Client Reporting System Manual FY 2017-18 H.1 Table H GRANT PROGRAMS ELIGIBLE FOR COURSE FEE EXEMPTION Courses funded by grants are not exempt from Program and Material fees or Out of State Tuition unless specifically exempted by the System Office or the grant is exempted from course fees by the federal, state, or private granting agency. For the purpose of this section, funded courses are those where the grant reimburses course costs (such as instructor salary and fringes). For courses not specifically exempted from fees by a federal, state or private granting agency, rules allow districts to apply for an exemption to charging Program Fees, Material Fees, and Out of State Tuition for grant funded courses provided 1) all of the colleges affected by the grant are exempting Program Fees, Material Fees, and Out of State Tuition, 2) the grant funding is equal to or exceeds the amount that would have been collected if the course were not exempt, and 3) the goals of the grant are best served by an exemption. Table H provides a list of grants determined to be eligible for this exemption along with a listing of those specifically determined not to be eligible. Please note, exemptions are not restricted to the college requesting the exemption. All colleges participating in the grant and awarded funding will be required to exempt course fees if a grant has been approved for the exemption. It is the responsibility of the college requesting the waiver to verify with each district s Grant Coordinator whether or not they are a current participant in the grant program and/or program name (if applicable). If so, it is also the requesting district s responsibility to communicate their intent to request the waiver and its effect on course fees with all colleges participating in the grant prior to submitting the request to the System Office. Upon receipt of the intent to request a waiver the colleges affected are required to communicate their support or dissent in writing to the requesting college. A request for a fee waiver will only be considered if all colleges participating in the grant have communicated support for the waiver. To request an exemption, e-mail the following information to Anna Richter at anna.richter@wtcsystem.edu for an exemption determination: Grant program title Grant program Catalog of Federal Domestic Assistance (CFDA) or State ID number (multiple grants with the same CFDA or State ID number requires further identification through the use of a specific program name if requesting tuition and fee exemption) Grant program name/award number Grant ending date (if not within the current fiscal year) District Contact Information o Name o E-mail address o Phone number A copy of the grant guidelines A copy of the response from all participating districts regarding their support. As noted earlier adding the grant to the list requires all of the affected colleges.

Client Reporting System Manual FY 2017-18 H.2 Following the request for exemption, the System Office will determine if the funded course offerings are exempt from Program Fees, Material Fees and Out-of-State Tuition and all of the colleges will be notified of the action.
