2007 08 Legislation HB 511 Revised the uses of 2-mill non-voted capital outlay levy: For districts that meet class size, financial and instructional space requirements, school district would be eligible to use the 2 mill capital outlay funds for two additional items: The purchase, lease-purchase, or lease of driver s educational vehicles; motor vehicles used for the maintenance or operation of plants and equipment; security vehicles; or vehicles used in storing or distributing materials and equipment. Payment of the cost of premiums for property and casualty insurance necessary to insure school district educational and ancillary plants. Operating revenues that are made available through the payment of property and casualty insurance premiums from revenues generated from the two mill levy may be expended only for nonrecurring operational expenditures of the school district.

2007 08 Legislation SB 1060 Educational Facilities: Revises the following two sections of Florida Statute to clarify how certain data is to be used in specific calculations: For calculating the allocation of PECO funds for maintenance and repair of educational facilities, the act revises the life cycle standards from a 20-year life cycle for relocatable educational facilities to a more appropriate 35-year life cycle for modular noncombustible facilities (s. 1013.64 (1), F.S.). Clarifies s. 1013.64 (3)(a)1., F.S., that capital outlay FTE used to calculate the allocation of Public Education Capital Outlay Funds shall be for students in grades K-12 for whom the district provides the educational facility.

2007 Legislative Requirements - SB 2800 DOE - Educational Plant Survey Line Item 134A - The DOE shall develop in cooperation with the PAEC, NEFEC, and Heartlands Educational Consortia and their participating districts an operational program for cooperatively preparing the district 5-year educational plant survey. A process shall be developed to assist the districts with at least the following: meeting growth management requirements, maintaining the 5-year work plan, and assuring that all information in the educational facilities inventory data base is accurate and current.

2007 Legislative Requirements SB 2800 DOE - Educational Plant Survey Con t The role of the Department of Education, Office of Educational Facilities, shall include at least the following: providing leadership, knowledgeable technical assistance, and arranging, coordinating, and producing survey reports. On February 1, 2008 a report shall be provided to the Legislature on the status of implementation.

Commissioner Superintendents Roundtable on Educational Facilities Issues Commissioner Blomberg will hold a roundtable discussion with District School Superintendents concerning educational facilities in Osceola County, July 17, 2007, from 1:00 3:00pm. Topics to be covered will be: FISH and its new implementation; ESE classrooms and related spaces; high school AP classes; growth management; the updated Educational Facilities Information System and how it will operate as a completed final product; and other facilities issues that may be raised.

RULE DEVELOPMENT WORKSHOP (SREF) STATE REQUIREMENTS FOR EDUCATIONAL FACILITIES The Office of Educational Facilities is holding a rule development workshop in Osceola County, July 18, 2007, from 9:00am 12:00noon.
