Message from Chairman, Regional Scout Committee, Asia-Pacific Region The gathering of all our National Scout Organizations in the region for the 26th Asia-Pacific Regional Scout Conference is a great opportunity for us all. The Conference allows us to take a look at how we have grown and performed as a region over the last triennium. It also allows us to review the challenges we have faced and continue to face and turn them into innovative opportunities. In line with the theme of this Conference, Growth and Stability, we continue our efforts to further increase our membership and remain steadfast in keeping our Scouting values, while adapting to the ever-growing needs of today s young people. This meeting of key leaders of the different National Scout Organizations in this conference is a symbol of unity and strength as a Region. The meetings, sharing, and discussions put us in a place where we work, focus, and contribute on where we are going as a Region. It is at this time that we see how our Region performed in the last three years, and where it is heading in support of APR Vision 2020 and WOSM Vision 2023. For this year, the Boy Scouts of the Philippines plays an important role in making the 26th APR Scout Conference unique from the past conferences. Hosting an international event such as this, is both a challenge and an opportunity for the BSP, and, with its excellent portfolio in hosting world and regional events in the past, I am more than confident that they will give their utmost best to offer the participants a memorable Regional Conference and a wonderful stay in the Philippines. Through your participation, let us give our unwavering support and commitment to the BSP as the host of the 26th APR Scout Conference. Thank you for your hard work during these long months of preparation. Wishing you and all participants a great conference ahead! Paul Parkinson Chairman, Regional Scout Committee Asia-Pacific Region

Message from Regional Director, Asia-Pacific Region As always, great anticipations produce great results. From this mantra, we patterned the preparations entrusted to us! Thus, working beyond what is expected from us to give you a very productive, memorable and fun-filled 26th Asia-Pacific Regional Scout Conference. To ensure the success of the event, the Organizing Committee engaged a wide pool of volunteers who are working on every aspect of preparation, giving emphasis to the most anticipated features of any event -- the novelty and uniqueness that it offers and, this is what the Boy Scouts of the Philippines is eager to offer and to achieve. As we all know, the event is not merely a conference per se, it also gives an educational yet delightfully engaging facets of the country and allow the guests to experience the Filipinos distinct hospitality and take a look at the vibrant programs of Scouting in the Philippines. Within the conference hall will be thinking exercises, various presentations, reports and discussions on issues that affect the Scout Movement globally, within the region, and locally. The program provides various opportunities for us to chart the course of the next triennium to look back at our accomplishments for the past triennium (2015-2018) and to discuss our current initiatives and advocacies, and to refocus our attention to areas that need to be looked into. There will be a lot of occasions for fellowship and gathering, meet old and new friends, as well as foster international understanding and mutual cooperation. Beyond the conference hall is a rare opportunity to see and to experience the marvels of Metropolitan Manila and its nearby provinces through the educational tours and the accompanying persons program. And, equally important is to know more about Scouting in the Philippines its rich and colorful history, its collection of many successful and inspiring stories in community development and nation-building, and various societal interventions that has catapulted it as the leading and most influential youth organization in the Philippines today. There are a lot of things to be excited about the Philippines and the 26th Asia-Pacific Regional Scout Conference. We look forward to seeing all of you in October 2018! Jose Rizal C Pangilinan Regional Director Asia-Pacific Region

INVITATION FROM BSP INTERNATIONAL COMMISSIONER Mabuhay! Through the years, Scout leaders from various parts of the Asia-Pacific Region meet to be part of the Asia-Pacific Regional Scout Conference. This special event, which happens once every three years, provides a good venue for Scout Organizations from all parts of the region to know each other and appreciate each other s culture and tradition; share wisdom specially in managing the Scout organization, and learn from each other s experiences through forums where they freely discuss issues and concerns that directly affect and impact not just the Scout Organization they represent, but the global Scouting Movement as well. In view of this, the Boy Scouts of the Philippines is honored to host the 26th Regional Scout Conference. We are confident that the BSP is beyond ready to welcome our counterparts from other National Scout Organizations as we are more than willing to share and learn experiences that involve practices, skills and knowledge in managing Scout organizations such as ours. We believe that through this learning process, we will be more inspired to continue our noble work as citizens not just of our country, but of the world. Let us all help chart the destiny of the Asia-Pacific Region. With open arms of friendship, we invite you to be a part of this historic event.
