7 th Framework Programme for Research and Technological Development Four main blocks of activities: Cooperation, Ideas, People, Capacities Supports research in selected thematic priority areas - the aim being to make, or keep, the EU as a world leader in those sectors Address European social, economic, environmental, public health and industrial challenges, serve the public good and support developing countries Designed also to respond to Europe s employment needs and competitiveness
What is Horizon 2020 innovation funding programme (2014-2020) about 80 billion 1 A core part of Europe 2020, Union & European Research Area: 1 current prices Responding to the economic crisis to invest in future jobs and growth Addressing people s concerns about their livelihoods, safety and environment Strengthening the EU s global position in research, innovation and technology 3
HORIZON 2020 2014-2020 Excellent science Challenge 5 Climate action, environment, resource efficiency and raw materials Industrial leadership Societal challenges
Horizon 2020 support to the market uptake of innovation Stronger support to activities closer to endusers and markets More partnering for greater impact (PPPs, P2Ps, EIT-KIC) Strengthened bottom-up activities (SME instrument, Fast Track to ) More support to demand-driven innovation (public procurement for innovation, debt and equity facilities) 5
SME instrument? Concept & Feasibility Assessment Demonstration Market Replication Research Development Procurement Commercialisation SME window EU financial facilities IDEA business coaching throughout the project MARKET 6
R&D and procurement in Horizon 2020 Pre-commercial Procurement (PCP) is an approach for procuring R&D services which enables public procurers to: share the risks and benefits of designing, prototyping and testing a limited volume of new products and services with the suppliers, without involving State aid; create the optimum conditions for wide commercialization and take-up of R&D results through standardization and/or publication pool the efforts of several procurers; First-commercial Procurement or Public Procurement of Innovative Solutions(PPI) refers to procurement where contracting authorities act as a launching customer (early adopter) to purchase/deploy innovative goods or services that are newly arriving on the market and which are not yet available on a large-scale commercial basis.
Complementarity between PCP and PPI R&D / Pre-commercial Procurement (PCP) Public Procurement of nnovative Solutions (PPI) Phase 0 Curiosity Driven Research Phase 1 Solution design Phase 2 Prototype development Phase 3 Original development of limited volume of first test products / services Phase 4 Deployment of commercial end-products Diffusion of newly developed products / services Supplier A Supplier B Supplier C Supplier D Supplier B Supplier C Supplier D Supplier B Supplier D Supplier(s) A,B,C,D and/or X
Fast Track to (FTI) - speed up time from idea to market - increase industry participation and first-time applicants - contribute to innovation and competitiveness in Europe Close-to-market innovation actions maximum 5 partners, up to 3 million euro per project Bottom-up driven logic Higher weighting for criteria "impact" Continuously open call with three cut-off dates per year Time to grant not exceeding 6 months Covering any technology fields across LEITs and Societal Challenges Pilot FTI with cut-off date in 2015 (up to 100 projects) 9
Horizon 2020 and COSME are complementary programmes to generate growth and jobs Different focus Horizon 2020 = innovation driven growth COSME = support to create favourable business environment and competitiveness But closely coordinated, for instance: Integrated financial instruments (debt and equity), with facilities in both programmes serving complementary objectives Enterprise Europe Network (EEN) set up under COSME, but supports SMEs for EU funding 10
Cohesion Policy Synergies with Horizon 2020 Both parts of EU 2020 Strategy Strengthening research and technological innovation is part of the 11 thematic priorities of ERDF Possibility of joint implementation by a single beneficiary of projects from ERDF and H2020 Smart specialisation strategies 11
Water related R&D in FP7 Climate change impacts, mitigation and adaptation Management of water resources and aquatic ecosystems Strengthening innovation in the water sector Meeting global water challenges
FP7-ENV-2013 WATER DEMO&INNO Call Helping the transition from FP7 to Horizon 2020 A very competitive call attracting more than 130 proposals and more than 1500 organisations (55% of them representing industry and SMEs). 11 proposals selected for funding, addressing innovative solutions for a wide variety of water challenges in urban, rural, agricultural and industrial domains and promoting innovative public procurement strategies. Combination of innovative solutions with real business cases, e.g. making a business case for smart water supply networks applying an evaluation framework to account for changes in the value of ecosystem services of water bodies A dedicated contribution to the EIP Water 13
