Glenn W. Hayes Jr., JPSB Dalton Simmons, TASC Lt Joseph Ortego, JPSO II. Approval of Minutes from the November 17, 2009 Meeting There was a motion by Brenda Williams to approve the minutes. The motion was second by Judge Darensburg. Motion carried. II. Reporting out by Master Plan Sub-Committee: Prevention & Early Intervention (Carol Mancuso / Nancy Pearson) The committee s focus at this time is Suicide Prevention. Robert Storey has been very helpful with bringing the Suicide Prevention to all of Jefferson Parish high schools and some middle schools. Carol Mancuso is sphere heading a mental health grant with the help of Nikki Johnson, and John Ryals. This grant will benefit Continuum of Care committee as well. The grant is due February 22, 2010. Inter-Agency Coordination and Training (Dawn Palermo) The committee is in the process of scheduling the Police on Campus (POC) training, it will take place at the academy. Dawn Palermo is in the process of scheduling an Inter-Agency Coordination training to focus on the next topics of discussion. Information Sharing and Memorandum of Understanding (John Ryals) There are minor revisions that need to be made. The draft document has been sent to a number of lead representatives from various stakeholder interties. Feed back of this document has been received by Jefferson Parish Human Service Authority (JPHSA), Juvenile Court, Public Defenders, and Juvenile Services of Jefferson Parish. Feedback is pending from the Office of Juvenile Justice (OJJ), Department of Health and Hospitals (DHH), District Attorney s office (DA), and Sheriff s office. Continuum of Care (Christopher Trosclair) Currently, we re working on developing the program survey that has been done a few years back, in order to access what is out there so that we can update our data base of the program that s on our website. This will also help us with the gaps in services that are out there, and because of that, we can develop a plan on how we are going to address those things. We are also in the process of helping create a power point presentation for both adults and youth to talk about the work that we re doing as a board and as a committee, and for the services and programs that are out there. We would like to get some youth involved in the project as well as people from different organizations. The next meeting date is Tuesday February 23, 2010 at 3:00pm in the Multi-Purpose room at DJS.

Evaluation and Monitoring (John Ryals) We are in the process of measuring outcomes. The SAVRY has been found to be very helpful in this effort. Now, we are revising our data collecting to track outcomes. Mental Health Task Force (Daliah Bauer) The crisis sub-group is collecting data from the local hospital on admission. The goal is to identify were the gaps in services are. Mainly for the adults they are tracking data from the emergency rooms to find out who is presenting behavioral health issues as a primary and as a secondary reason as well. Dr. Bauer would like to design a similar plan within the Mental Health Task Force to gain information on who is presenting mental health as a primary are secondary issue. In addition, we have been trying to close some of the gaps that we know exist. Jefferson Parish Human Services Authority (JPHSA) has funded programs focused on crisis until we have trained staff into Functional Family Therapy and more. Balance in Juvenile Justice (Lonnie Taix) The December 2009 meeting to meet with the Judges was cancelled and rescheduled for January. All three Judges are in agreement with the committee. Lonnie would like to schedule the first Balance in Juvenile Justice meeting for next week if possible. Next meeting date is Thursday, February 11, 2010 at 10:30am in the Multi-Purpose room at DJS. Youth Advisory Sub-Committee (Kimberly Dilosa) We are reviewing version three of the referral and consent forms. The Youth committee would be actively involved with the community as well as the churches to reach out to as many youth as possible. The youth will also work with the Boys and Girls Club. There were minor changes suggested by the CYPB committee that was accepted by the board. Motion by Nancy Pearson, second by Judge Darensburg, motion carried. IV. Reporting Out by Models for Change (MfC) Sub-Committee under the John D. and Catherine T. MacArthur Foundation: MfC Sub-Committee (John Ryals/ Christopher Trosclair) EBP The contracts are sign and changes are being made with the contracts in place. 100% of the contracts are for EBP s; there are 9 out of 10 contracts in place. We want to make sure the quality of the programs is maintained. We are also implementing the Juvenile Inventory for Functioning (JIFF) at the Juvenile Assessment Center (JAC). We are in the process of the licensing agreement. SAVRY is fully implemented with the assistant of Kelly Clement from the Office of Juvenile Justice (OJJ), he developed the feedback loop SAVRY s in between agencies. Dr. John Ryals, Kelly Clement and Gina Vincent will be presenting at the Annual Governor s Conference in March. AFP

We are still moving forward with our Probation Review. UNO has completed the data collection and there hoping to have there report finalize by the end of this month. The report will then be given to our National Resource Bank (NRB) partners and Children Welfare League of America (CWLA). There review of our Probation Department will be completed by the end of March. Meanwhile, we are looking at things that we can and want to do to restructure our department; in order to make it more effective. DMC A follow up on the Clayton County site visit regarding success in reducing school arrest referrals. The first day was an observation of how the county operates and supports some panel of programs that Judge Teske has on detention. The second day was presentation by Judge Teske s school resource, such as school administrators and school officials. The work that they do is all by one cooperative endeavors. We are looking at a different way of handling the youth while there in school. Our goal is to improve graduation rates by first improving attendance. Next MacArthur meeting will be Monday, February 22, 2010 at 9:00am in the Multi-Purpose room. V. Reporting Out by Juvenile Detention Alternatives Initiative (JDAI) Sub- Committee under the Annie E. Casey Foundation JDAI Sub-Committee (Ashley DeMouy) We have implemented a new alternative to detention (ATD) called, Trackers Program. So far, there are twenty youth in this program. These are youth that would other wise be in Rivarde. There are a few contempt s of court, drug court, and youth who are released at the point of arrest at the JAC. The tracker makes two contacts with the youth per day, one by phone and one face to face. Also, we are working on an ATD continuum. The youth that is placed into any of the Alternatives could move up or down base on their behavior. The continuum is not in place as of yet, there are still some detains that need to be address. The next JDAI meeting is February 23, 2010 at 1:30pm in the Multi- Purpose room. Right now the committee is looking at the data to see if it would be feasible to build an Evening Reporting Center. This ATD would before the youth that are committing the crimes during the time that the Evening Reporting Center would be in operation. VI. Other Business DMC training in Albuquerque, New Mexico was offered by the Burns Institute to JDAI site that have been doing this type of work. The training is to revise the strategies for DMC reduction. We are on the right track with the DAI and ATD in place. The deadline for this trip is Friday, February 5, 2010. Mr. Juncker and Ashley DeMouy were nominated for the Applied Leadership Network. If chosen, they will help to continue the JDAI reform efforts.

The Mental Health grant is an integration of services. Juvenile Services, Mental Health, and the school system would all benefit from this grant. This grant would be a continuum of services for all involved, without duplicating services in order to get the youth the help they need. Governor s Conference is coming up March 3-5, 2010, located at the Convention Center in New Orleans. Judge Teske along with many of our very own CYPB board members will be speakers of this event. Next meeting Date: The next meeting date is March 16, 2010 at 1:30 pm at the Alario Center There was a motion by Tommy Hebert and second by Kathy Radke to adjourn the meeting.
