CRCG PROGRAM The Community Recreation & Culture Grant Program (CRCG) is administered by the Town of Collingwood through the Parks, Recreation & Culture (PRC) Department. The CRCG program is based on the PRC mandate: To enhance quality of life and promote healthy living in Collingwood, by providing access to recreational, cultural and active living opportunities. Within this context, the CRCG Program prioritizes support for: Youth participation and engagement in recreation and the arts The reduction or elimination of financial barriers for participation in recreation, sport or arts activities The CRCG may allocate up to $5000 per application. Applications must demonstrate the need for the grant amount requested. The CRCG will fund: 1. New Projects or Initiatives New initiatives of either an existing or new organization. 2. Community Engagement Initiatives Ongoing or returning initiatives that foster community engagement (encourage or promote opportunities for residents to participate). 3. Program Support Established organizations that have a demonstrated history and capacity to achieve the PRC mandate through programming that benefits the residents of Collingwood. ELIGIBILITY In order to be eligible to apply Applicants must: be charitable, not-for-profit, or volunteer-based and; ensure the initiative for which funds are being requested aligns with the mandate of the PRC Department (stated above) and; supply initiative budget information, the organization s current year budget, and the organization s most recent financial statement and; be In good standing with all previous CRCG program requirements. Definition of Applicant: For the purposes of this program, an applicant may be an organization, group, event, project or program located in Collingwood. Town of Collingwood Boards and Committees of Council are not eligible. Page 2 of 12

EVALUATION CRITERIA The evaluation of applications is based on, but not limited to, the extent to which the application: supports the mandate of the PRC Department encourages youth participation and engagement reduces or eliminates financial barriers for participation in recreation, sport or arts activities promotes collaboration and strengthens partnerships fosters community engagement by promoting opportunities for residents to participate in community-based initiatives demonstrates responsible financial management obtains funds from sources other than the Town of Collingwood demonstrates a history and/or capacity for ongoing success in achieving the CRCG criteria shows how requested funds will be leveraged to garner additional support from other sources demonstrates the need for the grant amount requested Illegible and incomplete applications will not be accepted. Applications will be further evaluated based on an applicant interview. The interview for the CRCG program is 30 minutes in length and is an informal question and answer opportunity for both the applicant and PRC interview team. A minimum of two representatives will be required to attend the interview, including a Board Member of the organization or event. NOTE Qualifying applications and organizations meeting the criteria may not automatically receive a grant. The 2016 Grant Program Budget is pending Council approval. Note for Special Events: All special events proposed to occur on municipal property must be licensed with a Town of Collingwood Special Event Permit and must be applied for independent of the Community Recreation and Culture Grant process. An application to, or receipt of funds through the CRCG program does not constitute application for a special event permit. Requests for in-kind (non cash) facility grants must be made through the In-Kind Facility Grant Program. Contact PRC for more details on this separate funding stream. Page 3 of 12

PROCESS 1. It is strongly encouraged that all new and returning applicants contact PRC staff to discuss their initiative prior to submitting an application. Application forms are available online at www.collingwood.ca in PDF/FORM format or in hard copy at the Parks, Recreation and Culture Department, 3 rd Floor Municipal Offices, 55 Ste. Marie Street, Collingwood, L9Y 2L9. 3. Completed applications will be accepted by mail, email or in person at the Parks, Recreation & Culture Department. Mailing address: P.O. Applications must be submitted by Monday November 2, 2015 at 12:00 noon. Applications will be date stamped upon receipt. 5. Applicants will be scheduled to attend an interview to discuss their application (November 16 December 4, 2015). 6. NEW: Final approval of the CRCG program funding will occur during 2016 Council Budget deliberations. 7. A post-project funding report (template included in the grant application) will be required by all successful CRCG applicants and must be submitted by September 30, 2016. Organizations that have not submitted their post-project funding report will not be eligible for 2017 CRCG funding. Page 4 of 12
