Yes I do not * Please specify Text of 1 to 400 characters will be accepted It would be better if the COSME programme would target less needs and focus on the actions that have the most added value and relevance to maximize impact (in particular access to markets and digital tranformation/skills). 2.4 Are the following forms of funding and actions provided by COSME relevant for your specific needs? Yes * Grants * Loan portfolio guarantee financial instruments 4

* The evaluation/award process of COSME actions is fair and transparent 2.6 If your organisation is established in a non-eu participating country, to what do you agree with the following statements? t at all A little some a large * Communication activities on COSME in my country have helped me find out about the programme * It is easy to find calls which are relevant to my area * It is easy to find calls that encourage participation from non-eu COSME participating countries 6

2.7 The European Commission implements several support programmes. How would you describe the linkages between COSME and the following programmes? Work in synergy Overlap Work in synergy but some overlap Complement each other linkages * European Structural and Investment Funds (regional policy) * European Fund for Strategic Investment * Erasmus+ * LIFE programme (EU programme for environment and climate action) * Common agricultural policy * Connecting Europe Facility * Horizon 2020 (research) * EASI (EU programme for employment and social innovation) 7

* Creative Europe (EU programme for support for the culture and audiovisual sector) 8

2.8 In your view, to what is the COSME Programme contributing to the following European Union priorities? t at all A little some a large * Supporting jobs, growth and investment * Promoting an Energy Union with a forwardlooking climate policy * Fostering the role of the European Union as a stronger global actor * Helping to create a digital single market * Achieving a deeper and fairer internal market * Supporting sustainable development * Promoting gender equality * 2.9 How do you rate the overall added value of COSME compared with national and/or regional SMEs and entrepreneurship support programmes? * Reimbursement of costs at a higher level than in national and/or regional programmes 2.10a Other, please specify Text of 1 to 400 characters will be accepted 2.11 what do you agree that the following changes could maximize the socio-economic impact of COSME? t at all A little some a large * Increased budget for the financial instruments * Increased budget to provide more and deeper business advisory services * Substantially expand mobility schemes in entrepreneurship * Substantially expand actions to support uptake of new technologies and skills, new business models, etc. * Increase synergies/coordination with other EU/national /regional programmes * Increased focus on capacity-building activities for startups and SMEs and their grow 2.11a Other, please specify Text of 1 to 400 characters will be accepted 2.12 Do you have any other views which have not been covered in the consultation? 1000 character(s) maximum The efficiency and effectiveness/impact of COSME could be significantly enhanced by focussing on less actions with more funding for each of them. Currently, COSME is too fragmented (too many actions with relatively low budgets). The fact that the overall budget of COSME is also relatively low only contributes to this. Furthermore, we would like to point out that over the period 2014-2016, the Enterprise Europe Network played a key role in helping SMEs internationalise and grow and proved to be an important tool in supporting SMEs to take advance of the opportunities of the Single Market (e.g. through international matchmaking & expert advice). Finally, it is important to ensure 10

that all actions under COSME should respect the principles of subsidiarity, nonduplication and complementarity now and in the future. Useful links COSME Programme website (http://ec.europa.eu/growth/smes/cosme/) Contact grow-cosme@ec.europa.eu 11
