That the Board of Police Commissioners (Board) REVIEW and APPROVE this report. 2. That the Board TRANSMIT the grant award for the 2016-17 Los Angeles County Police Chiefs Association Funding from the Board of State and Community Corrections (LACPA- BSCC), pursuant to Administrative Code Section 14.6(a), to the Mayor, Office of the City Administrative Officer (CAO), Office of the Chief Legislative Analyst, and to the City Clerk for Committee and City Council consideration. 3. That the Board REQUEST the Mayor and City Council to: A. B. C. D. DISCUSSION The Los Angeles Police Department received $1,600,000 from the State of California, BSCC for homeless outreach, high-risk youth outreach, and gang and violence prevention. The funding will pay for sworn overtime to support two programs: The Homeless Outreach Proactive Engagement (HOPE) Teams and the Summer Night Lights Program. In an effort to reach out to the homeless population, the LAPD recently created HOPE Teams to enhance the public safety of the homeless population through the use of outreach, intervention, coordination with service providers, and enforcement to improve their quality of life. Each Team is staffed with one supervisor and eight to ten officers who are deployed bureau-wide to address homelessness issues. The HOPE Teams are a joint collaboration between the City and County of Los Angeles and government agencies such as the Department of Mental Health and the Los Angeles Homeless Services Authority. Additionally, civic organizations, rehabilitation centers, non-profit organizations, faith-based partners, concerned members of the community, and the Department of Veteran Affairs are all active participants in the program. The LAPD also continues to engage high-risk youth and work towards the reduction in gang violence through participation in the Summer Night Lights Program. The LAPD provides security and engagement through a uniformed presence coupled with relationship-building strategies. Police officers who are assigned to each park engage with youth and their parents to answer questions, address concerns, and facilitate resources. Many officers play sports with participating youth and continue to build and cultivate these valuable relationships well after the program has ended each summer. I spoke tonight with both Chief Moore and Chief Villegas; they both are of the opinion, this will need BOPC approval and City Council approval; due to its high value or $1.6 million. The money is from a State Grant, allocated to the LA County Chiefs Assoc. (You will need to get the exact names, etc.). The LA County Chiefs distributed it and awarded the $1.6 to us. We still need to have the City accept the monies of this value. We already have the letterhead to the LA COunty Chiefs that describes how we are going to spend it. With that all said, Steve, please prepare a 15.2 from COP to BOPC asking the BOPC to approve the grant and that they transmit their approval to the City Council for approval. Hello, Chiefs: If you're receiving this email, then you've provided a letter of request for BSCC funding. Our committee met yesterday via teleconference, reviewed all requests and decided on the (attached) funding amounts. In most cases, we were able to provide agencies will more than what they requested (especially in those cases where the funding requests were relatively low). All funding amounts were determined by stated programs in the funding requests, etc. All in all...we were able to disburse with nearly all our allotted money from the BSCC. Ed Medrano already has our sheet for the BSCC, and will enter these amounts into it so that we can meet our deadline of Friday for submittal. Soon thereafter, our fiduciary (Gardena) will send you a check for your listed amount. Ed can update us with that time frame in the near future. There is nothing else you need to do at this point because we have your (request) letters on file that our fiduciary will use if needed in the future. Lastly, I've also received questions about future funding from the BSCC. To be very clear...this is it.
