Mca Camp Pendleton Marne Corps Base Camp Pendleton (MCBCP) s a unque and rreplaceable resource for mltary tranng actvtes. Located n southern Calforna about mdway between Los Angeles and San Dego, MCBCP encompasses more than 125,000 acres and 17 mles of coastlne. Its coastal terran, extensve range and maneuver areas, and restrcted arspace support the full spectrum of Marne Corps ground, amphbous, and avaton tranng actvtes. What s the RCUZ Program? The Marne Corps ntated the Range Compatble Use Zone (RCUZ) program to help protect the publc's health, safety, and welfare by mnmzng both local communty and on-base exposure to nose and potental safety hazards resultng from mltary tranng actvtes, whle protectng the operatonal capacty of the range tranng complex. The RCUZ program seeks to acheve compatblty between mltary tranng range nstallatons and neghborng communtes by workng n partnershp wth local governments. It seeks to acheve, to the extent practcal, compatble development of lands adjacent to the MCBCP range complex by provdng compatble land use recommendatons to local communtes for ther consderaton n local plannng. RCUZ Elements The major elements n the RCUZ program are nose and safety. Nose and safety zones were developed usng data gathered from the revew of current and planned ground, amphbous, and avaton tranng actvtes at MCBCP. Nose contours depctng the degree of nose exposure on-base and wthn some surroundng areas off-base were developed and became the bass of the nose zones. Safety zones were developed based on severty of safety concerns of tranng actvty and accdent potental. The RCUZ program provdes gudelnes, to be appled n concert wth other land use programs, for land use based on the determnaton of nose and safety mpacts. Nose Zones Under the RCUZ program, nose contours are provded as a plannng tool for local plannng agences. Nose exposure contours were developed to quantfy and depct the nose envronment assocated wth arcraft, small arms, and large calber weapons actvtes wthn the MCBCP Range Complex and assocated arspace. The RCUZ study does not address nose related to actvtes at Marne Corps Ar Staton Camp Pendleton nor the arcraft flght tracks to and from the ranges; these nose sources are addressed n a separate AICUZ document. Nose exposure n Calforna s measured usng the Communty Nose Equvalent Level (CNEL) and s represented as contours on RCUZ maps. CNEL contours represent the average exposure from the nose events that occur over a 24-hour perod rather than the mpact of a sngle event, but also assgn a nose penalty for operatons conducted n the early evenng and at nght because people are more senstve to nose durng these perods. Nose contours for the MCBCP RCUZ were generated usng nose models that account for the nature of the nose source and the way the human ear hears nose together wth data on the frequency and number of operatons, the type of arcraft and flght characterstcs, and the type of weapons used durng tranng on the MCBCP ranges. The RCUZ program defnes three nose compatblty zones that are used for land use plannng to prevent conflcts wth nose-senstve land uses. Nose Zone 1 s the lowest nose zone. Ths level of nose does not pose any hazard, but t may occasonally nterfere wth certan actvtes of some resdents, partcularly durng perods of more ntensve operatons. Typcally, only mnor restrctons are assocated wth Nose Zone 1. Nose Zone 2 represents the area where nose may at tmes nterfere wth speech, sleep, or the ablty to hear televson or rado shows. Certan commercal and ndustral actvtes are compatble and some other actvtes may be compatble wth the use of sound attenuaton measures. Generally, resdental development s not recommended wthn Nose Zone 2. Nose Zone 3 s the zone of hghest nose ntensty. Land uses that nclude human occuped facltes or sustaned perods of human actvty are not recommended. Safety Zones For land use plannng purposes, three areas of concern are defned for varyng levels of safety hazard assocated wth ar-to-ground weapons mpact. Range Safety Zone A (RSZ A) reflects the most dangerous safety hazard area and corresponds to the composte of the safety footprnts for large calber weapons used at the range durng avaton lve-fre tranng operatons. Ths dedcated mpact area s the only on-base area where hgh explosve ordnance may be delvered. RSZ A s fully contaned wthn the range boundary. RSZ B concdes wth the avaton ordnance delvery lne where arcrews are allowed to arm ther weapons before frng on ther target. RSZ B s also fully contaned wthn the nstallaton. RSZ C defnes a mnmum level of safety hazard concern and corresponds wth the specal use arspace that s restrcted for safety of flght. In the case of MCBCP, ths s prmarly the land areas under restrcted arspace R-2503B. Some of ths area s beyond the nstallaton boundares. Surface Danger Zones For ground-to-ground fred weapons, lke artllery, frng fans are developed to depct locatons on the ground where potental danger areas exst when lve-fre tranng actvtes are underway. These areas are noted on the MCBCP RCUZ as Surface Danger Zones. All Surface Danger Zones are entrely wthn the MCBCP boundary. Land Use Compatblty Department of Navy nstructons nclude detaled tables recommendng what types of land uses are consdered compatble or ncompatble wth nose zones and RSZs. The followng matrces summarze the gudelnes regardng the compatblty of varous land uses n nose zones and RSZs, although the Department of Navy nstructons themselves should be referenced for specfc land use recommendatons. Some land use recommendatons may nclude specal measures to reduce the nose level, such as nstallng sound attenuaton materals or desgnng and constructng a buldng so that nteror nose levels are less than wth normal desgn standards. Smlarly, there are exceptons as to when a gven land use s condtonally compatble wthn certan RSZs. Recommendatons Marne Corps and communty cooperatve acton s requred to acheve the compatble land use goals of the RCUZ. The Marne Corps has commssoned a RCUZ Study and has taken actons to mtgate nose and accdent potental. Local muncpaltes have the authorty for enactment of land use controls n the areas surroundng MCBCP's tranng ranges and are urged to consder adopton of the RCUZ recommendatons n comprehensve land use plans and land development controls. Addtonally, far dsclosure n the sale, lease, and rental of property located n the area surroundng MCBCP would ensure that purchasers are fully aware of the nose and/or accdent potental condton of any such property under consderaton. It s envsoned that through wde publc dstrbuton of ths document and a contnung dalogue between the Base Commander and local government offcals, the MCBCP RCUZ can serve as a mutually benefcal program for both organzatons. The Marne Corps beleves that adopton of the followng recommendatons wll strengthen exstng Base and Communty relatonshps, ncrease the health and safety of the publc, and help protect the ntegrty of the Base's msson. 1. Contnue the postve nteracton and communcaton wth local offcals regardng MCBCP actvtes and overall land use plannng. 2. Contnue to mantan a proactve dalogue wth communty plannng offcals, ctzen groups, and local offcals to nform them of the nature of the mltary msson of MCBCP and any antcpated changes n the msson that may affect off-base areas. 3. Contnue to mantan the nose complant response program, ncludng an nvestgaton nto the possble reasons for the nose complant and approprate follow-up wth the person makng the complant so that ctzens understand that MCBCP s concerned about avodng nose/land use conflcts. 4. Montor off-base development actvtes near MCBCP and, when developments are proposed, take actons to encourage that future resdents and busness owners who plan to lve and work n the proposed developments are provded wth dsclosure notces nformng them of the proxmty of the development to Camp Pendleton and the types of tranng and assocated nose that may occur. 5. Wthn MCBCP, coordnate on-base development plans wthn the RCUZ nose exposure zones, Range Safety Zones, and Surface Danger Zones to ensure land use compatblty consderatons when practcable. 6. Contnue postve relatonshps wth the U.S. Forest Servce n addressng land use compatbly ssues n the Cleveland Natonal Forest and San Mateo Wlderness Area. ' 7. Contnue to pursue ongong fundng and seek partnershps under the Department of Defense land bufferng authorty to acqure or obtan conservaton easements, and consder addtonal opportuntes for encroachment partnerng partcularly n areas that may be affected by RSZ C or Nose Zone II. 8. Update the Range Operatons Manual, as approprate, to reflect the fndngs of ths RCUZ document. 9. Pursue land acquston to re-algn the range permeter boundary n the "key hole" area to the northwest of Naval Weapons Staton Fallbrook to ncrease flexblty for frng operatons from AFA 39.
