REQUEST FOR PROPOSAL Colorado Experience Creative Editor Denver, Colorado Article I. Introduction Rocky Mountain PBS requests that your company make a proposal for your services for Colorado Experience Creative Editor. The following proposal request will outline the project goals and detail the format you should submit your proposal. Please read the timeline carefully. In order for your proposal to be considered, your proposal must meet our deadlines included in the timeline under Section 2.02. Section 1.01 Location and Sponsor Your bid is for operation of Colorado Experience Creative Editor, will be located at 1089 Bannock Street - Denver, CO 80204. You will be expected to attend project meetings on location but the majority of your work can be completed off-site. Section 1.02 Management Julie Speer will be managing this project and she will be responsible for the project's timely completion. Section 2.01 The Project Mission Following the success of Ken Burn s historical series and the PBS staple American Experience, viewers expressed an avid interest in a history program focused on Colorado s history. As a result, Rocky Mountain PBS developed and produced Colorado Experience, a series that transforms a history lesson into a vivid adventure exploring different historical eras and places by crafting intriguing stories around lesser-known, yet fascinating, periods from our state s past. In its first season, Emmy-Award winning Colorado Experience transported audiences all over the state and brought vivid stories from Colorado s history to life; from Amache, a Japanese American internment camp in southeastern Colorado, to Lincoln Hills, the only African American resort west of the Mississippi during segregation, and Bent s Old Fort, an 1840s adobe fur trading post on the Santé Fe Trail. In season two, which premiered in February 2014, the series takes viewers inside the U.S. Air Force Academy, relives the trials and tribulations of Baca County families during the Dust Bowl, transports viewers to the cliff dwellings of Ancestral Puelblo People in southwestern Colorado, and explores the open wound left by the Sand Creek Massacre. In season three, Colorado Experience plans to visit historic landmarks and places across the state, while illuminating the importance of preservation within these communities. The show will also focus on the people who transformed the state exercising tenacity and perseverance. 2

Gateway to the High Country Marvel at the engineering achievement of Colorado s most famous and frequently used tunnel, the Eisenhower-Johnson Memorial Tunnel, and discover the tragedies it has seen since it opened in 1973. Colorado Coined Step inside the historic 1906 building, investigate the wild robbery of 1922, and discover the secrets behind the Denver Mint, the single largest producer of coins in the world. Lades of the Mines Discover the hardships, innovation and tenacity of the women caught up in Colorado s mining bug. Pleasant Hill Bus Tragedy Delve into 1931 when a winter blizzard took the lives of five children who were stranded in a school bus. Section 2.02 Project Specifications The term of the project is currently approximately 6 months. The Creative Editor will work nonconsecutive days within this six-month period to complete necessary project deliverables at his/her discretion. The following is the estimated episode overview: 2-3 days of sub-clipping/project organization 7-9 days A-roll Cut 7-9 days B-roll Cut 2 days GFX/Animation 2 days exports TOTAL : 20-25 days/episode Section 2.03 Contractor Requirements Should your proposal be accepted, we expect you to contribute the following to the project: 1. This position is that of a Creative Editor, meaning that he/she will be writing the episodes based on an outline from the Director, and piecing together subclips from the interviews. We do not use narration, rather we let the sound bytes from the interviewees tell the story. 2. Creative Editor will provide his/her own equipment and hard drives and have access to the internet to upload and deliver content. 3. Deliverables include: One :30 tune in spot per episode, digital exports delivered to RMPBS and uploaded to YouTube One 1:00-1:30 Sneak Peek per episode, digital exports delivered to RMPBS and uploaded to YouTube Two OR Three documentary Episodes (26:40 each) and 2 digital exports (each) delivered to RMPBS and uploaded to YouTube, for each episode Up to 6 Web Extras (from content that doesn t make the final cut) uploaded to YouTube Additional Desired Skills Knowledge of Adobe Premiere Expertise in Adobe After Effects Section 2.04 Timeline Colorado Experience Season III will premiere October 2015 and will run through January 2016. Episodes will be timed to coincide with historical events, anniversaries, and modernday celebrations. Section 3.01 The Proposal Summary of Proposal (a) Expectations Contracts will be awarded based on the information presented in the proposals received. We will award contracts based on the proposal expected to be the most beneficial to our project based on a variety of factors. Rocky Mountain PBS reserves the right to award more than one contract, accept the lowest price offer, award contracts before the proposal deadline listed in the timeline, award contracts before all proposals are received, and refuse any contract without obligation to Rocky Mountain PBS or to the company offering the proposal. 5
(b) Response Deadline Please forward a letter of intent via email by March 25, 2015 if you intend to submit a proposal. Likewise, if you do not intend to make a proposal, please forward a no-bid letter by the same date. (c) Proposal Deadline All proposals must be submitted to Rocky Mountain PBS by April 1, 2015 to be considered for their contribution to Colorado Experience Creative Editor. (d) Selection Criteria All offers submitted will be considered based upon the materials provided in the proposal. Consideration will be given to performance projections as well as cost and staff requirements. Only those proposals submitted by the deadline above will be considered. The following criteria will be the primary considerations for selecting a proposal: 1. Submission of all proposals in the correct format by the stated deadline. 2. The perceived effectiveness of the proposal's solution for Rocky Mountain PBS's stated mission. 3. The perceived ability for the proposing company's ability to deliver their services set forth in their proposal. 4. The proposing company's past performance in delivering such services. 5. Availability of sufficient high quality personnel with the required skills for the specific approach proposed. 6. Overall cost of the proposal. Rocky Mountain PBS may suspend or discontinue proposals at any time without notice or obligation to the company that submitted the proposal. (e) Proposal Format: Rocky Mountain PBS suggests that you include the following information in your proposal. Proposals should adequately address the details of the proposed contract. Section 3.02 Proposal Details (a) Contractor Summary Include a brief history of your company including your past experience in dealing with similar projects. Also include the owners' names or those persons authorized to sign contracts for your business. (b) Capabilities and Methodology Detail your company's capabilities in delivering the requests in this proposal. You should use this section to outline specifically your proposed method for achieving your goal. This should include a detailed timeline of milestones for completing the project. (c) Expected Results Use this section to summarize the expected results of your methodology listed above. This should include a summary of your timeline for completing the project. (d) Executives, Staffing, and Management List the high level executives or officers in charge of completing the project and a summary of their background. You should also use this section to list the projected staffing and management necessities and their estimated cost. Specify how you will obtain the staff to complete the project. (e) Communication Explain how you intend to communicate between executives, management, and staff in addition to how you will communicate to the project manager to ensure the project stays on schedule. (f) Equipment Detail the equipment necessities as well as their estimated cost. If you will need additional services or space from Rocky Mountain PBS you should list those requirements here with a brief explanation. (g) Expense Breakdown Build a detailed list of all expected expenses. (h) Expense Summary Give a brief summary of the total costs for your proposed contract. You may also include a brief explanation of the contributing costs to the total cost. (i) Licensing and Bonding If applicable, include the details of your licenses and bonds for the services you are proposing. If possible, enclose proof of your licenses and bonds. (j) Insurance If applicable, provide the details of insurance your company will provide for your staff and the project. (k) References Provide 2 references for similar past projects. 7
