B. Estate Management Officer - J/G L (1 Post) Bachelor s degree in either Housing Administration, Urban and Regional Planning, Urban Management, Valuation and Property Management or equivalent qualification from a recognized institution Computer proficiency Minimum 3 years relevant experience Good Interpersonal skills Self-motivated and able to work under pressure Graduate member of Institution of Surveyors of Kenya Reporting to the Assistant Director Lands and Housing, the officer will be responsible for;- Inspection and valuation of properties and assets Provision of valuations for various properties and assets Maintenance of County Government Houses Preparation of inspection reports Management of inventory Preparation of bill of quantities Perform any other assigned duty. Town Administrator - J/G P (1 Post) Bachelor s degree in either Land Economics, Administration, Development Studies, Social Sciences or equivalent qualification from a recognized institution Computer Proficiency Minimum 5 years relevant experience Good Interpersonal skills Self-motivated and able to work under pressure. Reporting to the Assistant Director Lands and Housing, the officer will be responsible for;- Overseeing the affairs of the Town Exercising executive authority as may be delegated by the Town Committee Developing and adopting policies, plans strategies and programs for efficient running of the Town Promoting and undertaking infrastructural development and services within the town as may be delegated by County Government Ensuring provision of services to its residents Enforcing the fees, levies and charges as may be authorized by the county government for delivery services Initiating new laws or making recommendations for issues to be included in the laws Promotion of safe and healthy environment Coordinating and facilitating citizen participation in the development of policies, plans and delivery of services Implementing national policies and policies of the County Executive Committee Member as they affect the town Perform any other assigned duty. Senior Physical Planner - J/G N (1 Post) Bachelor s degree in Urban and Regional Planning, Physical Planning or equivalent qualification from a recognized institution Computer proficiency Minimum 7 years relevant experience Able to undertake drawings and designs Good interpersonal skills Self-motivated and able to work under pressure Registered and licensed by a relevant professional body Full member of Kenya Institute of Planners. Reporting to the Assistant Director Lands & Housing, the officer will be responsible for;- Initiating, preparing and monitoring the implementation of sub-county and local physical development plans Providing advice on development application and development control matters Implementing and providing feedback on physical planning guidelines and standards Collecting and analyzing urban and regional planning data Preparing action for specific projects such as residential housing schemes, shopping centers, industrial estates and recreational facilities Undertaking studies on matters relating to physical planning at regional and local levels Setting agenda and convening physical planning liaison committee meeting Keeping record of deliberations and communication decisions of the physical planning liaison committee Managing physical planning data Overall supervision of planning issues Perform any other assigned duty. Reporting to the Senior Physical Planner, the officer will be responsible for;- Safe custody of plans Updating base maps Supervising data collection from geospatial data sources Evaluation of the cartographic maps and data Ensuring proper maintenance and updating of mapping records Giving technical and advisory advice Assisting in the implementation of strategic and integrated work plans Preparation of zoning plans Preparation of Part Development Plan Preparing advisory plans Preparation of physical plan layouts Preparation of reports Ensuring maintenance and updating of mapping records Servicing and maintenance of cartographic equipment Perform any other assigned duty. Reporting to the Assistant Director Lands and Housing, the officer will:- Organize and digitize hard copy maps Advice in purchasing of GIS Train staff on use of equipment and software s for processing data Advise in implementation and formation of GIS lab Coordinate large survey works Coordinate engineering surveys and perform computation. H. Communication skills Interpersonal skills Organizational skills Ability to work under pressure Ability to lead and manage teams Problem solving skills Supervisory skills Relevant experience of least 7 years Reporting to Chief Officer /Education and Vocational Training, the officer will: - Supervise provision of quality assured ECDE & VTC service in the County Oversee and address teacher management issues such as staffing, discipline, promotion, transfers, leave etc Develop and coordinate implementation of quality assurance systems in the institutions such as maintenance and amendments of regulations. Coordinate inspection of schools to ensure required standards are maintained Monitor, evaluate and review policies on standards and relevance in ECDE & VTC Page 11 of 17
Contribute towards review of policy governing quality assurance systems and procedures relating to Education programmes. Collection and dissemination of all research data or information regarding ECDE & VTC services in the County. Carry out regular Quality Assurance and Standards assessment of ECDE & VTC institutions. Contribute towards staff development activities organized for academic and administrative staff in institutions. Provide information on education trends to the Chief Officer. Coordinate all research concerning ECDE & VTC services in the County B. Assistant Director Vocational Training Centre J/G P (1 Post) Bachelor s Degree in Education or Technology from a recognized institution Certificate in a senior management course from a recognized institution. Computer literacy Be conversant with County Government operations and demonstrate understanding of policies on VTC. Relevant experience of least 7 years Reporting to the Director Vocational Training Centers (VTCs), the officer will be responsible for: - Coordinating the establishment of functional board of County Youth Polytechnics Facilitating the promotion of innovative initiative and business incubations in Vocational Training Managing and coordinating the development of the County bursary fund and its database Coordinating the programmes, projects and activities for VTC Offering guidance and counselling to the youth in the polytechnic in order to build good character traits among them. Ensuring preparation of schemes of work, lesson plans and training materials Ensuring the development and maintenance of assets and skills inventories in VTC C. Manager Vocational Training Centre J/G K (30 Posts) Bachelor of Education degree in any technical field Higher National Diploma (HND) in a technical field from a technical training institution or any other qualification from a recognized technical training institute Must be conversant with the current trends in Education and training Curriculum development procedures, research practices, VTCs code of conduct and ethics. Computer literacy is a mandatory requirement Applicants must have a working experience in Technical institute or equivalent for a minimum period of 3 years. Reporting to the Sub County Education Coordinator, the Manager will: - Manage programs within the policies and procedures of the organization Develop a program evaluation framework to access the strengths of the program and identify areas of improvement Plan delivery of overall program and its activities in accordance with the mission and goal of the organization Develop new initiatives to support the strategic direction of the organization Develop and implement long term goals and objective to achieve the successful outcome of the program Develop funding proposals for the program to ensure continuity in delivery of service Page 13 of 17
Ensure that program activities comply with relevant legislation and professional standards Oversee the collection and maintenance of program records. D. Education Coordinator J/G K (25 Posts) A Bachelors Degree in the relevant field or Higher National Diploma (HND) from a technical training institute or any other qualification from a recognized technical training institute Professional certificate in a relevant field from a recognized Institution Computer literacy Knowledge of relevant legislations Knowledge of quality assurance standards Minimum 5 years relevant experience. Reporting to the Sub County Education Coordinator, the Education Coordinator, will : - Supervise and ensure provision of quality assurance services regarding ECDE & VTC services in the ward. Oversee implementation of teacher management issues such as staffing, discipline, transfer, annual leave etc Coordinate inspection of schools to ensure required standards are maintained Monitor, evaluate and review policies on standards and relevance in Early Childhood Development and Education in the Ward Check on staff performance and performance management in ECDE & VTC centres in the ward. Review curriculum that is recommended in ECDE & VTC facilities and ensure appropriate methods are used. Ensure health and nutrition programs are offered in ECDE centres in the ward. Page 14 of 17
Collect and disseminate all research data or information regarding ECDE & VTC services in the ward. Carry out regular quality assurance and standards assessment of ECDE & VTC in the ward. Contribute towards staff development activities organized for academic and administrative staff in institutions E. Office Administrative Assistant II (Formerly Secretarial assistant I) J/G H (1 Post) Diploma in Secretarial studies stage II Computer literacy Minimum 2 years experience. Reporting to the Administrative Officer, he or she will be responsible for: - Typing and processing data. Filing and retrieving information Ensuring security of office records, documents and proper handling and use of office equipment. 3. DEPARTMENT OF ROADS, PUBLIC WORKS AND TRANSPORT A. Driver II - J/G E (28 Posts) KCSE Mean grade D plain A valid driving licence free from any current endorsements Suitability tests conducted by the Ministry of Roads and Public Works. Occupational trade test conducted by the Ministry of Roads and Public Works. A valid certificate of good conduct Defensive driving certificate from Automobile Association of Kenya (AA) A first aid certificate course lasting not less than a week from Kenya Institute of Highways and Building Technology, St.John Ambulance or any other recognized institution.
