INTRODUCTION The Cowlitz-Wahkiakum Council of Governments (CWCOG) was established more than 50 years ago as a voluntary association of general and special purpose governments and agencies in the Lower Columbia region. Our current organizational structure is comprised of 28 entities including counties, cities, school districts, public utility districts, ports, fire districts, an economic development council, a community college, and other non-profit agencies in Cowlitz and Wahkiakum Counties. There are also three affiliate members from Clark County. Metropolitan Planning Organization In 1981, as a result of the 1980 Census reporting that more than 50,000 people were living in the community, the Bureau of the Census designated Longview-Kelso-Rainier an urbanized area (Map 1). Federal funds for metropolitan transportation planning were then made available and the Governor designated the Cowlitz- Wahkiakum Council of Governments (CWCOG) as the Metropolitan Planning Organization (MPO) for the Longview-Kelso-Rainier metropolitan area. A Memorandum of Understanding between the Washington and Oregon Departments of Transportation and CWCOG defines the responsibilities for cooperatively carrying out transportation planning and programming throughout the metropolitan area. The CWCOG fulfills its MPO responsibilities by working with a Technical Advisory Committee (TAC) and the MPO board, which is the CWCOG Board. The TAC is comprised of engineers and planners representing local jurisdictions, port managers, transit providers, special purpose districts, and the Washington and Oregon Departments of Transportation. The TAC provides staff level input to the activities being undertaken by the MPO. The MPO Board provides policy direction and guidance for the activities and projects that will require adoption by the Board and/or local jurisdictions. This multi-level forum provides coordination and consensus prior to adoption of work program products. Special citizen task forces are also intermittently formulated for specific projects. The overall vision is to: Develop an intermodal transportation network that accommodates, efficiently and safely, the movement of goods and people throughout the Southwest Washington region and beyond. Major products of this process are the Metropolitan Transportation Plan (MTP), the Regional Transportation Improvement Program (RTIP), the Unified Planning Work Program (UPWP), the Public Participation Plan (PPP), the Coordinated Human Services Transportation Plan (CHSTP), and specific planning and research studies. Regional Transportation Planning Organization In addition to being the lead agency for the Metropolitan Planning Organization (MPO), CWCOG also fulfills the responsibilities for the Southwest Washington Regional Transportation Planning Organization (SWRTPO) for Cowlitz, Grays Harbor, Lewis, Pacific, and Wahkiakum Counties (Map 2). In 1990, the Washington State legislature enacted the Growth Management Act, authorizing local governments to voluntarily form regional transportation planning organizations (RTPOs) to coordinate transportation among local governments and to develop a Regional Transportation Plan (RTP). By law, the designated MPO is also the lead agency for the RTPO. This augments the MPO program by expanding into planning for non-mpo cities and rural areas. Each of the five counties in the SWRTPO has a Technical Advisory Committee and a Policy Board. The five-county region meets as the SWRTPO Board at least quarterly, in one of the five counties. PURPOSE AND SCOPE OF THE REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM CWCOG is required by federal and state regulations to develop a Regional Transportation Improvement Program (RTIP) for its Metropolitan and Regional Transportation Planning Organizations in cooperation with local jurisdictions and the Washington State Department of Transportation (WSDOT). MPOs are required to prepare an RTIP detailing those projects within the Metropolitan Planning Area (MPA) boundary that are regionally significant and/or to be completed using federal transportation funds. RTPOs are required to certify that the transportation elements of each local jurisdiction s comprehensive plans are consistent with the RTP and the Washington State Transportation Plan. CWCOG s RTIP is the financial plan that identifies and prioritizes federally funded transportation projects. It includes projects for both the MPO and the RTPO. The MPO portion of the RTIP spans a Regional Transportation Improvement Program four-year period and is updated at least every two years. The SWRTPO portion of the RTIP is a six-year programming document derived from the local agencies annual (six-year) comprehensive transportation program. The RTIP: Identifies urban and rural projects from local agencies comprehensive transportation programs that are ready for implementation in for which federal funding has been secured, are WSDOT projects, or are regionally significant, regardless of the funding source; Demonstrates financial constraint; and Demonstrates consistency with RCW 36.70A, Section 70 of the Washington State Growth Management Act requiring transportation planning be coordinated and consistent with local comprehensive plans. The primary purpose of the RTIP is to identify and document federally funded transportation projects that are to be included in the WSDOT s Statewide Transportation Improvement Program (STIP). Projects using federal funds must appear in the RTIP and STIP or they will not receive federal funds even if they have already been awarded. Projects located within the MPO area are approved by the CWCOG Board, and then forwarded to WSDOT for inclusion in the STIP, which is approved by the Governor, the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA). Projects located in the non-mpo area are approved locally, then by the SWRTPO board, and forwarded by CWCOG staff to WSDOT for inclusion in the STIP. Projects located within the City of Rainier urban boundary are forwarded by the Oregon Department of Transportation for inclusion in the RTIP. The RTIP also aids in the coordination and cooperation of transportation planning in the region. The RTIP provides the public, elected officials, state and local staffs, transit providers, and other interested parties the opportunity to review regional projects for consistency with regional and local plans, goals, and policies. REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM - DEVELOPMENT PROCESS MPO and RTPO Roles in RTIP Development The Cowlitz-Wahkiakum Council of Governments (CWCOG), as the designated lead agency for the Longview-Kelso-Rainier MPO and SWRTPO, annually compiles the RTIP in accordance with the applicable guidelines. The metropolitan planning requirements of MAP-21 have enhanced the role of the MPO in developing the RTIP. During the development of the RTIP, CWCOG uses a continuous and comprehensive planning process in cooperation with local and state officials, WSDOT, regional and local transit operators, and other agencies that may affect transportation activities. Projects contained within the RTIP come from transportation planning activities within the Regional Transportation Plan (RTP). The CWCOG maintains and updates the RTP for the Longview-Kelso-Rainier metropolitan area and for the RTPO five-county region. The RTP is the 20-year longrange plan, which includes goals and policies that recognize the need to plan both short-term (less than six years) and long-term (over six years) for regional transportation network improvements. The CWCOG and SWRTPO boards adopted an interim update of the RTP in 2014. A full update of the RTP will be completed in late 2015. Initial RTIP development Each jurisdiction independently prepares and prioritizes its six-year local agency comprehensive transportation program on an annual basis. The CWCOG staff initiates the development of the RTIP in July of each year when local jurisdictions, WSDOT, tribes, and transit agencies submit a list of their regionally significant projects and those with secured federal funds to CWCOG. The RTIP submissions are compiled into a comprehensive document for the urbanized area of the Longview-Kelso-Rainer MPO and the five-county SWRTPO. Review and refinement occurs continuously throughout the process to arrive at a program of improvements that is both consistent with the RTP and financially feasible. Stages of the development process include: 1. Preparation of local agencies annual comprehensive transportation programs. 2. Submission of local agencies transportation programs and Transit Development Plans to CWCOG. 3. Project review and prioritization by CWCOG ensuring that: a. All projects scheduled for federal funding are included in the RTIP. b. All projects are fiscally constrained by showing a fouryear implementation schedule and funding source, by program. c. The RTIP was developed in cooperation with the State. d. The public and interested parties were afforded an opportunity to comment on the RTIP in accordance with the CWCOG Public Participation Plan. e. The RTIP is consistent with the RTP. f. The RTIP provides for the development of an intermodal transportation system that considers all modes of transportation. g. RTIP projects are consistent with Title VI of the Civil Rights Act. h. The RTIP includes FTA Title VI assurances. 4. CWCOG will adopt and submit the RTIP to WSDOT by October 16, 2015. 5. Final review of the RTIP will be completed by WSDOT with final project selection incorporated into the STIP for the Washington State Governor s approval. 6. The STIP is submitted to the Federal Highway Administration and the Federal Transit Administration. 7. After the STIP is approved by the Federal Highway Administration and Federal Transit Administration, the local Cowlitz-Wahkiakum Council of Governments 11
jurisdiction or agency may proceed with project funding obligation through local agency agreements with WSDOT. REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM - AMENDMENT PROCESS Occasional changes or modifications need to be made to the RTIP following its adoption. Federal regulations permit changes to the RTIP if the procedures for doing so are consistent with federal requirements. Changes will be classified as an Update, Administrative Modification, or Formal Amendment. The classification will dictate the process taken to make the required change and comply with Federal and State regulations. Additional details are included below that will assist in determining the classification of any given request. The RTIP Administration procedures and processes are outlined below: Updates do not substantially change a project and will be made by CWCOG staff. Administrative Modifications are minor changes. Projects under this category within the MPA boundary will require approval from the CWCOG Executive Director. Formal Amendments are substantial changes to projects that require an opportunity for public comment and action from the CWCOG Board. Amendment Process Procedures Upon the identification of the need to change a project listed in the current RTIP, CWCOG staff will identify the type of change required. Staff will collaborate with the project sponsor to outline the steps necessary to complete the change. Staff will then work in conjunction with the project sponsor to complete the change based on the type of change needed. The three types of amendments to the RTIP are outlined below and include the process that will be followed to complete the change. 1. Update Consists of minor changes: Regional Transportation Improvement Program a. Moving a project within the four years of the RTIP. b. Changes in federal funding sources. c. Adjustment in a project s funding to meet award of contract. d. Moving selected dollars to the next project phase (i.e., Preliminary Engineering to Right-of-Way). Process: Local agency submits project change to CWCOG staff via Secure Access Washington (SAW) database and emails/calls to notify CWCOG staff of submittal. CWCOG staff makes determination of RTIP change type. If considered an Update, CWCOG staff will make the appropriate update to the RTIP via SAW and work with WSDOT staff to modify the STIP if necessary. If project is within the MPO boundary, CWCOG staff will report the change to the Cowlitz Area TAC on MPO projects and post on the CWCOG website. If the project is outside the MPO, staff will notify the SWRTPO board. RTIP updates outside the MPO may also be reported to the respective county TAC and/or Policy Board. 2. Administrative Modification Projects that meet the following conditions can be administratively modified into the RTIP at the discretion of the CWCOG Executive Director: a. Minor changes or errors in project information. b. Changes in federal funding amounts less than 30% or any amount less than $3 million. c. Revisions in lead agency. d. Adding a prior phase of a project not previously on the RTIP. e. Addition of a federal aid project that has approval from the selecting agency and does not exceed $3 million in federal funding (State amendment required). f. Deletion of a project in a current STIP that was completed in a prior STIP (State amendment required). Cowlitz-Wahkiakum Council of Governments 12
g. Restoration of a project to the RTIP that was included in a previous version of the RTIP (State amendment required). Process: Local agency submits project change to CWCOG staff via Secure Access Washington (SAW) database and emails/calls CWCOG staff to notify of submittal. CWCOG staff makes determination of RTIP change type. CWCOG staff begins completion of RTIP modification form. If project is within the MPO boundary, CWCOG staff evaluates request for change for financial feasibility, consistency with the MPO portion of the RTP. If project is within the MPO boundary, CWCOG Executive Director considers/approves as an Administrative Modification. CWCOG staff will work with WSDOT staff to make any appropriate changes to the RTIP and STIP. If project is within the MPO boundary, CWCOG staff will report the change to the Cowlitz Area TAC on MPO and Cowlitz County projects and post on the CWCOG website. If the project is outside Cowlitz County, staff will notify the SWRTPO board. CWCOG staff files fully completed RTIP modification form for internal records. 3. Formal Amendments Projects that meet the following conditions will require an amendment and approval of the RTIP by the CWCOG Board, and will also require a State amendment to the STIP: a. Adding a new project greater than $3 million. b. Major scope changes, (i.e., adding lanes, changes resulting in eliminating work that will need to be reprogrammed in the RTIP, large changes to project limits, etc.). c. Changes (additions or reductions) to a project s total that Regional Transportation Improvement Program exceed 30% of the total project cost estimate listed in the RTIP. d. Changes (additions or reductions) to a project budget of more than $3 million of the total project cost estimate listed in the RTIP. e. Deletion of a project from the RTIP. Process: Local agency submits the project change to CWCOG staff via Secure Access Washington (SAW) database and emails/calls CWCOG staff to notify of submittal. CWCOG staff makes determination of RTIP change type. If project is within the MPO boundary, CWCOG staff evaluates request for amendment for financial feasibility and consistency with the MPO portion of the RTP. If project is within the MPO boundary, the Cowlitz Area TAC reviews the request for amendment and makes a recommendation to the CWCOG Board. RTIP amendment will be identified on the CWCOG website. If project is within the MPO boundary, the CWCOG Board takes action on the RTIP amendment, following public notice and 30-day comment period on the amendment consistent with the Public Participation Plan. The RTIP amendment is forwarded to the WSDOT for inclusion in the STIP. If project is within the MPO boundary CWCOG staff will report the change to the Cowlitz Area TAC and post on the CWCOG website. PUBLIC INVOLVEMENT Projects included in the RTIP are developed from the adopted local area annual comprehensive transportation programs. Each local agency is required by law to have conducted a public participation process in the development and adoption of those local comprehensive transportation programs. In addition to the public involvement efforts conducted at the local level, the CWCOG provides for public input on the RTIP. CWCOG certifies that citizens and interested parties have been provided early and reasonable opportunity to comment on the proposed RTIP as required under federal regulations and CWCOG s Public Participation Plan. A public notice was released to media outlets across the five-county SWRTPO planning area. The draft RTIP was also posted on the CWCOG website at www.cwcog.org and was available in hard copy at the CWCOG office in Kelso. Following approval, the final document, with any significant comments that were received, will be posted on the CWCOG website. CONGESTION MANAGEMENT/AIR QUALITY The Longview-Kelso-Rainier MPO is not part of a Transportation Management Area (TMA). In addition, air quality within the MPO is not considered to be worse than the National Ambient Air Quality Standards as defined in the Clean Air Act Amendments of 1970; therefore, the MPO is not classified as a nonattainment area. Regional Transportation Improvement Program REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM PROJECTS MPO projects on the RTIP are prioritized and required to be fiscally constrained, meaning that they can only be programmed if there is a reasonable expectation that federal, state, or local dollars will be available to actually fund them during the four-year period. All projects listed in the RTIP have been reviewed and found to be consistent with the goals and objectives in local comprehensive plans, the Regional Transportation Plan (RTP), the Growth Management Act, and the Washington State Transportation Plan. The RTIP project lists are found in Tables 1, 3, and 4. Demonstration of financial constraint for MPO and SWRTPO projects in the RTIP is detailed in Table 5. 1. The MPO funded section lists the funding-secured projects within the metropolitan area between 2016 and 2019. 2. The SWRTPO funded section includes the funding-secured non-mpo projects (outside the MPO boundary, rural, or regional projects) between 2016 and 2021. 3. The project expenditure amounts listed are determined by the individual agencies. INTERMODAL/MULTIMODAL APPROACH Projects included in the RTIP provide consideration for alternative transportation modes to the extent possible, including consideration for transit, bikes, and pedestrians. Appendix B NOTICE OF AVAILABILITY AND PUBLIC COMMENT FOR THE DRAFT REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM NOTICE IS HEREBY GIVEN that the Cowlitz-Wahkiakum Council of Governments (CWCOG) invites the public to comment on the draft Regional Transportation Improvement Program (RTIP). The RTIP identifies state sponsored, federally funded, and regionally significant transportation projects in the five-county Southwest Washington RTPO, which includes Cowlitz, Wahkiakum, Lewis, Pacific and Grays Harbor Counties. It also lists planned projects for which agencies will seek funding over the same four- year period.
