Mission Antyodaya: Gram Samridhi evam Swachata Pakhwada (1-15 th October, 2017) An initiative of the Ministry of Rural Development, GoI along with with Ministries of Panchayati Raj, Drinking Water and Sanitation, in partnership with the State and Local Governments
Purpose of the Campaign To Involve the Panchayati Raj institutions to: Engage the community in building clean, green villages, Gram Sabhas Generate awareness about different Government schemes Plan for sustainable livelihood options in the villages. Baseline ranking of 50,000 GPs to be taken up in Mission Antyodaya.

Activities/Programs- Swachata Pakhwada 1. Sanitation related activities: Thrust on developing clean-green villages. Use of toilets. Solid and liquid waste management. Soak pits construction. Waste to wealth through composting and recycling of non-biodegradable waste. Identify garbage dumping sites/ Removal of garbage from road side.
Activities/Programs- Swachata Pakhwada 2. SHG activities: SHG meetings along with participation of SHG members in Gram Sabhas. Participation of women SHGs in Gram Sabhas and sanitation activities. Preparation of village micro credit plan based on diversified livelihood options. SHGs to be also involved in health and nutrition assessment along with ASHA, Aanganwadi workers etc. 3. Krishi Sabhas: Awareness of latest agri-techniques. Explore possibilities of forming Producer Groups and Producer companies in Panchayats covered under MKSP. Preparation of Micro Credit Plans for the villages
Activities/Programs- Swachata Pakhwada 4. Skill development/employment: Registration for skill development- wage/ self employment. Job fairs. 5. PMAY: Grih Pravesh of newly constructed PMAYG houses. Bhoomi Poojan of all new PMAYG houses. Reading out of beneficiary list.

Activities/Programmes: Swachhata Pakhwada 8. NSAP Display of information of the scheme, eligibility criteria and the list of beneficiaries. GPs to carry out social audit as per the requirements of NSAP guidelines.6. 9. Panchayat Bhavans to make all public records available for information disclosure about various public works and beneficiary oriented programs: Gram Panchayat Development Plan (GPDP). Information on revenue and expenditure List of works done using 14th FC/ SFC and other programs. Muster rolls, list of job card holders and people employed in Gram Panchayat
Mission Antyodaya- Base line Survey To be conducted in 50,000 GPs selected for Mission Antyodaya, by state SRLM, for ranking of GPs: 1. Survey using pre-populated SECC 2011 data along with other parameters of infrastructure, human development and economic well-being. 2. Report and ranking of 50,000 GPs to be presented by end of the fortnight. 3. The Methodology and questionnaire for the survey has been provided in the second edition of the booklet. 4. Training for State Resource persons to be provided by NIRD
IEC Activities 1. Display of IEC material on GP/ Public buildings 2. Campaign on AIR/ FM and C&S channels 3rd week of September to 1st week of October. 8-10 min film 30 sec AV 3. SMS campaign. 4. District level hoardings. 5. Print media: two releases. 6. Song and Drama Division activities in 25 RURBAN/ SAGY GPs
Coordination 1. Nodal officers for each state to be appointed by participating Ministries. 2. Nodal officers to be appointed by state: 1. Nodal officer for campaign. 2. Nodal officer for Baseline survey. 3. Nodal officer for IT.* 3. States may appoint nodal officer for each Gram Sabha to oversee and guide the GPs. 4. NIRD to coordinate training of SRPs and at district level. *1,2 and 3 to upload information on SwachhGram
Documentation 1. Simple reporting forms to collect and compile qualitative and quantitative work. 2. Information to be uploaded on SwachhGram portal.
Awards 1. States to award Gram Panchayats at the end of the campaign. 2. Award to be based especially on overall sanitation and clean and green initiatives undertaken. 3. Another category of awards to be based on GPDP process-planning and execution including 14 th FC and MGNREGA funds for creation of assets.

Sanitation: Number of toilets constructed during the campaign Number of villages declared ODF (build up for the same to precede) SLWM plans prepared. Vermicomposting and soak pits taken up for construction/ completion.
