Dave Carlsrud has been asked to attend and give details of this error. July 9, 2007 Conference Call 1. Discuss process to be used to deal with Cando-Munich dissolution and Munich Langdon volleyball coop. June 19, 2007 10:00 p.m., Valley City Office 1. Cando High School has filed a formal complaint against Langdon High School alleging recruitment/undue influence. The Executive Secretary has investigated and determined there is a violation. Langdon has made to appeal my decision and will be in attendance at the hearing. The Executive Board will hear both testimonies and make a determination whether there is evidence of a rule violation or not. Please review pages 10 and 11 of the Constitution & By-Laws to become familiar with the process. Attached is documentation. November 17, 2006 8:00 a.m., Minot Holiday Inn 1. It was determined by the Exec. Sec. that Killdeer High School had utilized an ineligible athlete. Killdeer appealed and the Exec. Board will review the information that has been gathered. Based upon a follow-up investigation, I don t believe a violation did occur even though it does not smell very good. September 25, 2006 7:00 p.m., Valley City 1. Establish penalty for Shiloh Christian School a. Supporting documentation will be sent to the Executive Board rather than to the full Board in event there is an appeal. January 28, 2005 8:30 p.m., Sherm Room at Ramkota 1. Rolla High School had a foreign exchange student last year who attended this year as an International student and they wrestled him in seven matches. attached 2. Grand forks Central played a hockey player too many periods. a. There is a prescribed penalty for basketball but not hockey, so the Executive Board needs to deal with this. Letter attached. September 28, 2004 12:00 noon, Bismarck Ramkota Cafe 1. Standing Rock played ineligible football players. a. Self-report letter 2. April 22 9:00 am, meet in NDHSAA Office 1. Bishop Ryan High School self-reported playing too many boys basketball games in 2003-04. a. Attached is a letter from Bryan Kramer, AD at Ryan. March 12 Meet 11:45 for lunch at Ramkota Café 1. Center High School self-reported playing one too many games with their boys basketball team. a. In 1995-96 Minot Ryan was placed on probation for one year for violation of a contract with Bowbells and violating the number of games played by the varsity team. Minot Ryan also had to reduce the varsity schedule by one home game the next year. Sept. 2003 Meet 12:00 noon for lunch at the Ramkota Cafe 1. TGU High School self-reported the use of a non-registered officials 2. Minot High School self-reported the use of an ineligible student June 2003 1. Steele-Dawson self-reported the use of a non-registered official 2. Langdon HS self-reported the use of junior high basketball players beyond the length of the JH season. March 2003 1. Enderlin self-reported playing 6 th graders on JH Basketball team 2. Mohall self-reporting the use of an unregistered official January 2003 1. Mandaree played an academically ineligible player a. Correspondence from Mandaree and Parshall October 2002---Lockwood will replace Hjelmstad at this Committee meeting 1. Des Lacs-Burlington played an ineligible transfer student in football. a. Exec. Sec. Report b. Exec. Sec. letter c. Des Lacs-Burlington letter 2. Fargo Oak Grove played ineligible transfer students in volleyball a. Casselton letter b. Oak Grove communication c. Investigation report

8 September 2002 1. Williston High School self-reported a violation of the 9-practice rule involving a swimmer. May 2002 1. Red River High School self-reported allowing an ineligible student to participate in State A Music and in two regular season track meets. Please read the attached letter. The student involved has forfeited his personal awards as well as ensemble awards he has received. (Recommendation: Red River High School be placed on warned status for 2002-03. In addition, the school be required to conduct and eligibility rules informational meeting with all heads of activities in their school before Sept. 1, 2002. This meeting should be documented and reported to the Association.) This recommendation is a starting point for discussion. September 17---5:45 p.m. 1. Strasburg self-reported playing an academically ineligible player. A letter is attached for your review. (Recommendation, Strasburg High School receive a letter of reprimand, forfeit the game involved and the player sit one game upon becoming eligible) August 29---8:00 a.m. conference call 1. Killdeer self-reported a rule violation in that the girls basketball team attended a team camp July 30-31 and August 1. A board regulation requires all camps must be concluded by July 31. (Recommendation, Killdeer HS be placed on probation through the girls basketball season) 2000-2001 Members: Tollefson, Hjelmstad, Krueger June 14, 2001---1:00 p.m. In the following instances, there was no need for an investigation, since each of these violations have been self-reported by the schools. Letters from each of the schools are included for your information. 1. New Town played a baseball player who had not completed the required nine practices. (Recommendation, letter of reprimand) 2. Kindred used a non-registered official in a baseball game. (Recommendation, because of the unusual circumstances, I would consider no action be taken) a. The person who knew these regulations had just passed away. b. Had the acting AD known to call, the office would most certainly have approved the request. c. A student teacher agreed to help out and is a registered basketballfootball official.

9 d. If the school is disciplined for a rule infraction, the official will not be allowed to officiate next year as per Association regulations. 3. Valley High School violated the number of track meets per week followed by school days. (Recommendation, letter of reprimand) April 11, 2001---5:00 p.m. 1.
