Texas Family Initiative LLC Texas Family Initiative is a private not-for-profit 501(c)(3) combining knowledge, experience and compassion to serve youth and families in Texas. As a provider of foster home supports and services, Texas Family Initiative is a partner to the Texas Department of Family and Protective Services (DFPS) and holds contracts with them and other agencies in Texas to provide foster care services to children. We help to train, support and build foster homes so that with our help they can provide care to children in the custody of Texas DFPS. POSITION PURPOSE Manages the Texas Foster Care Program toward its primary goals based on direction provided by the Director of Texas Family Initiatives LLC. Promotes the well-being of children in the Texas Foster Care Program, participates in staff meetings and trainings and coordinates with staff from other agencies involved in providing foster care services. Performs the following duties directly or through subordinates. II. NATURE AND SCOPE OF RESPONSIBILITIES include the following. Responsible for all placements in out of home care and final approval of all home studies. Responsible for providing administrative expertise for treatment coordinators/supervisors and foster care workers. Responsible for ensuring that clinical expertise is provided by the treatment coordinators/supervisors to the foster care staff. Responsible for the day-to-day operation of the Agency s Texas Foster Care Program. Provides best practice standards for workers assigned to the Texas Foster Care Program. Ensures the accuracy, content and completeness of child case files. Participates in the planning, programming and budgeting of the Texas Foster Care Program. 1
Participates in the development of short, intermediate and long range plans and goals for the Texas Foster Care Program. Administer and manage the agency according to the Program Policies and Procedures adopted by the governing body. Ensure compliance with applicable rules of TDFPS Minimum Standards for Licensing, Chapters 42 and 745, as well as other applicable laws Manager personnel matters including hiring, assigning duties, training, supervision, evaluations of employees and terminations Ensure persons whose behaviors or health status presents a danger to children are not allowed at the agency or in foster homes Prepares reports on the status of the Texas Foster Care Program and identifies program requirements and needs. Maintains a close working relationship with public and private agencies involved in providing foster care services/support. Conducts program orientation and on-the-job training of staff assigned to the region. Provides information to the responsible agency on all matters related to the foster family and child. Ensures the operations of the Texas Foster Care Program are carried out in compliance with local, state and federal regulations and laws and the policies and procedures of the agency. Assists in the recruitment, training and certification of care providers. Attends case planning conferences, when required. Coordinates community resources for the benefit of children served by the Texas Foster Care Program. Plans and organizes retreats, forums and workshops. Coordinates with intake staff on the placement of children in need of care and emergency placements. Ensures children are placed in properly trained and certified foster homes. Completes documentation and forwards reports containing descriptive, analytical and evaluative content. Coordinates with the Agency s licensing and human resources staff to ensure regulatory 2
compliance by care providers. Coordinates with Agency program staff, and staff from external public and private agencies, on the delivery of services to children and families. Develops and implements procedures and controls to promote accurate and timely information flow. Will be required to travel in order to attend meetings, training, or conduct business off site. Must have a valid driver's license and meet agency underwriting standards if driving on agency business. Not required to transport clients. Refrains from assuming any duty that is unrelated to and/or interferes with the responsibilities of the position. Provides regular supervision and professional development of Agency employees. Advocates, promotes and practices cultural sensitivity and responsiveness in all day-today interactions. Develops, promotes and practices teamwork in all activities. Other duties may be assigned. SUPERVISION: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Directly supervises employees as denoted on the Agency Organization Chart in accordance with federal, state and/or COA requirements. This position must be present at the Texas office to provide daily on-site administrative oversight of all offices and the program. III. EDUCATION, EXPERIENCE AND OTHER QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. presence of children and when performing assigned responsibilities. The minimum age requirement for this position is 21 years old. EDUCATION AND/OR EXPERIENCE: 1. Education: Master s Degree in Social Work preferred or other field or Bachelor s Degree with two year s related experience in residential child care required (foster or congregate care) or a closely related field. 2. Experience working within complex systems, establishing and maintaining relationships with vital stakeholders in a new area. 3. At least one year full-time experience in management or supervision of child-placing personnel and programs within the past 10 years. Experience must be with a childplacing agency. Experience included being responsible or sharing responsibility for child-placing agency s program, supervising at least one member of agency personnel and responsibilities included assigning duties, hiring, disciplining, rewarding, approving leave requests, and conducting formal employee evaluations. 4. Strong sense of self-motivation and a strong work ethic. 5. Preferred Licensed Child Placing Agency Administrator (LCPAA). Required to be able to pass the exam provided by the State of Texas Department of Family and Protective Services to become Licensed Child Placing Agency Administrator (LCPAA) if not already licensed. PRESENTATION SKILLS: Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from clients, care providers or regulatory agencies. Ability to effectively present information to employees, management and public groups. FINANCIAL/COMPUTATIVE SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Familiarity with computers and their capabilities. ANALYTICAL ABILITY: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
