NHS CIRCULAR: PCS(PAM)(PTA)2000/1 abcdefghijklm Health Department Human Resources Directorate Dear Colleague PROFESSIONS ALLIED TO MEDICINE AND RELATED GRADES OF STAFF PAY FOR 1999/2000 Summary 1. Following the Scottish Executive s announcement about increases in pay for staff covered by the Review Body for Nursing Staff, Midwives, Health Visitors and Professions Allied to Medicine, agreement has been reached in the Professions Allied to Medicine and Related Grades of Staff (PT A ) Council on revised salaries for therapy staff employed in the NHS in Scotland on national terms and conditions. These salaries will be payable from 1 April 2000. Employers must ensure that the new pay scales are implemented quickly to allow staff to receive their increased salaries in April. National Pay Rates for 2000/2001 2. With effect from 1 April 2000 national salary scales for professions allied to medicine and related grades of staff are increased by 3.4%. Revised salaries for full-time therapy staff in Scotland are set out in the attached replacement pages for Appendix A of the Professions Allied to Medicine and Related Grades of Staff (PT A ) Council Handbook. 2.1 Part-time staff shall be paid pro-rata. Additional Increments For Senior II Staff 3. An additional increment has been added at the top of the Senior II scales. Staff who have been on the maximum of the current Senior II scales for twelve months or more will move to the new maximum on 1 April 2000. Staff should receive their normal increment during the course of the year, except those on the new maximum of scale. In addition, two discretionary points have been added at the top of the new Senior II grade from 1 April 2000, making 3 in all. PAM staff in the Senior II grade who were either in receipt of discretionary points on 1 April 2000, or for whom agreement had already been reached to pay discretionary points, should receive the same number of discretionary points they now have or which have been agreed. Special Duty Payments, Leads and Other Allowances 4. National rates for Standby and On-call allowances have been increased by 3.4% from 1 April 2000. Some employers have increased the value of these allowances locally. They should pay the new national rate if higher than the current local rates. There is scope for further local increases under Section 10 of the PAM(PTA) Handbook. Revised rates of allowances are set out in the attached replacement page for Appendix B, Professions Allied to Medicine and Related Grades of Staff (PT A ) Council Handbook. 5. Other flat leads and allowances are unchanged and may be increased locally. Employers are asked specifically to note the comments of the NPRB on Student Training Allowance. (pararaphs 8.23 and 8.24) We recommend that when PAMs are entitled to receive the Student Training Allowance, it should continue to be paid. We recommend that when the Student Training Allowance is used for purposes other than those laid down in the national agreement, this should only be done with the agreement of the relevant staff. 6. Special duty payments, emergency duty payments and allowances calculated as a percentage of national salary will move in line with the increases to the nationally determined rates. Starting Rate for Graduate PAMs with four years training 7. Advance letter PAM (PTA) 4/80 issued on 18 June 1980 and PAM (PTA) 3/81 issued on 4 September 1981 issued guidance on the starting rate for Graduate PAMs with four years training. Employers are asked to note that the Review Body s recommendations that graduates who have completed four years training enter the Basic Grade at the second incremental point and maintain a one increment lead through the Basic Grade to the career maximum PAMs Grading Agreement 8. Pending agreement on a new pay system the National Whitley Council grading criteria should continue to be applied. Employers are reminded of their obligations to ensure that all jobs are correctly graded. Employers are also reminded of the enabling agreement on grading in in NHS Circular: PCS (PAM) (PTA) 96/2 and are encouraged to make use of it in resolving particular grading problems. Scottish Ministers Approval 8. Employing authorities should implement these agreements, which have been approved by Scottish Ministers under Regulations 2 and 3 of the National Health Service (Remuneration and Conditions of Service) (Scotland) Regulations 1991 (SI 1991 No.537). A copy of the formal approval is attached.

Action 9. Health Boards and NHS in Scotland Trusts who employ staff on national contracts should: i. Ensure that the necessary arrangements are made as soon as possible to pay the national salaries effective from 1 April 2000. ii. Notify Scottish Public Pensions Agency of any increase in pensionable remuneration and contributions arising from the payment of arrears to former employees. 10. The replacement pages form Amendment Number 14 and replace page numbers A1 to A12 inclusive and B1. Enquiries 11. Employees should direct enquiries to their employing Health Board or Trust. 12. Employers are asked to make their own arrangements for obtaining any additio nal copies of this Circular. Destruction Date 13. This Circular need not be retained more than 4 years after issue.
