Convention Hotel: Request for Qualifications Introduction: The Des Moines Redevelopment Company (DMRC) was organized in August, 2012 as a 501 c 6 corporation. The purpose of the DMRC is the facilitation of urban renewal within the City of Des Moines through the purchase and preparation of land for new economic development. The DMRC is made up of 18 private investor members consisting of either individuals or local corporate entities. Additionally, it is recognized that targeted new economic development projects require public private partnerships. Therefore it is the intention to work sideby side with both the City of Des Moines and Polk County. The Des Moines Redevelopment Company (DMRC) is inviting experienced development firms or teams to submit their qualifications for the development of a 450 guestroom Four Star conference hotel. The development site (owned or under control by DMRC partners) is adjacent to the Iowa Events Center. This RFQ describes the development opportunity and the process required for submitting a response. Initially, the DMRC will evaluate responses to this request in accordance with the criteria set forth in the Statement of Qualifications & Selection Criteria section and such other factors, if any, which the DMRC may, in its sole and absolute discretion, deem appropriate. It is anticipated that, based on the evaluation of responses, one or more selected respondents may, at the sole and absolute discretion of the DMRC, be invited to submit a formal proposal for their development plan. About Downtown Des Moines: Downtown Des Moines has been in the process of a renaissance for the last 20 years, and in the last decade alone over $3 billion has been invested in public private partnerships. Emphasis on commercial development in the downtown core has resulted in roughly 100 different projects in the past decade, with an estimated cost of nearly $1 billion. Public infrastructure investment to support this development is valued at more than $1 billion. A handful of highlighted key P3 ventures include: the $194 million Wellmark corporate campus; $127 million Nationwide corporate campus; $44 million world class Pappajohn sculpture park, and the $39 million Principal Riverwalk that connects downtown entertainment, business and cultural districts. For a metro area our size (600,000), we have an impressive downtown workforce population (80,000), and a growing residential sector (8,000). Along with a list of several large employers, downtown Des Moines is home to the triple A Iowa Cubs, the D League basketball Iowa Energy, and the Iowa Barnstormers Arena Football team. Each year we welcome millions of visitors to our capital city, and last year they spent $1.8 billion dollars. In 2012, over a million people attended nearly 500 events in Downtown Des Moines. A consistent and constant focus on developing and maintaining a vibrant downtown core has been a mainstay in our development strategy, and our history of successful P3 planning and implementation continues to drive our success. Major events both locally and regionally have increased the demand for hotel rooms in downtown Des Moines. These events include the NCAA Division 1 Wrestling Championships, NCAA Division 1 Women s Basketball, Cirque du Soleil, NASCAR, Des Moines Arts Festival, USA Outdoor Track and Field Championships, Drake Relays, and US Youth Region II Soccer. In addition, the Iowa Events Center has hosted many regional, national and international events including the Iowa Caucuses, American Quilters Society, Iowa Power Farming, Gold Wing Riders, National Pheasant Fest and AAU Junior Olympics to name a few.

Iowa Events Center facilities include: The Iowa Events Center is owned by Polk County and is operated under contract by Global Spectrum. Wells Fargo Arena Wells Fargo Arena is a 17,000 seat arena that opened July 12, 2005. The arena has been a consistent top 100 concert facility as ranked by Pollstar Magazine, hosts the Iowa High School State Wrestling and Basketball Tournaments annually, and is the home for the NBA D League s 2010 Champion Iowa Energy and the AFL s Iowa Barnstormers. Hy Vee Hall Opened in the fall of 2004, Hy Vee Hall is the state s largest exhibit hall with 100,000 square feet of exhibit space and eight breakout meeting rooms. The exhibit hall is connected to an additional 50,000 square feet of contiguous exhibit space in the Community Choice Credit Union Convention Center. Community Choice Credit Union Convention Center Opened in January 2012, the Community Choice Credit Union Convention Center is connected to Hy Vee Hall and Wells Fargo Arena and boasts 29 meeting rooms, the state s largest ballroom at 28,730 square feet, an additional 50,000 square feet of exhibit space that adjoins Hy Vee Hall, and a tribute to Iowa s military past, present and future in Veterans Memorial Hall. Originally constructed in 1955 as an auditorium, the building has been repurposed into the state of the art conference facility.

The Development Site:

The Desired Development: Market studies have proven that there is a deficiency of local hotels that can accommodate large regional and national conventions. To address this need, the DMRC acquired the site adjacent to the Iowa Events Center to facilitate a full service conference hotel development with at least a Four Star rating. A Johnson Consulting market study indicates that there is increasing demand for a 450 room hotel to complement the Arena/Exhibit/Convention space previously developed and in full service. The site is available for hotel and retail entertainment uses. All required backbone utility infrastructure is in place and ready for development. Preferred Qualifications: The DMRC is interested in working with a development entity who is experienced in the construction and operation of a convention hotel development. The DMRC will work closely with the developer regarding site design and development. The DMRC is soliciting Statements of Qualifications from a limited list of interested parties. Following review, one or more firms may be selected to submit a more detailed proposal including concept design drawings, financial projections, and the financial terms for the purchase of the development site. The DMRC has established the following guiding principles for the site: Secure a Four Star convention hotel that accommodates business clients and travelers. Consider land sale that best attracts the desired hotel developers and operators, and affords the City/County/DMRC some influence over design and operation standards. Statement of Qualifications & Selection Criteria: The DMRC requests that your firm submit a qualifications statement that expresses your entity s interest, vision, and capability to develop and operate a conference hotel. We are specifically seeking the following materials: 1. Firm Specialty: Provide a narrative to detail whether your firm develops or develops and operates conference hotels. Please identify the firm s specialization. If teams are proposed that would separately undertake the development and operating responsibilities, please provide information for each team member. 2. Vision and Development Program Summary: Identify your vision for the convention hotel and describe how the Iowa Events Center property would fit into your firm s overall business strategy. Translate your vision into a development program that identifies the type and quality level of hotel facilities your firm would propose to develop, as well as the lodging market this facility would access. Also, please detail ancillary e.g. restaurant, retail, and spa uses your firm, or another entity, would develop in conjunction with the hotel operator. 3. Operations Franchises: Identify anticipated hotel operators for the hospitality venue. Also, identify other proposed operators for all ancillary uses. Illustrate the brand promise, marketing program and reservation system that is unique to the hotel operator.

4. Experience: Include a detailed resume for your firm, and each participating firm if using a team approach, citing specific experience with developing/operating Four Star conference hotel venues. Identify other relevant projects your firm has developed or operates including their location, size, ancillary uses, and quality level. Also provide information regarding your firm/team that identifies length of time in business, ownership structure, operating structure, principal offices and the office that would service this project. Additionally, identify the project manager and personnel that would be assigned to this project including their level of experience and responsibility. 5. Financial Capability: Identify the firm s or team s capability to secure the equity and financing required to implement the proposed development program. Please disclose if your firm has ever defaulted on its financial obligations, has had developments foreclosed upon, or if bankruptcy has ever been filed. 6. Local Investment: Identify how your firm/team would work to include local partner participation. 7. Implementation Time Frame: Outline the time line your firm would propose to initiate site and development program planning activities upon signing an exclusive negotiation agreement. Discuss your firm s ability to initiate construction activities within 12 months after executing a disposition and development agreement. The following criteria will be used to evaluate the qualifications statement submittals: The development program should feature a full service, whole ownership, Four Star quality hotel with 450 guestrooms. The development program should establish the Iowa Events Center as the premiere business, convention and banquet facility in the Midwest. The hotel operations must include a reservation system so that national and international business and leisure travelers have easy access to this property. The development entity must demonstrate extensive experience with designing, building, and operating Four Star convention hotels. Extensive experience entails at least five or more properties. The development entity must demonstrate that it has access to at least $30,000,000 of capital to underwrite construction and initial operating capital expenses. The development entity must demonstrate that it is ready to initiate site development program planning activities upon signing an exclusive negotiation agreement, and that it will commence construction activities within 12 months after executing a disposition and development agreement.

Selection Requirements: As Qualification Statements are received they will be reviewed by a selection committee comprised of the City of Des Moines, Polk County Iowa, DMRC and consultants which will evaluate submittals as to how they meet the selection criteria detailed herein. Interviews will be scheduled on an on going basis for firms or teams that have been found to be the most responsive to the request. Following review, one or more firms may be selected to submit a more detailed proposal including concept design drawings, financial projections, and the financial terms for the completed in service development. From this information, the selection committee will then recommend that one firm be considered by the DMRC for an exclusive negotiation agreement. This solicitation does not require the DMRC to award a contract, to pay any cost incurred with the preparation of a qualification statement. The DMRC reserves the right to accept or reject any submittals received in response to this request, to negotiate with any qualified source, or cancel in whole or part this process for any reason. Prior to negotiations, prospective entities may be required to submit revisions to their qualifications statements. All proposers should note that any contract pursuant to this solicitation is dependent upon the recommendation of the DMRC.
