Sheep Creek Bridge Steel Pile (ITB) Joe clarified there will be a separate bid for steel through ORPIN as the time from bid to notice to proceed would have delayed construction due to steel fabrication. The project requires temporary shoring for slope now, with the larger permanent structure likely to be advertised in 2016. ODOT Industry Leadership Group Meeting Summer Schedule The ODOT Industry Leadership Group will not meet in June, July and August due to the busy construction season and vacation schedules. The Next Meeting will take place Friday September 25, 2015 from 10-11:30am. 2015 ODOT Industry Leadership Meeting Schedule All meetings will take place on the fourth Friday of the month. Meetings conflicting with a holiday or special event are rescheduled through the below proposed dates noted with an *. January 30 * February 20 * (Annual Meeting) March 13 * April 24 May 29 * September 23 October 23 December 4 * All meetings take place from 10:00am to noon in the ODOT Materials Lab Large Conference Room, 800 Airport Rd SE, Salem, 503-986-3000. 5
