What is Stop the Bleed? On an average day, 297 people are shot in the United States Includes murder, assault, suicide and suicide attempts, unintentional shootings and police intervention Exsanguination from penetrating trauma occurs quickly People can die from uncontrolled hemorrhage in 10-15 minutes Survival from bleeding depends on rapid control of hemorrhage Arrival of First Responders takes time Everyone should be trained in basic bleeding control techniques to be able to save a life 3 Not Just About Gunshot Wounds 4 Boston Marathon Blast injuries Traumatic near-amputations Majority of tourniquets applied by lay public Middle East Israel trains all civilians in these techniques Civilian EMS-Lay Public response US Military Learned much from our middle east conflicts All combat military issued 2 combat tourniquets Fatalities dropped dramatically 2

Hartford Consensus III (2015) Implementation of Bleeding Control Three Responders Levels Immediate Responders (Lay Public) Professional First Responders (EMS, Police, Fire) Trauma Professionals (Physician, APP, RN, etc.) Public Everyone Can Save a Life The initial response to an intentional mass casualty event will be from uninjured bystanders and minimally injured victims Design educational programs and implement training Preposition equipment in appropriate locations Education message should include Run, Hide, Fight 4

Law Enforcement Self Rescue Treatment of Injured EMS Tactical EMS Rapid Stabilization Treatment Transport to Trauma Center 9 Law Enforcement + EMS Stop the Bleed is a National Campaign www.dhs.gov/stopthebleed Endorsed by the White House and Homeland Security Sponsored regionally by UPMC Sponsored locally with a generous gift from Hamot Health Foundation 10 5

Stop the Bleed- National Goals Increase public resiliency and ability to respond Empower the public to save a life Goal is to make Bleeding Control instruction as common as CPR training Make equipment available to the public similar to public placement of Automated External Defibrillators (AED) 11 Regional Goals Teach the skills Engage EMS as educators in a Train the Trainer Model to teach STB techniques Train the lay public and vulnerable populations how to stop bleeding when injury occurs Make the tools available Strategically place Hemorrhage Control Kits with tourniquets, gauze and hemostatic agents in every school and with every law enforcement officer in Western Pennsylvania. Train law enforcement how to apply bleeding control techniques to injured civilians, themselves and fellow officers 12 6

What s Next in Our Region UPMC Trauma Care System is leading a region-wide effort Public safety EMS Schools Universities and colleges Community organizations, Houses of worship Other public venues Teaching Bleeding Control tactics Deployment of hemorrhage control equipment 13 Bleeding Control Kit Similar to automated external defibrillators widely available in public spaces across the country, the Stop the Bleed kits provide individuals a tourniquet, hemostatic gauze and other equipment and guidance needed to provide immediate care to victims awaiting arrival of emergency medical teams. 14 7
