FAST ACT 1 TRIBAL TRANSPORTATION PROGRAM REPORTING March 9, 2017
23 U.S.C. 201(c)(6)(C) 2 FAST Act SEC. 1117. FEDERAL LANDS AND TRIBAL TRANSPORTATION PROGRAMS. (a) TRIBAL DATA COLLECTION. Section 201(c)(6) of title 23, United States Code, is amended by adding at the end the following: (C) TRIBAL DATA COLLECTION. In addition to the data to be collected under subparagraph (A), not later than 90 days after the last day of each fiscal year, any entity carrying out a project under the tribal transportation program under section 202 shall submit to the Secretary and the Secretary of the Interior, based on obligations and expenditures under the tribal transportation program during the preceding fiscal year, the following data: (i) The names of projects and activities carried out by the entity under the tribal transportation program during the preceding fiscal year. (ii) A description of the projects and activities identified under clause (i). (iii) The current status of the projects and activities identified under clause (i). (iv) An estimate of the number of jobs created and the number of jobs retained by the projects and activities identified under clause (i). These requirements are included under 25 CFR 170.240, which includes a requirement that FHWA and BIA shall provide an electronic portal to assist Tribes in submitting the data needed to fulfill the requirements of 23 U.S.C. 201.

Verify Info FHWA utilizes the system for semi-annual reports. Mid-year covers the first 6 months of the FY. BIA will do a single FY report. FY report covers the full Oct-Sep period for both FHWA and BIA Agreement Tribes. Within non-construction activities report only, Tribe verifies Tribal data BIA/FHWA has on record. Online Financial Report 7 This would include all funds transmitted from FHWA during the fiscal year of reporting. Tribes working with BIA will only answer 2b on Financial Report. This includes all funds spent out of all those transmitted from FHWA during the fiscal year of reporting. This includes only the TTP funds transmitted from FHWA or BIA during the fiscal year of reporting. This includes all indirect costs collected from funds transmitted from FHWA during the fiscal year of reporting.
Online Financial Report 8 This includes all funds received from FHWA since signing the initial Program Agreement. This includes all funds spent from those received from FHWA since signing the initial Program Agreement (excludes any 638 contract funds). This includes all remaining funds held by the Tribe of those received from FHWA since signing the initial Program Agreement (excludes any 638 contract funds). The amount should be the result of the above question 4 minus question 5.

Non-construction Activities Report: Jobs 12 Permanent position may be full-time or part-time. Short-term positions have a limited duration, such as seasonal or tied to a construction project.
Non-construction Activities Report 13 A Tribe s indirect cost pool may include items like rent and utilities. If so, these items are covered under the indirect rate and not included here unless a Tribe chose to include payment of the indirect rate on expenditures as an administrative cost on their TTIP.
Non-construction Activities Report 14 Safety related construction projects should be included as a separate project on a TTIP and wouldn t fall within the non-construction activities report.

Included to cover any non-construction activities that wouldn t be included under the Safety, Transit, Administrative, Maintenance or Planning categories.
