Prospective respondents are advised to read this information over carefully prior to submitting a statement of qualification. Qualifications must be submitted in a sealed envelope, plainly marked: Somersworth Transportation Alternative Program (TAP) to the Office of the Finance Director City of Somersworth One Government Way Somersworth, NH 03878 All statement of qualifications must be received by Thursday, November 16, 2017 at 2:00 p.m. A non-mandatory meeting on the RFQ is scheduled within City Council Chambers on Friday, November 3, 2017 at 1:00 p.m. Consultants wishing to respond to the request with alternates to specifications must notify the Finance Office no less than five (5) business days prior to the date of submission. If accepted, the City will advise other potential respondents, thereby maintaining equality in the submission process. Failure to advise the City could result either in rejection of the alternate or in an untimely extension of the sealed proposal process. Consultants may be asked, as part of the evaluation process, to supply company financial information. This information will be held in the strictest confidence and be utilized only to help assess the stability of a responding firm. The financial information will be returned to the Consultant after identifying the successful respondent to the request.

I. INTRODUCTION The City of Somersworth is seeking Statements of Qualifications from qualified Consultants for the study, design, environmental permitting/documentation, bidding, and construction consulting services for the Somersworth Transportation Alternative Program (NHDOT #41363). The selected Consultant will provide engineering services in accordance with the New Hampshire Department of Transportation Bureau of Community Assistance s Local Public Agency Manual for the Development of Projects (LPA), version 3.0. The City is committed to a multi-modal approach to roadway design, particularly in urban residential areas, and enhancing pedestrian safety is a top priority. The City s Master Plan specifically speaks to the goals of making the downtown a livable, walkable, vibrant focal point for the City and region and providing a variety of transportation facilities and services including auto, pedestrian, bicycle and rail that connect the City s neighborhoods, businesses, and services to the community. In keeping with the City s Master Plan, the City applied and was awarded a Transportation Alternative Program (TAP) grant. The will consist of reconstructing existing sidewalks and the addition of bicycle infrastructure along High Street (between West High Street and Memorial Drive), Memorial Drive (between High Street and Cemetery Road) and Cemetery Road (between Memorial Drive and Maple Street). The program also includes improvements to the existing crosswalk and the addition of traffic calming measures at the intersection of High Street / Memorial Drive, and construction of a new multiuse path between the elementary and middle school facilities. All improvements are to be designed and constructed with a focus on safety and accessibility for all users regardless of age and/or physical ability; in accordance with current American Disability Act (ADA) standards. The total shared cost of the grant is $986,500. II. GENERAL REQUIREMENTS No late, email or facsimile proposals will be accepted. Consultants preparing statement of qualifications must respond in writing to all requirements of this Request for Qualifications (RFQ). Responses should reflect detailed considerations of the issues and opportunities presented by this specific project. Any additional information or tasks that are felt to be relevant by the responding Consultant should be included together with the submittal requirements. Costs incurred for the preparation of this statement of qualifications in response to this RFQ shall be the sole responsibility of the Consultant submitting the qualifications. The City of Somersworth reserves the right to select or reject any qualifications that it deems to be in the best interest to accomplish the project specified. The City reserves the right to discontinue the selection process at any time prior to the awarding of a contract. The City reserves the right to waive defects and informalities of the proposals. Proprietary information shall be considered a governmental record. Vendors seeking to restrict public access to information contained in a response shall address concerns with the Purchasing Agent prior to submission of the response. All qualifications must be received by the Office of the Finance Director (City of Somersworth, One Government Way, Somersworth, NH 03878) by November 16, 2017 at 2:00 p.m. The submittal package shall include five (5) copies of the qualifications in a sealed envelope plainly marked RFQ # B101917 Somersworth Transportation Alternative Program. III. PROJECT REQUIREMENTS The Consultant shall provide the following services (in accordance with the current NHDOT LPA Manal). Engineering Study: Submission of an engineering study to the City of Somersworth and to NHDOT for review and approval which includes: Conduct a local concerns meeting Develop a purpose and need statement Assessment of existing conditions Develop base plans with existing topographic features, utilities, wetlands, and right of way Identify a design criteria File all necessary environmental review/documentation Complete a utility evaluation Conduct an alternatives analysis Establish proposed layout Develop cost estimate Public Hearing presentation of study, alternatives and recommended preferred alternative. Submission of draft engineering study to the City of Somersworth and NHDOT Submission of final engineering study to the City of Somersworth and NHDOT Preliminary Design: Submission of Preliminary Design plans, Engineers Estimate and other related data as required by NHDOT for review and approval. Coordination: Coordination with City staff & City Officials/City Council, Somersworth School District staff, NHDOT, and other agencies as required. Right-of-Way: Assist the City with any right-of-way negotiations, acquisitions, permanent/temporary easements (if necessary). Final Design/Contract Documents: Submission of Final PS&E (plans, specifications and estimate) and construction contract documents as required by NHDOT for review and approval. Bidding: Assist the City in the advertisement, addendums (if any), review the contractor bids, review of contractor bid bonds, complete a bid tabulation, and provide a recommendation of award, Construction Phase Services: Assist the City in construction observation and administration, including, but not limited to, lead a pre-construction meeting, construction oversight, periodic monthly construction meetings, and maintenance of LPA project records (daily reports, correspondence, federal, and state labor compliance, field notebooks, for field measurements, quantity book, engineers estimate of balances and excesses, record book, record plans, certificates of compliance, and coordination of change orders and Quality Assurances and Materials testing). IV. TIMELINE 1. Notice to Proceed with selected Consultant received by NHDOT January 2018 2. Notice to Proceed with Engineering Study received by NHDOT January 2018 3. Construction Commences April 2019 V. INFORMATION AVAILABLE The following information is available for the Consultant s review at the City of Somersworth Department of Public Works & Utilities, City Engineer s Office and the City Assessors Office located at Somersworth City Hall (Once Government Way, Somersworth, NH) between the hours of 8:00am - 4:00pm Monday-Friday: GIS that shows the approximate edge of road and buildings and approximate locations of underground City utilities. This information can be exported in dgn, dxf, or dwg format for the selected consultant. Photogrammetric maps City Assessors Maps of abutting properties where new sidewalks will be constructed. VI. SUBMITTAL REQUIREMENTS (missing items may result in rejection of the qualifications) 1. Statement of Project Requirements State in succinct terms the Consultant understanding of what is required by this Request for Qualifications. The Consultant shall demonstrate their knowledge of the project by documenting design and construction issues associated with this or similar projects. 2. Scope of Services Describe in narrative form the Consultant s approach and technical plan for accomplishing the work listed herein. Submit a schedule for completing the scope of work outlining the anticipated time frames and durations for the various services specified in the project approach. 3. Firm Information on the Consulting Firm shall be provided. Such information shall elaborate on the firm s size, areas of specialization, and list current projects underway. Provide similar information on all subcontractors that will be utilized. Information shall include but is not limited to the following: a. Name of Consultant. b. Form of entity c. Permanent main office and mailing address and pertinent contact information d. When and where company organized e. How many years experience with subject matter? f. In the past five years has the consultant ever been terminated from a project? if yes, explain g. In the past five years has the consultant ever been party to a litigation related to contracted work? if yes, explain h. List 3 examples of similar pedestrian improvement design and engineer projects the firm has completed for municipal or state agencies. i. Please identify staff available to work under this contract. j. List the most important contracts entered into by this consultant in the last year? k. Provide level of knowledge & experience working with subject matter. Include resumes and relevant examples of work completed. l. Recent names and phone number information must be provided for at least three (3) other customers for whom these types of services have been successfully provided. Page 4 of 6

4. Team Include a Project Team and Organization Chart of all individuals who will be assigned to work on this project. Also, list any proposed sub-consultants and their intended scope of work. 5. Insurance The selected Consultant will be required to submit a certificate of insurance showing minimum General Liability limits of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability, automobile coverage and workers compensation participation. Thirty-day (30) notice is required for cancellation of policy and City of Somersworth shall be listed as additional insured. 6. Commitments Provide a discussion of how the Consultant will assure adequate and timely completion of this project. Submit a description of the Consultant s overall capability, resources and assurance that it can meet its commitment to successfully complete this project within the specified time frame. 7. Licenses and Permits All State of New Hampshire and local codes, permits and licensing requirements must be met by anyone performing work on City property. Consultant will be required to obtain permits prior to commencing any work. Local permit fees will be waived by the City. Copies of such permits and licenses will be forwarded to the City Manager or their designee for the file prior to work commencing. VII. SELECTION The City will be following the Qualification Based Selection (QBS) which involves a two phase process; first selecting the preferred firm to enter into negotiations with on the scope of services and fees and the second phase is the actual negotiation of the fees based upon an agreed scope of service. Therefore the first phase selection of the consultant is based only on the qualifications for the project, costs are not considered until they are negotiated during the second step of the process. From the qualifications submitted by qualified consulting firms, the City of Somersworth will select finalists for an interview. The final selection will be based upon: Firm s qualifications Experience of the firm and individuals on similar projects Have an LPA certified project manager on the firm s proposed design team. Understanding of the Project Scope Approach for completing the Work References from like work experiences Commitment to Project timelines Any other criteria determined appropriate by the City The City of Somersworth supports the concept of purchasing products that are biodegradable, can be or have been recycled, or are environmentally sound.
