Introduction Glanmire Community College invites applications for a Per Cent for Arts competition arising from the construction of a new extension completed in 2016. The commissioned artwork is to be installed in a large second level (post- primary) school in Glanmire, Co.Cork. The extension is run under the auspice of Cork Education and Training Board (Cork E.T.B). Budget The Budget for the commision is 35,000 (including VAT and all expenses) and is funded by the Per Cent for Art Scheme. Our School Glanmire Community College is a co- educational secondary school located in Glanmire, Co.Cork. Opened in 1997 it has expanded to over 1,000 students. It is situated in a rural setting, on a spacious 12 acre site and equipped with modern buildings and facilities. The motto of the school Ní neart go cur le chéile translates to a chain is only as strong as its weakest link or simply put UNITY. The purpose of the college is expressed in its mision statement to be a happy, safe, caring and inclusive Christian community that promotes quality teaching and learning in an environment of mutual respect and as stated in the objectives of the school to foster a sense of partnership and community between all stakeholders. Context Glanmire (Irish: Gleann Maghair) is a historic village set in a woodland valley and on the banks of the Glashaboy River roughly 6km outside Cork City. The origin of the name Gleann Maghair is as its name implies, a glen or valley and can be translated to the Valley of Pleasantry. The greater Glanmire area encompasses the communities of Riverstown, Brooklodge, Sallybrook and Upper Glanmire. Glanmire s history dates to early Christian Ireland with the nearby church site at Rathcooney in use since 1291. It is said Oliver Cromwell crossed the Glanmire Bridge in 1649. The stone bridge located in Riverstown dates to 1760. Riverstown village (formly called BallyRosheen or Little Rose s Town), the nearest village to the school, was built at the confluence of two rivers- the Glashaboy and the Butlerstown. The Butlerstown River runs through the grounds of the school and is parrallel to the new extension. From the 1700 s to 1900 s Glanmire was a small industralised village with wollen factories and mills lining the banks of the River Glashaboy. The mills produced timber, flour, corn, wool and paper. During this period the mills brought social and economic stability to the area. Glanmire is on an esturary tidal waters flow into the mouth of the Glashaboy River- and is a natural habitiat for wildlife and a variety of bird species inlcuding the heron and the swan. The area is designated for the protection of a wide range of wintering water birds as part of the cork harbour special protection area. The land on which the school was built was once part of the demesne of Riverstown House. This important house in the Georgian architectural style is located just across the field and within sight of Glanmire Community College. Significantly the house has important stucco work by the Swiss La franchini brothers. The walls of the dining room are covered in relief panels representing classical motifs. Moulds were taken from Riverstown and copies were made and placed in Arás an Uachtaráin. The land around the house was populated with deer and in fact, deer once grazed where classrooms now stand. 3

Per Cent Project Vision for the project 1. The primary aim of the project is to enhance the school environment and to enrich the surroundings for everyone. Our School is a place of partnerships between the school and the wider community and as such the artwork will reflect the development and engagement between the school and the wider area. 2. This will be a 2 stage process. Stage one is open- submission and thereafter a short list of up to 5 artists will be created. 3. Artists are free to express their creative vision based on their own practice, adapting ideas and styles to suit the context of GCC. 4. The creative concept will be determined by the artist. Themes may in some way relate to GCC as a place of educational learning or engage the viewer through representational subjects such as the emotional and intellectual growth of the adolescent. 5. The commission may not be necessarily one piece or one artist. 6. The artwork may comprise of one or more permanent fixtures. 7. Artists are requested to register their interest to principal ronan.mccarthy@glanmirecc.ie by emailing the school stating their interest in this project and to reference Percent For Art Commission in the subject line. Considerations for the Artist It is hoped that the successful applicant would create artwork which reflects the school community and is timeless in the life of the school. The commisioned artwork will support the value that Glanmire Community College places on aesthetics as an integral part of the overall quality of the school environment and the educational experience. There are no restrictions on the medium used. However, the preference for longevity and permanency will be a factor influencing the selection. Valid submission will include a curricuum vitae, proposal(s) for artwork, examples of previous artwork and outline costing of the work involved. 4

Responsibilities of the Artist It is the responsibilty of the artist to have due regard for health and safety, to provide a tax clearance certificate and for the delivery and installation of the artwork on time and in budget. Please note Garda vetting is required if shortlisted. It is the responsibility of the artist to state in their proposal the requirements for liaising with architects if the artwork is to be attached to a feature or structure or if the design requires fixings or groundworks. It is the responsibilty of the artist to ensure the artwork is safe and does not have parts which could cause injury to persons by tripping over fixings or getting trapped within a structure. Site Location There are three large interior spaces in the new extension for consideration along with exterior locations which are pictured below. The Locations are numbered and listed below. The selection panel also invite artists to make their own suggestions for the location of the artwork. The selection panel reserves the right to select the work of different artists for the different spaces (if appropriate). Site visits will be organised for those shortlisted to stage 2. Copyright Copyright in the work shall remain with the Artist, and all rights of reproduction are strictly reserved to the Artist, who shall not however produce a second or other work in which the main design of the work shall be replicated. The school will seek to enter into agreement with the successful artist to use images deemed as appropriate in the future. Timeline The selection process is a 2- stage open competition, whereby expressions of interest meeting the criteria will be shortlisted to make a proposal. Monday 12 th February 2018 Deadline for submission of interest Wednesday 21 st February 2018 Selection panel will notify results of shortlisting and invite up to 5 artists to make a proposal. Shortlisted artists will be paid 500 on receipt of completed proposal. Wednesday 21 st March Selection panel will notify short- listed artists It is envisioned the work will be completed and in situ by the end of 2018. Project completion dates will be agreed with the successful artist. 5

APPLICATION PROCESS STAGE 1 Applicants will submit the following material for Stage 1 Please submit: 1. Completed application form (hardcopy or USB) (See below) 2. An up to date C.V (hardcopy or USB) 3. Selection of images of recent work (hardcopy or USB) 4. A type written one page plan outlining general ideas for the commission 5. Two to four drawings, illustrations or other materials for the purpose of communicating the artistic concept of the proposed work 6. Examples of previous commisions or references. (A detailed project proposal is not required at stage 1) The selection panel will short list artists from expressions of interest received. Selection Criteria: Stage 1 Following eligibilty, short listing will be adjudicated using the following criteria Quality of artists previous work and relevant experience Assessment of the artists proposed ideas for the commissiom and its artistic relevance in relation to GCC The suitabilty to the project and the response to the brief Assessment of the feasibility of the proposal within the allocated budget and timeframe OTHER The commisioners shall not be liable for any costs or expenses in respect of successful or unsuccessful applicants at this stage Applicants attending site visits shall do so at their own expense In the event that none of the submissions meet the criteria, the commisioner reserves the right to abandon the commission and seek an alternative 6

STAGE 2 The selection panel will short list between 3 and 5 artists from expressions of interest received. Submission details for Stage 2 will be sent to short listed artists. Shortlisted artists will prepare and deliver fully developed and budgeted proposals for assessment. A development fee of 500 (inc. vat and all other charges) will be provided to each of the shortlisted artists. Shortlisted artists may be invited to discuss their proposal with the selection panel. Selection Panel Submissions will be assessed by members of the selection panel. The selection panel will be comprised of members of the school faculty, a representative from the parents council, a member of the board of management, the Cork County Council Arts Officer, the school architect and an independent artist. The panel on behalf of Glanmire Community College reserves the right not to proceed with any of the submissions received in stage 2 and consider other appropriate courses of action. The Successful Applicant A contract will be entered into with Glanmire Community College and Cork ETB. The successful applicant shall agree a payment schedule as part of the contract Payments shall be made in accordance with the schedules outlined in the contract upon receipt of invoices and successful completion of work Artist must provide a tax clearance certificate and/or artist exemption certificate Evidence of appropriate insurance shall be provided 7
