1 PUBLISHABLE EXECUTIVE SUMMARY 1.1 RENAISSANCE S OBJECTIVES AND CARACTERISTICS RENAISSANCE aims to demonstrate that strong local political commitment to sustainable development, social involvement, and public-private partnership can lead to energy high performance and replicable urban regeneration projects in two large cities of contrasting character; Lyon and Zaragoza. The Region of Lombardy is also participating, with the objectives to share the development of these innovative best practices on urban planning and on local renewable energy sources supplies. RENAISSANCE involves 2 demonstration projects in Lyon and Zaragoza that focus on achieving exceptional standards in rational use of energy (RUE) and use of renewable energy systems (RES) in an integrated way, across 2 of their urban regeneration programmes. These 2 urban projects aim to achieve drastic reductions in conventional energy consumption up to more than 70%, thanks to innovative eco-building design & architectural approaches and an important increase in the supply of integrated Renewable Energies. RENAISSANCE project objective is also to have reasonable costs and acceptable financial risks on energy saving investments, near to market proposals, to demonstrate its high potential of replication across the rest of Europe. As showcases, RENAISSANCE includes a comprehensive programme of Research and Technical Development (RTD), coupled with active and widespread dissemination activities. The integration of the research elements will produce hard data and new knowledge regarding public attitudes to new energy futures, planning policy development, building design, energy systems monitoring, commercial energy structures and local fuel supply chains. This information will be of significant value to the research community and to policy makers. LOM ECyR 1.3 WORK PERFORMED & RESULTS ACHIEVED TO DATE (OCT. 2007) Italy Spain The project is at its 2nd year of its five years duration, and the project is on track, despite of its difficult launch following the withdrawal of its International coordinator (UK s partners), and some delays in its full implementation, compared to the initial plan. 1.3.1 Consortium Management Since January 2008, Hespul is the effective leader of the international coordination of the whole consortium, on the behalf of Grand Lyon. Due to the absence of any international coordination from the very beginning of the project, lots of efforts (by international & local coordinators) have been dedicated during this 2nd half of the reporting period to strengthen a common RENAISSANCE vision that creates synergies, based on a strong management structure and that encourages the transfer of know-how and experiences between communities themselves, and between partners and Concerto Plus throughout the development of appropriate dissemination plans and tools. At local level, one major change has occurred: the local coordinator assistant of Zaragoza community has announced its withdrawal for Year 3. Its successor will be ECODES (n 10). 1.3.2 Demonstration activities progress ZARAGOZA Valdespartera blocks 12, 13, 17, 18. Completion expected for end of 2009 (on time). All necessary administrative refurbishment procedures on track. Residential refurbishment plans are set. Concrete Refurbishment works delayed, completion expected for Year 3. Administrative procedures (with required budget) to allow insulation, window replacements and PV installations on track. Completion delayed, expected for March 2010. 1.3.3 RTD/Innovation, Dissemination and training results In addition to demonstration activities progress and international management of the consortium, collaborative work performed has focused on the following areas: - on continued RES & RUE technical advices and consultations with developers & construction enterprises - on monitoring systems and related activities (monitoring installation in Zaragoza). - on dissemination and promotion activities, focusing on both, academic outputs and RENAISSANCE political innovative approach on urban planning regeneration programmes for replication. - On elaborating some common understanding on socio-economics aspects, and the foreseen training courses to be organised in Lyon and Zaragoza. The results achieved so far are: - Successful impacts of RENAISSANCE on Energy & Urban planning Policies in Lyon and Zaragoza (See WP1.1 Annual Report). - Adoption and adjustments of RES & RUE technical specifications for buildings to stick to RENAISSANCE Energy performance objectives (See WP1.2, WP2.2, WP1.3, WP1.4 Annual reports) - Almost completion of the design and construction of the integrated energy management & monitoring network in Zaragoza; Definition of a multiscale monitoring method and design on a monitoring system on large scale PV systems in Lyon (WP2 Annual reports) - Beside regular promotion activities, adoption of 2 local dissemination/communication plans in Zaragoza/Lyon, in addition to the adoption of a first draft on the frame of the future RENAISSANCE common strategy on dissemination (See WP4 Annual Report) - Development of a RENAISSANCE Website, for external and internal communication (See WP4 Annual Report). - Development of training materials and training courses (See WP1.5 & WP5 Annual Reports) All Annual Reports per Work Packages are available via: http://www.renaissance-project.eu 1.4 EXPECTED END RESULTS AND INTENTIONS FOR USE AND IMPACT The principal end result of RENAISSANCE will be that high-energy performance in new and refurbished buildings can be done at reasonable costs, with existing technological solutions if applied appropriately. The second expected and ambitious impact is its replication, by continuously influencing both policy makers (in their Energy & urban planning policy approaches at local, regional, national & European levels) and the building sector (refurbishment, social housings, tertiary branches included). The third expected end result would be to highlight the importance of appropriate trainings & technical supports for target groups in these fields.
