Purpose. To provide procedures for the disassociation of the electronic test and measuring equipment from the subject principal end items (PEIs). This disassociation will accomplish the following: a. Increase the deployment/configuration flexibility of these maintenance groups. b. Permit the inventory manager(s) and acquisition project officer(s) to more effectively and efficiently manage test and measurement devices normally used with these maintenance groups. Adding the electronic test and measuring equipment to tables of equipment (T/E) will provide visibility to the managers and facilitate more responsive support and control of the maintained equipment. c. Facilitate the identification and disposal of obsolete electronic test and measurement equipment and the adequate procurement of replacement equipment. 2. Background a. The subject maintenance groups were designed, configured, and procured to support a unique suite of PEIs. The components of the maintenance groups were, similarly, selected and provided to fit a unique application. Although many of the components (TMDE), management responsibility for the components was coupled with management of the PEI. PCN 102 112288 00

MCO 10510.76 15 Jun 1987 b. General purpose TMDE is managed by the Commandant of the Marine Corps (CMC) (LMA), and support for and replacement of TMDE is effected through visibility as T/E assets. The CMC (LMA) has no means to provide similar support for general purpose TMDE that is a component of a PEI as in the case of the subject maintenance groups. c. The manager of the PEI Maintenance Groups, Marine Corps Logistics Base (MCLB) (Code 840), Albany, is responsible for the support of the components, yet is encumbered in the process of replacement or substitution of TMDE components. This difficulty results from the inability of the CMC (LMA) to appreciate TMDE density held as components, and the seemingly disjointed effort of two agencies within the Marine Corps, the CMC (LMA), and MCLB (Code 840) Albany, procuring the same TMDE. 3. Action a. The CMC will (1) Effect T/E equipment allowance file changes for affected units to reflect the additions/increases (LMC). (2) Ensure Logistics Management Information Systems changes are submitted to indicate the adjusted item densities corresponding to 3a(1), preceding, and enclosure (1) (LMA). (Due 2d quarter of fiscal year 1988.) b. Commanding General (CG), MCLB Albany (1) Revise the phrase codes, supply account codes, and recoverability codes or the national stock numbers (NSNs) as indicated in enclosure (1). Assign appropriate management echelon codes, as required. (2) Prepare and publish appropriate changes to stock management publications to reflect the changes indicated in enclosure (1). c. CGs MCLBs Albany and Barstow (1) Disassociate the items of electronic test and measuring equipment listed in enclosure (1) from all Maintenance Groups, AN/TYA-23, AN/TYA-27, and AN/TYA-28, held in stock. (2) Perform technical inspection; assign appropriate condition codes to the disassociated equipment, including the basic shelters; place in stock; and process inventory changes to the inventory control point. 2

Using Units (1) Disassociate the test and measuring equipment from Maintenance Groups, AN/TYA-23, AN/TYA-27, and AN/TYA-28, as follows: (a) Nonsupported Activities Supply System (SASSY) Supported Using Units. Disassembly shall be accomplished per reference (a). (b) SASSY Supported Using Units. Disassembly shall be coordinated with the special projects unit of the SASSY management unit (SMU) per reference (b). (2) Dispose of all Phrase Code N equipment following current directives. e. General (1) Maintenance Groups, AN/TYA-23, AN/TYA-27, and AN/TYA-28, shall retain their identity as individual end items. The items not listed as being disassociated from the electronic shops in enclosure (1) shall remain as components of their respective maintenance groups. (2) Items listed in enclosure (1) which are not associated with a table of authorized material (TAM) number shall be returned to stock as secondary reparable items or as excess for disposal as indicated. (3) This Order constitutes authority to retain disassociated items of test and measuring equipment as new or increased T/E allowances, pending receipt of printed changes or revisions to the appropriate T/Es as indicated in enclosure (2). Allowances to type 2 TAM items may be adjusted to meet the needs of the individual unit following the instructions contained in reference (c), except those SAC 1 items for post and station T/Es. (4) Once the items of electronic test and measuring equipment listed in enclosure (1) have been disassociated, Maintenance Groups, AN/TYA-23, AN/TYA-27, and AN/TYA-28, shall be used, as required, to perform the function of transportable electronic maintenance shops to support the maintenance missions. 3
