The CIN will focus on the Medical clinic operations and clinical aspects of the EHR, and the EHR Coordinator will give guidance, support, and assist in the electronic technical issues related the role of the CIN. The CIN will work closely with the EHR Coordinator and Information Systems and Technology (IST) staff, providing clinical expertise to the design, implementation, and ongoing maintenance of the EHR. The CIN will be responsible for providing EHR training for all Medical department clinical staff. The CIN will primarily focus on the needs of the Medical clinic, but will have a close working relationship with other KTHFS departments that use or are affected by the Medical clinic s use of the EHR. MAJOR DUTIES AND RESPONSIBILITIES 1. Provides clinical expertise to the development, implementation, and ongoing maintenance of the EHR. Position Description: Clinical Informatics Nurse Page 1 of 6
2. Providing exceptional customer service; delivers and coordinates prompt support response to providers and clinical support staff. 3. Provides daily onsite clinical support, troubleshooting, and notification/training related to system updates affecting clinical workflow. 4. Formulates training materials and provides hands on position focused EHR training to all clinical and clinical support staff on an ongoing basis. 5. Sets and continually manages clinical expectations regarding the appropriate and accurate use of the EHR within the Medical clinic. 6. Participates in ongoing clinical quality assurance (Q/A) and clinical quality improvement (Q/I) activities. 7. Works closely with the EHR Coordinator to develop appropriate clinical policies and procedures related to the use of EPM/EHR. 8. Formulates and maintains optimal documented EHR clinical workflow processes, for all clinical and clinical support staff roles, accessible to all clinical staff in written and electronic format. Independently analyzes current workflows in this environment, properly diagnoses key problems, and discovers and implements improvements. 9. Working closely with the EHR Coordinator and the NextGen Document Management super user, provides clinical expertise related to any modifications of documents, workflow, electronic programs and clinical templates. 10. Monitors clinical use, functionality, reporting, efficiency and proficiency of the EHR, formulating and implementing improvements as needed. 11. In partnership with the EHR Coordinator, evaluates, establishes, and monitors appropriate clinical data collection within the EHR, supporting the data requirements for KTHFS sanctioned quality reporting programs and other QA/QI initiatives. 12. Promotes a positive workplace environment and influences clinical support staff to take positive action and accountability for their assigned EHR workflows. 13. SUPERVISORY CONTROLS The CIN works under the direct supervision of the EHR Coordinator, who provides EHR system guidance and technical support, and administrative program direction. Work is assigned in terms of functional/organizational objectives. The supervisor will provide guidance with unusual situations that do not have clear precedents. The employee plans and carries out the day-to-day activities independently, resolves problems on the basis of past precedent; exercises judgment in interpreting guidelines and applicability; adhering to professional practices and legal requirements. The employee is subjected to a variety of situations that would require using independent clinical judgment and discretion. Assignments are reviewed for quality and compliance with established policies and procedures. KNOWLEDGE, SKILLS, ABILITIES Extensive knowledge of a broad range of patient care activities, working knowledge of the hospital and or medical clinic environment and how the different services and functions interact. Knowledge of and the ability to interpret regulatory and accreditation standards. Knowledge of clinical nursing theory and practice. Knowledge of immunization recommendation and protocols. Ability to prepare and administer medications and immunizations. Ability to perform specialized medical procedures, including IV therapy and phlebotomy. Ability to identify medical priorities for patient care and telephone triage. Ability to coordinate clinic activities: work well under pressure and demands for time. Must have ability to complete required documentation and required written follow-up. Knowledgeable of the all KTHFS policies, mission, strategic goals and interaction with tenant activities. Skill and ability to communicate in a professional manner, both oral and written, with KTHFS health professionals and allied health workers in all KTHFS departments, as well as federal, state and local health agencies and general public Able to work independently and in a team-oriented, collaborative environment. Able to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities. Ability to react appropriately to project adjustments and alterations promptly and efficiently. Flexible during times of change. Knowledge of State and Federal regulations related to processes related to the use of EHR in all departments of KTHFS. Must be able to participate in and promote team work; be courteous to patients, their family members, and co-workers. Must be willing to adapt to a flexible work schedule with occasional evenings. Ability to maintain strict confidentiality of medical records and adhere to the standards for health record-keeping, HIPAA and Privacy Act requirements. REQUIRED to possess a current State License as a Registered Nurse. For out of state applicants; Oregon Registered Nursing Licensure required within 90 days of hire. (Must submit copy of Licensure with application.) REQUIRED to have a minimum of four (4) years clinical experience to include working in healthcare IT development and/or an implementation environment. REQUIRED to have a working knowledge of NextGen EPM/EHR administrative process in maintaining and altering system functionality. REQUIRED to acquire and maintain ACLS certification within 180 days of hire; strongly recommend certification within 90 days of hire, probationary period will be extended for a maximum of 180 days pending certification. REQUIRED to possess excellent English language communication skills, both written and spoken. REQURED to be free from exclusion from providing Federal health care benefits including Medicare and Medicaid as per the Federal OIG and GSA exclusion lists. REQUIRED to submit to annual TB skin testing and adhere to KTHFS staff immunization policy in accordance with the Centers for Disease Control immunization recommendations for healthcare workers. REQUIRED to submit to and clear an alcohol/drug screen and random testing as per policy. REQUIRED to submit to a background and character investigation, as per Tribal policy. Positive working experience with Native Americans in a clinical field will be given preference. NextGen EHR and EPM NextGen Certified Professional preferred.
