What is the Gunfighter Pass? The Gunfighter Pass offers access to some of Mountain Home Air Force Base s finest facilities for individuals not already associated with the installation. With the pass you have access to our award winning Silver Sage Golf Course, Hackers Bistro, the Gunfighters Club, and our Trap & Skeet Range. How do I join? You can pick up an application at our Base Visitor s Center Monday thru Friday from 7 a.m. to 3:30 p.m. You can also download an application at www.mhafbfun.com and print the application (pages 7-9, and 14). Once you have completed your application, it must be turned into the Base Visitor s Center between the hours of 7 a.m. to 3:30 p.m. Monday thru Friday. Your background will be checked prior to being issued a pass. Can I bring my family/friends? The Gunfighter Pass only allows access to the individual issued the pass and his/her children, under the age of 18. Family members over the age of 18 must apply for their own pass. Will it expire? / When can I be on base? Your pass will stay valid for six months from the date issued. You will need to submit an additional application to renew your pass. You are allowed to be on base during the operating hours of authorized facilities (Silver Sage Golf Course, Hackers Bistro, the Gunfighters Club, and the Trap & Skeet Range). For up-to-date hours, please visit www.mhafbfun.com. What should I know about visiting base? There are several military traditions and base rules that you should be familiar with before arriving. At no point may a driver of any vehicle be on a cellular device while on base. This includes texting. If you get a call that you must take, pull over and stop before answering. Speed limits are listed as you enter the base. Even in areas where no individual sign is posted, the limit will be strictly enforced. At the beginning (7:30 a.m.) and end (5:00 p.m.) of each duty day, you will hear music played as the flag is raised or lowered. During these times, we ask that you stop your vehicle if driving, or if outdoors, please turn toward the music and pay respects to the flag. All vehicles and persons entering base are subject to identification/pass checks and random searches. You must keep your current drivers license, vehicle registration, and insurance with you. See the map on page 12 for out of bounds areas. The only firearms allowed on base are firearms (shotguns) used for Trap and Skeet and may be brought on base for that purpose only. Firearms must be cased, cannot be loaded, and ammunition and firearms must be separated during transportation. Violation of federal or local laws, including base and Gunfighter Pass program rules, will result in loss of Gunfighter Pass privileges and could result in severe consequences. Page 2

The purpose of this memorandum is to provide specific rules on Mountain Home AFB access program for non-dod Civilians. 2. Non-DoD civilians will: a. Only enter the following approved locations: i. Gunfighters Club ii. Silver Sage Golf Course iii. Hackers Bistro iv. Trap & Skeet and Archery Ranges b. Only remain on base when approved locations are open (e.g., as none of the approved locations are open at 3:00 am, you are not allowed to remain on the base until 3:00 am). c. Will only use facilities for their approved and intended purposes (e.g. will not use inappropriate types of firearms at the skeet range). d. Agrees to pay all access, registration, or event fees. e. Comply with traffic signs, posted speed limits, and installation traffic regulations. f. Not drink alcohol and drive on the installation. g. Not bring any firearms onto the installation. EXCEPTION: Firearms (shotguns) used for Trap and Skeet may be brought on to the installation for that purpose only. Firearms will be cased, will not be loaded, and ammunition and firearms will be separated during transport. h. Be aware that persons, vehicles, and property are subject to search before entering or leaving the installation. MHAFB Copy Page 7
i. Not take photographs of aircraft or facilities while on the installation. j. Follow all requirements in Attachments 1 and 2 to this memorandum. k. Be aware that Mountain Home Air Force Base is an exclusive federal jurisdiction installation. As such, Air Force Security Forces enforce federal laws on the installation and violations may be prosecuted in federal magistrate court or by the U.S. Attorney for the District of Idaho. See AFI 51-905, Use of Magistrate Judges for Trial of Misdemeanors Committed by Civilians. l. Be aware that Mountain Home Air Force Base is not an open forum for free speech and the Installation Commander has not opened the base to protests, political activities, unauthorized business solicitations, rallies, religious or ideological demonstrations, or other types of activities typically associated with free speech. As a military installation, the maintenance of good order and discipline is necessary for effective mission accomplishment and any activities must be consistent with fulfilling the units responsibilities. Specifically, Air Force Policy Directive 51-9 paragraph 4 prohibits any activity that could interfere with or prevent orderly accomplishment of the installation mission. See also AFI 51-902, Political Activities by Members of the Air Force, restricting political activities on Air Force installations. m. Recognize that the United States Air Force, as a United States Government entity, is required to follow applicable federal laws and regulations that govern its relations with other parties. Among those laws are those related to indemnification and fiscal law, including the Antideficiency Act, 31 U.S.C. 1341(a)(l)(A). The Federal Tort Claims Act, 28 U.S.C. 1346(b), 2671-2680, is the statute by which the United States authorizes tort suits to be brought against itself. It provides the exclusive remedy for claims against the United States for injuries caused by the negligent or wrongful act or omission of any federal employee acting within the scope of his employment, in accordance with the law of the state where the act or omission occurred. 3. The authorized routes of travel are highlighted on the attached map (Attachment 1). All shaded areas are off-limits for non-dod civilians. The following roadways may be used to access the approved locations: a. To get to the Gunfighters Club: - Take Gunfighter Avenue from the Main Gate to Falcon Street. - Turn left onto Falcon Street. - Turn Right onto 1st Avenue. - The Gunfighter Club is on the left. b. To get to Silver Sage Golf Course and Hackers Bistro: - Take Gunfighter Avenue from the Main Gate to Falcon Street. - Turn left onto Falcon Street. - Turn Right onto Silver Sage Drive. - The Golf Course and Hackers are located at the end of the road. c. To get to the Trap & Skeet / Archery Range: - Take Gunfighter Avenue from the Main Gate to Aardvark Avenue (first road to the right). - Turn right onto Falcon Street. - At the end of the road, turn right. - The Trap & Skeet / Archery Range will be at the end of the road (past the Camp Site). 4. Violations of this agreement are subject to expulsion from the Gunfighter Pass program without reimbursement, barment from the installation, as well as prosecution under Titles 10 and 18 of the U.S. Code. 5.
