About the RHC-Platform The European Technology Platform on Renewable Heating & Cooling (RHC-Platform) brings together stakeholders from the biomass, geothermal and solar thermal sector - including the related industries - to define a common strategy for increasing the use of renewable energy technologies for heating and cooling. Building on the experience matured since 2005 the European Solar Thermal Technology Platform (ESTTP) evolved into the RHC-Platform. The RHC-Platform - lead by a Board comprising representatives from the Steering committees of the 4 panels and supported by four major European organisations of the RHC sector EUREC, AEBIOM, EGEC and ESTIF heads the process towards the definition of a joint Vision and Strategic Research Agenda for the renewable heating and cooling sector. The RHC-Platform consists of four technology panels one for each of the three renewable energy sources for heating & cooling (solar thermal energy, biomass and geothermal energy) and a fourth dedicated to cross cutting technologies. Acting under the guidance of the respective Steering Committees, each panel is responsible for collecting and developing the stakeholders' inputs from the different sectors. At the highest decision level, the RHC-Platform Board leads the process towards the definition of a common Vision and Strategic Research Agenda for the entire renewable heating and cooling sector in Europe. Ad hoc horizontal working groups on market and policy topics contribute to the achievement of the RHC-Platform s objective. For more information visit www.rhc-platform.org. 2. About the ESTTP The European Solar Thermal Technology Panel (ESTTP) is one of the sectoral panels of the RHC-Platform. This panel aims at strengthening the awareness of the huge potential of solar thermal technologies; increasing R&D activities in the solar thermal sector; accelerating the development of solar thermal technology and creating conditions for a broad dissemination of advanced solar thermal technologies. With these aims in mind, it has developed a vision for solar thermal technology in 2030 and a strategic research agenda. These documents were finished in 2008 and have contributed to the persecution of the aims supported by the ESTTP. This work culminated in 2008 with the publication of these documents. The ESTTP has then started an enlargement processes that lead to its official recognition by the European Commission as RHC-Platform, involving other renewable heating and cooling sectors. 3. About the SecRHC project The project "SecRHC" aims at providing continuity to the activities carried out by the Secretariat of the European Technology Platform on Renewable Heating & Cooling since the establishment of this European Technology Platform (ETP) in 2008. This project is financed by the European Commission under the FP7 Support Action Supporting the activities of the European Technology Platform on Renewable Heating and Cooling. The project reference is ENER/FP7/268205/ SecRHC and has a duration of 36 months, from 1st January 2011 until 31 st December 2013. 4. Call for Proposals The current call for proposal (Call) covers the elaboration of the Solar Thermal Technology Roadmap (ST-RT). After the release of the Strategic Research Priorities for solar Thermal Technology (SRP-STT), the ESTTP Steering Committee believes that it is important to have a technology roadmap that shall guide the implementation of the priorities laid down in the SRP. The responsibility for the approval of the ST-TR lies with the ESTTP steering Committee. Nonetheless, it is deemed necessary to recur to specific expertise in order to develop a high quality document, taking into account the complexity of the task and the time availability required. a. Objective To develop the Solar Thermal Technology Roadmap. The Roadmap will be developed to serve as a basis for strategic planning and decision making, and as a master plan of the efforts needed until 2020 to achieve the goals set in the Strategic Research Priorities for Solar Thermal Technology. This shall be done in articulation with the ESTTP and under the coordination of the ESTTP, in particular its Steering Committee, on the update of the Solar Thermal Strategic Research Agenda. The indicative size of the document is 15 to 20 pages (A4, including required tables, graphs and limited number of captions). The document shall follow a structure pre-approved by the ESTTP Steering Committee. b. Key outputs Drafting the ST-TR based on the SRP-STT and the Strategic Research Agenda for Renewable Heating ESTTP Secretariat Page 3 of 6
Organise two consultation processes with ESTTP members Compiling inputs from the members of the ESTTP Finalisation of the ST-TR, including approval by the ESTTP SC c. Deliverables 1st draft of the ST-TR to be send available for the RHC-Platform Annual Conference for comments/inputs (15 April 2013) 1st version of the ST-TR taking into account the comments and inputs form the ESTTP members to be discussed at a ESTTP SC meeting (May 2013) Final version of the ST-TR to be approved by the ESTTP SC meeting (end June 2013) this final version will be submitted to a designer to develop the final lay-out. Therefore it shall be delivered ready for that task. d. Foreseen tasks To analyse the SRP-STT and the SRA-RHC To review and comment on the structure proposed by the ESTTP SC for the ST-TR To review and comment topics proposed by the ESTTP SC for the ST-TR To prepare a first draft version of the document for discussion at the RHC-Platform Annual Conference To participate and contribute to the discussion on the ST-TR at the RHC-Platform Annual Conference To compile comments and inputs from the ESTTP SC or ESTTP members in general To gather data relevant for the elaboration of the ST-TR, including resources needed for its implementation To develop a first version of the document To present to the ESTTP SC the proposed first version To prepare a consultation of the proposed first version with the ESTTP members To finalise the document for approval by the ESTTP of the proposed changes To liaise with the ESTTP Secretariat on the preparation and implementation of these tasks To prepare fortnightly briefing sessions with the ESTTP Chairmen and Secretariat (telephone conferences) e. Duration The foreseen duration of the subcontract is 4 months; from mid-march 2013 until mid-july 2013. f. Budget Maximum budget: 30 000 (VAT not included) g. Location & language The project is European in nature, though the place of execution will be Brussels (Renewable Energy House, Rue d Arlon 63-67, 1040 Brussels) where the RHC-Secretariat is based and were most of the meetings of the ESTTP and RHC-Platform take place. h. IPRs All work carried out in the framework of this contract will remain the exclusive property of ESTIF, on behalf of both the SecRHC consortium and the RHC-Platform. ESTIF (on behalf of the SecRHC consortium) will have the right to use and publicise all information produced during the mission. 5. Selection Process a. Proposal content Proposals are expected not to exceed 5 pages (not considering annexes) and are of free format. They should be provided in English and be of easy understanding. Proposal should at minimum include: Suggested approach to the proposed tasks Evidence of expertise in the solar thermal field, in particular on the technological side Evidence of expertise in the development of strategic research agendas or similar documents CVs of selected consultants and relevant references Quotation including breakdown of consulting fees, expenses, taxes and other costs. b. Selection Criteria The selection of the subcontractor will result from a global appreciation of the following elements: Expertise of proposed team in relation to the objectives of the call References Quality and creativity of the project approach Pricing level and structure c. Timing & Process Proposals should be sent until the 12 th March 2013 (until 17h CET). The evaluation period will take place until the 15 th March and the formalisation for the contract shall be done until the 20 th March 2013. Based on submitted proposals, 2 or 3 proposers may be invited to submit further clarifications. In case any meeting is deem needed, it shall be done remotely (internet or telephone conference). Proposals can be submitted in electronic form using MS office, open document or pdf formats. d. Payment A first instalment corresponding to 30% of the total amount will be processed within 30 days from the signature of the contract. A second instalment of 30% shall be done within 15 days of the presentation of the first version of the document to the ESTTP SC. The balance payment will be done within 30 days from the closing of the contract, i.e., acceptance of the work delivered by ESTTP SC. ESTTP Secretariat Page 5 of 6
