TOWNSHIP OF BLOOMFIELD PUBLIC NOTICE FOR THE SOLICITATION OF STATEMENT OF QUALIFICATIONS WATER SUPPLY ENGINEER FOR CONTINUED EVALUATION OF THE FEASABILITY OF A DIRECT WATER SUPPLY NOTICE IS HEREBY GIVEN that sealed submissions will be received by the Township Clerk, or designated representative for the Township of Bloomfield, County of Essex, State of New Jersey on May 1, 2012, 10:00 A.M. prevailing time, in the Council Chambers, Municipal Building, Municipal Plaza, Bloomfield, New Jersey 07003, then publicly opened and read aloud. Standardized submission requirements and selection criteria are on file and available in the Township Clerk s Office and on the internet at www.bloomfieldtwpnj.com under the information section, Requests for Professional Services. Submission packages may be obtained at the Township Engineer s Office, (973) 680-4009, during regular business hours, 8:30 A.M. to 4:30 P.M., Monday through Friday, excluding holidays. All professional service contractors are required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration of Public Contractors), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract compliance and Equal Employment Opportunities in Public Contracts). Submissions by Corporations and Partnerships shall include a completed Disclosure of Ownership form (N.J.S.A. 52:25-24.2) and shall include a completed Non-Collusion Affidavit. The Mayor and Council reserves the right to reject any or all submissions due to any defects or waive informalities and accept any submissions that in their judgment will be in the best interest of the Township. TOWNSHIP OF BLOOMFIELD REQUEST FOR STATEMENT OF QUALIFICATIONS WATER SUPPLY ENGINEER FOR CONTINUED EVALUATION OF THE FEASABILITY OF A DIRECT WATER SUPPLY The Township of Bloomfield is requesting statements of qualification from Water Supply Engineers to further evaluate the feasibility of constructing and operating its own water supply facilities to obtain potable water from the facilities of the North Jersey District Water Supply Commission. The successful consultant will utilize an existing feasibility study prepared by Hatch Mott McDonald dated April 2004. Hatch Mott McDonald will not be submitting a statement of qualifications due to a conflict. I. DESCRIPTION OF WORK Excerpts from the Hatch Mott McDonald report are included at the end of this RFQ. The actual report, including all maps and other support information is on file with the Township Engineering Department, One Municipal Plaza, Bloomfield, NJ 07003. It is strongly recommended that all prospective consultants make an appointment to review this report in its entirety. Appointments should be scheduled by calling 973-680-4009. Review of the Feasibility Study and obtaining a full understanding of the township s water supply system, current conditions and future needs. 2. Review of the current water rate structure and providing a cost comparison of various scenarios for financing the proposed project utilizing anticipated water rates and savings from eliminating wheeling rates. 3. Providing a detailed cost estimate of the proposed improvement needed to implement a water supply system. 4. Updating all pertinent sections of the Feasibility Study. 5. The feasibility study should also be expanded to include an evaluation of shared services such as partnering with neighboring municipalities for a joint water supply system. 6. Providing assistance and consulting services to obtain all necessary State, Federal and Public Utility Permitting. 7. Providing assistance and consulting services for obtaining state and federal grants and loans to assist the township in funding the project. 8. Preparation of design and bid documents for construction of the water system.
9. Providing construction administrative services, including shop drawing review, construction inspection and project oversight. 10. Providing operation oversight upon completion of the project on an asneeded basis. II. CONSULTANT QUALIFICATIONS In addition to the qualification requirements listed in the Standardized Submission Requirements, the Professional shall also provide the following additional, minimum requirements: 1. The professional shall provide a thorough background of their experience in providing the above requested services. 2. The professional shall provide a list of all sub-consultants that will be used during the course of these services. Detailed background and past performance in the engineering and/or water supply services shall be provided for each sub-consultant. 3. The professional shall clearly state an understanding of the purposes and objectives of the proposed project. The professional shall outline a plan to conduct the scope of work, specifically, soundness of technical approach and work program for each task/phase. The professional shall provide an Organizational Chart showing the resources to be used in completing the Scope of Work including all sub-consultants. 4. The Consultant shall include the following items in their proposal package: a. The firm s resume of experience as an Engineering/Water Supply Engineer with special emphasis on construction of water distribution systems, booster pump stations, water towers, etc. b. Knowledge and experience of the project manager, and availability, qualifications and experience of key staff and support staff in each specialty. c. Knowledge and experience in implementing a water supply project including all permitting, environmental regulations and funding opportunities. 5. The professional should be prepared to provide a presentation to the Mayor and Council of their firm s ability to perform the project. The need for a presentation will be determined after review of all proposals and at the discretion of the Township Engineer. 6. Failure to provide any of the above information within the professional s statement of qualifications will result in the submission being considered unresponsive and rejected.
III. SELECTION PROCESS The township shall select the successful professional based upon the following minimum criteria: - Past experience with similar projects and facilities. - Presentation and understanding of Project. - References/recommendations from previous clients. - Completeness/Thoroughness of Proposal. The evaluation of these criteria is at the discretion of the Township and the above list is not intended to imply any weight or importance based upon the content or order of the items. The township may also consider other criteria once all qualifications are opened and sufficiently reviewed. The township may also invite the top consultants to provide a presentation and be interviewed by the Mayor and Council during a Township Council Meeting. IV. OTHER REQUIREMENTS Please note that all documents including any back-up data, digital files, reproducibles, reports, maps, photographs, renderings, etc. become the property of the Township of Bloomfield under the services awarded for this project. ALL RESPONSES MUST MEET THE ABOVE REQUIREMENTS AND THE REQUIREMENTS CONTAINED IN THE TOWNSHIP S STANDARDIZED SUBMISSION REQUIREMENTS FOR PROFESSIONAL SERVICES.
