Air Force Ground Transportation Overview n Appx. 4,000 Airmen Total Force (Active Duty, ANG, AF Reserve) n Training, Validation and Operations (TVO) Office: Manages all aspects of personnel, vehicle, and equipment training. This includes on-the-job (OJT) and vehicle training. n Provides certification for all AF government motor vehicle (GMV) operators installationwide. n Includes commercial motor vehicle (CMV) equivalents.

Driving Factors n HASC National Defense Authorization Act for Fiscal Year 2017 directed Service secretaries to provide a brief NLT 1 Feb 2017 to congressional defense committees regarding the following implementation efforts by Military Services: n Formalizing a partnership with AAMVA to adopt the AAMVA model for Skills Testing of CMV trainees. n In partnership with SDLAs, qualifying as third party examiners to facilitate issuance of CDLs to Service members at the military location. n Cooperating with FMCSA and AAMVA to clarify options available to Service members and Veterans to obtain existing information on military licenses, military CMV driver history, and military CMV experience. n DoDM 4500.36, Acquisition, Management, and Use of DoD Non- Tactical Vehicles.
Vision n To ensure Air Force operators of CMVs are trained and licensed to operate government vehicles using federally established guidelines and best practices. The result will be increased proficiency and certification of Airmen, during and post-af service, further aiding readiness, retention and transition. n Establishes consistency AF-wide. n In-line with DOT Standards.
Application n Provides installation certification on: n Tractor-trailer n Passenger bus (16+ passengers) n Tanker vehicles n Certification process. n Part 1: Written Practical Exam (Knowledge and Endorsement Exams). n Part 2: Over-the-Road Evaluation (Performance Test).
Training Material n Vehicle Lesson Plans Includes additional AF-specific guidance. n American Association of Motor Vehicle Administrators (AAMVA) Commercial Driver s License (CDL) Manual Fundamental study tool for knowledge exams preparation.
Knowledge Exams n Must pass all required Knowledge Exams prior to taking the Performance Exam (Hands-on Test). n Written by AAMVA. n Official proctoring through AF installation Education Offices, online through Air University.
