DoDI 4165.69, 6 April 2005, Realignment of DoD Sites Overseas b. CJCSI 2300.02 series, Coordination of Overseas Force Structure Changes and Host-Nation Notification 1. Purpose. This instruction provides Joint Staff guidance for overseas site realignment, residual value (RV), and payment-in-kind (PIK) actions in order to: a. Implement reference a. b. Maintain overseas sites and infrastructure to support force structure in accordance with the National Military Strategy. c. Ensure an integrated, coherent overseas infrastructure. 2. Superseded/Canceled. CJCSI 2300.03C, 26 December 2007, Realignment of Overseas Sites, is hereby superseded. 3. Applicability. This instruction applies to the Joint Staff and Combatant Commands. 4. Policy. Reference a establishes DoD policy and procedures for the nomination, coordination, announcement, and execution of overseas site realignments and RV and PIK actions. This instruction implements those policies and procedures as they apply to the Chairman of the Joint Chiefs of Staff and Combatant Commands. 5. Definitions a. For the purposes of this instruction and in accordance with reference a, realignments refer to the return, or partial return, of overseas sites operated

CJCSI 2300.03D or maintained by U.S. personnel or forces to host-nation control. It also applies to the conversion to standby status of overseas sites operated or maintained by the United States. b. Reference a further establishes that overseas sites shall refer to any land area located outside the United States encompassing part or all of a DoD installation. The 50 states, the District of Columbia, American Samoa, Baker Island, Guam, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Northern Mariana Islands, Palmyra Atoll, Puerto Rico, Virgin Islands, and Wake Island shall not be considered as overseas sites. 6. Responsibilities a. The Combatant Commanders will: (1) Review Service and other DoD Component realignments, RV and PIK actions, and the recommendations of the theater subordinate commands. (2) Forward proposed site realignments and RV and PIK actions to the Director, Joint Staff, with associated recommendations, keeping the initiating authority advised. Ensure force structure changes tied to site realignments are submitted in accordance with reference b. (3) Coordinate the public release through the Office of the Assistant Secretary of Defense for Public Affairs (OASD(PA)). OASD(PA) will provide guidance for announcements and execution of SecDef/DepSecDef decisions, as appropriate. a. (4) Submit reports to the Director, Joint Staff, as required by reference b. The Director, Joint Staff, will: (1) Review all Combatant Commander site realignment nominations and RV and PIK actions. (2) Ensure coordination of the site realignment nominations and RV and PIK actions with relevant Combatant Commanders and Service Chiefs. (3) Forward coordinated recommendations to the appropriate DoD authority. (4) Forward notification to Combatant Commanders and Service Chiefs of DoD realignment, RV, and PIK decisions. 2

c. The Director for Logistics, Joint Staff (DJ-4), will: CJCSI 2300.03D (1) Serve as the Joint Staff lead for RV and PIK actions. (2) Coordinate with Joint Staff J-5 and J-8 on realignment actions. d. The Director for Strategic Plans and Policy, Joint Staff (DJ-5), will: (1) Serve as the Joint Staff lead for realignment actions until the U.S. Government and host country agree on the realignment decision and the decision is formally announced. At that time, the lead for the action passes to Joint Staff J-4. (2) Coordinate with Joint Staff J-4 on RV and PIK actions. e. The Director for Force Structure, Resources, and Assessment, Joint Staff (DJ-8), will coordinate with Joint Staff J-4 and J-5 on all submitted actions in accordance with references a and b. DJ-8 will review the proposed Combatant Command site realignment submissions for impact upon warfighting capability, budgetary effects, and implications for overall force structure in accordance with reference b. 7. Summary of Changes. This administrative update of CJCSI 2300.03C clarifies definitions, describes the responsibilities of the Combatant Commanders and DJ-8, and includes other minor administrative changes. 8. Releasability. This instruction is approved for public release; distribution is unlimited. DoD Components (to include the Combatant Commands), other Federal Agencies, and the public may obtain copies of this instruction through the Internet from the CJCS Directives Home Page-- http: I jwww.dtic.mil/ cjcs_directives. 9.
