Humanitarian and Emergency Affairs Manager, WV Mali/Mauritania Location: [Africa] [Mali] Town/City: Bamako Category: Humanitarian & Emergency Affairs Job Type: Fixed term, Full-time PURPOSE OF POSITION: To provide strategic support and guidance to the cluster of WV Mali Humanitarian Emergency Affairs (HEA) and Disaster Risk Management interventions through strategic and operational planning of humanitarian interventions, seeking funding opportunities with major donors, leading strategic initiatives related to disaster management, networking with industry stakeholders and disaster management entities within the WV partnership, leading capacity building initiatives for WVMali clusterstaff and partners, and overseeing the implementation of ongoing Emergency Relief and Disaster Risk Reduction preparedness projects. Lead the HEA team in Mali in the development, implementation, oversight and evaluation of all HEA programming and projects with strong emphasis on strategic development, resources acquisition and quality control, as well as staff development. Ensure that the National Office meets international and WV standards in disaster management. KEY RESPONSIBILITIES: Response Management: Develop WV Mali HEA business plans and ensure proper alignment with the National Office strategies. Support WV Mali to align to Our Promise 2030 global strategy by seeking interventions and/presence that deepen our investments in fragile zones and increase our impact on the most vulnerable children. Develop and implement WVMali HEA capacity building plan and ensure ERDM committee members from are functional and have proper and updated TORs. Provide technical support and capacity building to the HEA Team in Mauritania.
Provide technical support and oversight to the Disaster Preparedness Planning initiatives at the National Offices and field Levels. Ensure that the WV Mali are able to fully manage a National Office response in countyri and communities are able to be first responders with the support of WV, ensuring that the National Office meets WV and industry standards in disaster management. Supervise and monitor the approved projects and ensure proper implementation within the set time frame and in accordance to WV DME requirements and HEA standards. Oversee the implementation of HEA integrated activities in the different ADPs/areas and HEA projects, ensuring HEA standards are integrated in WV on-going projects. Ensure projects reporting and evaluations are completed as scheduled and agreed. Ensure compliance of all on-going HEA projects with disaster management standards (Humanitarian Accountability, SPHERE, RCCC, EMS, DMS etc) Support the management of National Office Response emergencies with the support of the local ERDM committee members at the national office and SLT. In coordination with Senior Leadership Team, manage and ensure the proper resource mobilization (Human / financial / material) for emergencies as needed. Ensure appropriate management of emergency responses as per the industry and WV standards. Advise regularly and update the SLT on strategic directions of emergency responses and keep the regional HEA Director updated on progress, challenges and trends. Develop Post Emergency Response Plan. Participate in developing response strategy and ensure provisions for post-response recovery and bridging to development. Liaison and Resource Mobilisation: Engage in networking with local authorities, NGOs, UN agencies, donors and other key-player stakeholders. Maintain regular contact with other international and local NGOs and government officials to serve as a network for obtaining and coordinating information regarding the current and future work in the affected regions.
Initiate creative and sustainable fundraising strategies to support the Disaster Risk Management and Emergency Response Programs at WV, through building good networks with donors who might fund disaster risk management/ emergency response programs. In collaboration with the RAM unit, grow WV Mali HEA grants portfolio and ensure proper positioning with donors and submit concept papers and proposals as appropriate. Ensure WV Mali participates in coordination mechanisms and is recognized as a key player in the humanitarian sector. Communications: Regularly coordinate with the Communications team on media opportunities both internally and externally. Work closely with the Communications team to deliver appropriate communication services and materials to the relief programme and ensure adherence to WV Communications standards. Human Resources: Coordinate with P&C (HR) Director to set the staff planning and ensure qualified members are hired and properly coached. In collaboration with P&C, develop detailed coaching, individual development and mentoring plans for WV Mali staff who are in the HEA Manager succession plan. Maintain team spirit and ensure staff well-being and work-life balance in the affected regions by the emergencies. Consult, listen and use suggestions from team members in decision making. Set performance goals for relief project managers and staff and show them confidence that they can achieve these goals. Implement and follow up regularly on the performance management system in place. Create a supportive working environment and be example of self-managing stress. Supply Chain and Logistics: Regularly coordinate and liaise with the supply chain coordinator on the purchasing and deliveries of the emergency
food and supplies. Ensure all logistics requirement in any emergency response are in place. Information Technology: Work with the IT manager to facilitate appropriate IT services to the emergency programs/ projects and ensure the application of policies and procedures that follow WV standards. Security: Ensure all security and safety procedures / measures are integrated and undertaken in any emergency response and report on any breaches. Ensure emergency staff comply with security protocols and operate in a safe and secure environment. KNOWLEDGE, SKILLS AND ABILITIES: University degree in a social science field or another field related to the job. Strong experience in project design and proposal writing and in assessment and data collection methodologies. Strong communication skills both oral and written and excellent knowledge of French and English. Any other language would be an added value especially Arabic. Familiarity with humanitarian quality assurance mechanisms including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice. Minimum of 4 years of experience in relief and development work. Experience in working with National Government bodies and liaison with various stakeholders including other INGOs and UN-agencies. Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
