Understanding the Five- Year Grant Application Process: Version 3 April 4-5, 2018 Astor Crowne Plaza New Orleans New Orleans, Louisiana In the fall of 2017, the Office of Head Start made MAJOR CHANGES to the baseline and continuation applications instructions for grantees and their delegate agencies to apply for funding under the five-year project period. The changes include a realignment of the sections that are required for the baseline and continuation applications. The format for the new alignment is as follows: Section I: Program Design and Approach to Service Delivery o Sub-Section A: Goals o Sub-Section B: Service Delivery o Sub-Section C: Governance, Organizational, and Management Structures Section II: Budget and Budget Justification Narrative Within each section, grantees and their delegate agencies will be required to address the applicable elements for the type of application. Version 3 of the application instructions includes the following MAJOR CHANGES from previous version: alignment with the current Head Start Performance Standards; flexibility in the program s approach; special instructions for supporting documentation and community assessment; integrating information for school readiness goals, and parent, family and community engagement; special instructions for budget periods of less than 6 months; and others. This training will provide participants with guidance and direction on how to comply with the changes in the instructions and their alignment with the current Head Start Performance Standards, including best practices for completing each element of the baseline and continuation applications. Here are three reasons why you should participate in this training: 1. If you are getting ready to prepare your new five-year grant application, you will need to know how to develop your application; 2. If you are submitting a continuation application, you will need to know how to convert from version 2 of the continuation instructions to version 3 of the continuation instructions; and 3. If you want to ensure your application aligns with the current Head Start Performance Standards and expectations of monitoring, you will need to understand how to connect all the systems. Learning Outcomes Participants will know the changes to the instructions for the baseline and continuation applications; Participants will know how to use data from the community assessment and findings from the self-assessment to address the requirements in the Program Design and Approach to Service Delivery section of the application; Participants will know how to address each element in Section II: Budget and Budget Justification Narrative section of the baseline and continuation applications; Participants will know how to align data in the baseline and continuation applications to the annual report to the public; Participants will know how to fund the shared personnel and non-personnel costs with the data from the cost allocation plan; and Participants will know how the baseline and continuation applications align with Office of Head Start s monitoring system. Your Presenters Perry Davis, MBA, is a Finance/Management Specialist with T/TAS at Western Kentucky University. Among Mr. Davis' specialties are five-year grant applications, financial reporting, cost allocation, non-federal share, systems integration, finance regulations, financial policies and procedures, inventory control, budget development and monitoring. He is a nationally recognized expert in financial regulations for Head Start/EHS and CCP programs, and presented at National Head Start Association conferences, Regional Head Start Association events and training for national and regional ACF divisions. Prior to joining the T/TAS team, Mr. Davis was the Program Operations Manager of a large Head Start/Early Head Start program in Mississippi. Perry is a fiscal consultant for the Office of Head Start, and has provided extensive training on monitoring and reporting; developed narrative discussions on the USDA Food Cost for the Head Start Bureau; and is a Head Start Reviewer in Finance and Program Design & Management. He has a B.S. degree in Management and an M.B.A. with an emphasis in finance from Jackson State University. J. Christopher Watkins, MA, MBA, Executive Director of T/TAS, and Management & Finance Specialist, has a wealth of experience in providing training and consultation to Head Start grantees and is an expert in the areas of community assessment, strategic planning, and program evaluation. He has developed and presented hundreds of management and supervision workshops throughout the U.S., including annual seminars on the Federal monitoring review process. He has a Certificate in Non-Profit Management from Duke University, an M.A. in Economics from American University, and a B.A. in Government and an M.B.A. from Western Kentucky University. (T/TAS reserves the right to substitute presenters.) Hotel Accommodations The Astor Crowne Plaza New Orleans French Quarter is located at 739 Canal Street in New Orleans, Louisiana. Hotel accommodations are available at the special conference rate of $119 per night single or double occupancy (plus applicable taxes and fees). To qualify for the special conference rate, please request the room block for Head Start WKU. The room block will be held until the stated deadline or until the block is sold out, whichever comes first. Reservations are accepted on a space and rate availability basis by the hotel, and room blocks often fill quickly. Please consult the hotel for information on their specific cancellation policies, to learn about additional charges that may apply to hotel guests (i.e., parking fees, local phone charges, internet access fee, etc.), and to learn about available amenities, such as room service, inhouse dining, and additional area attractions. Continuing Education Units (CEUs): Western Kentucky University offers Continuing Education Units (CEUs) for participants successfully completing a T/TAS training seminar.
