However, almost immediately, the project required restructuring due to delay in effectiveness of the French Development Agency (AFD) cofinancing Agreement, changes in the focus of the Lagos Government development plans and the commencement of works by the Federal government along Oshodi to Obalende corridor which was initially the section identified for investments under the project. The restructuring includes changes in three of the four components on the project but no change in Project Development Objective (PDO). The change in component 1 is to increase the Lagos State Government (LSG) contribution from US$10.0 million to US$16.8 million to finance additional cost of the Lagos Metropolitan Area Transport Authority (LAMATA) building; change in component 2 is to re-allocate IDA funds previously earmarked for the Oshodi-Mile 2-Obalende corridor to the Mile 12-Ikorodu corridor to support LSG priority and augment AFD funds allocated to it, as well as upgrade BRT lanes from Mile 12 to CMS; the change in component 3 is the reduction in LSG allocations for improvement of the state road to augment the fund necessary to complete LAMATA building under Component 1. No changes were made to component 4 (Project management and system monitoring). The project restructuring was effective November 11, 2011. The AFD co-financing for this project (USD$100 million) has also been approved, and became effective, as of March 28, 2012. Consequently, all project activities that are critical to achievement of the PDO and GEO, and as laid out in the Project Appraisal Document and revised in the Restructuring Paper, are now underway. The design on the BRT lanes has been completed, but due to changes in component 2, additional design works on Mile 12-Ikorodu had to be made. These additional designs have now been completed, and the works has been put out to bid. Furthermore the designs for improvement of some Lagos state metropolitan road network have also been largely completed. Civil works contracts for one of these roads have also been put out to bid, and the other will be put out to bid within the next two months. Most of these works are expected to be awarded before the end of June, 2012. The client has set up the Designated Account and has taken one disbursement of SDR 6,052,908.23 (USD 9,288,127.68) in December, 2011. Further disbursements toward the implementation of the civil works are expected in June, 2012. Key Decisions Regarding Implementation The Project has been restructured.
