1 INTRODUCTION 1.1 About the College of Nurses of Ontario The College of Nurses of Ontario (the College) is the regulatory body for nursing in Ontario. Its mission is to regulate nursing in the public interest. The College sets the requirements for becoming a nurse in Ontario and the standards of practice that must be met to maintain that designation. Only a person with a valid Certificate of Registration from the College can practise as a nurse in Ontario and use the protected titles nurse, Registered Nurse (RN), Registered Practical Nurse (RPN) or Nurse Practitioner (NP). 1.2 About This Document New members of the College are vital for increasing the nursing labour pool in Ontario and mitigating the effects of attrition through retirement and labour mobility. Tracking trends in new members over time provides valuable information for health human resource planning and decision-making. The focus of this report is members who registered in the General Class 1 for the first time and their employment experience during that year, as reported during the renewal process. 2 METHODS AND NOTES 2.1 New Members New members are individuals who have registered with the College after successfully meeting the requirements for registration as a nurse in Ontario. Individuals may become new members at any time during the calendar year. The College does not collect practice information or employment status during initial registration; however, all members must renew their membership and pay a fee annually to remain eligible to practise in Ontario. During the renewal process, the College collects practice and employment information on its membership. A member also may decide to resign their membership with the College or if they do not resign or renew, their membership would be revoked. 2.2 Location of Nursing Education Location of nursing education refers to country and province of a member s education which was used in their application to the College. The College summarizes locations into three groups for analysis and reporting purposes: Ontario, other Canadian jurisdiction, and international. An Ontario nursing program is one that is: offered at an Ontario university or college and approved by the Council of the College of Nurses of Ontario 2 for the purposes of registering as a nurse in Ontario. Members who completed a nursing program from another Canadian province or territory are categorized as Other Canadian Jurisdiction. Members who applied to the College with nursing program from outside of Canada are categorised as International. 2.3 Change in Educational Requirements On January 1, 2005, the College changed its educational requirements for registration in the General Class. Registration as an RN now requires a baccalaureate degree (or equivalent) and registration as an RPN requires a diploma (or equivalent). Along with changes to nursing education in Ontario, the new requirements resulted in an atypical increase in the number of applications received at the College in 2003 and 2004, and a corresponding increase in the number of new members for those years. 2.4 Registration and Renewal Years This report includes statistics based on registration and renewal years. The registration year is the year when a member initially registered with the College in their nursing category (RN or RPN). The renewal year relates to the year for which a member renews their membership. 2 Council may also approve an accreditation process (e.g., Canadian Association of Schools of Nursing Accreditation for university baccalaureate degrees) or another body (e.g., third party) to provide approval of nursing programs for registration purposes. 2.5 Overall Working Status and Working Status for Employment Positions Overall Working Status (i.e., full-time, part-time or casual) summarizes the working status of a member across all nursing employers. It is calculated by taking the highest reported working status for a member among all nursing employers and designates that as their overall working status. To illustrate how this is calculated three examples are shown below. Example 1: If a member has two nursing employers and has reported casual employment with the first and full-time employment with the second, the member s overall working status would be fulltime. Example 2: If a member reported three casual nursing employers, the member s overall working status would be casual. Example 3: If a member reported one part-time nursing employer and one full-time non-nursing employer, the member s overall working status would be part-time. Working Status for Employment Positions provides information on the working status of all the employment positions reported in nursing. Unlike Overall Working Status, it does not aggregate working status to the member level but reports it across all nursing employment positions that a member reports. For example, in 2014, there were 6,574 new members who reported at least one nursing employer in Ontario. The corresponding Overall Working Status was 38 per cent full-time, 46 per cent part-time, and 16 per cent casual. New members reported 7,929 employment positions in nursing in Ontario. The corresponding Working Status for Employment Positions was 32 per cent full-time, 42 per cent part-time, and 25 per cent casual. 2.6 On Leave In 2011, the government requested that the College include the option, On Leave as an employment status. While the government did not provide a definition of On Leave, the College anticipated that members on maternity leave or long-term disability would report using this category. In previous years, members on maternity leave were required to report their status as employed. Members on long-term disability were required to report their employment status based on their last day of work. 2.7 Data Quality Audits To ensure the accuracy and reliability of the data it releases, the College conducts routine data quality audits. The revisions are minor (resulting in directional changes of less than one per cent to data previously reported) and do not have an impact on any trends previously reported. Percentage (%) Number of New RNs 4 NEW RN MEMBERS 4.1 Demographics at the Time of Registration 4.1.1 Location of Nursing Education There were 4,718 new RNs who registered in 2014, an increase of 22.3 per cent from 2013. When compared to 2013, new RNs from Ontario increased by 19.4 per cent and new RNs from programs outside Canada increased by 57.8 per cent. Percentage (%) Average Age 4.1.2 Age The average overall age of new RNs has been decreasing in the past ten years, and stands at 26.6 years in 2014. Based on Figure 4.4, a majority of new Ontario-educated RNs were in the 18-24 age group, whereas a majority of new RNs educated in another Canadian jurisdiction or new internationally educated RNs were in the 25-29 age group. Percentage (%) 4.1.3 Gender In 2014, 88.3 per cent of new RNs were female. Since 2005, the overall proportion of males has increased by 4.6 percentage points. The largest increase was observed among new internationally educated RNs, where the proportion of males increased from 8.1 per cent in 2005 to 16.3 per cent in 2014. 4.2 New RN Experience First Year of Renewal For the 2015 renewal year, there were 4,611 RNs who renewed their membership for the first time. This accounts for 97.7 per cent of the 4,718 members who became RNs in 2014. Of these new RNs, 81.3 per cent reported employment in nursing (including those employed in nursing and non-nursing), 4 per cent reported employment in non-nursing, 11.5 per cent were not employed, and 0.9 per cent reported being on leave. Each year, a small proportion of members do not renew their membership for the next practice year. Out of 4,718 RNs who registered in 2014, 2.3 per cent did not renew for the 2015 practice year. Members who decide not to renew for the following practice year may resign their membership. The most frequent reason for resigning a membership has consistently been leaving Ontario. The following table provides 2013-2015 renewal statistics for new RNs by their location of nursing education. The highest renewal rate was among new Ontario-educated members. Out of 3,974 Ontarioeducated RNs registered in 2014, 98.7 per cent renewed their membership for the 2015 practice year. The highest resignation and revocation rates were among members educated in other Canadian jurisdictions. Out of 321 RNs educated in another Canadian jurisdiction who registered in 2014, 3.1 per cent resigned their registration for the 2015 practice year. Percentage (%) 4.2.1 New RNs Employed in Nursing in Ontario Of the 4,611 new RNs who renewed for the 2015 practice year, 80.4 per cent reported employment in nursing in Ontario at the time of renewal. Over the 2013-2015 renewal years, Ontario-educated RNs have had the highest employment rate in nursing in Ontario, with 83.9 per cent in 2015. RNs educated in other Canadian jurisdictions and RNs educated internationally reported 62.9 per cent and 58.8 per cent rates of employment in nursing in Ontario, respectively. Conversely, the proportion of new RNs who reported part-time employment has increased from 16.4 per cent in 2009 to 43.1 per cent in 2014. Between 2013 and 2015, there was a decrease in the proportion of new RNs who reported an overall fulltime working status during their first practice year, regardless of location of nursing education. Ontarioeducated RNs have seen a decrease in the proportion of overall full-time working status reported during their first practice year, from 57.1 per cent in 2013 to 47.9 per cent in 2015. Similarly, internationally educated nurses have also seen a decrease in the proportion of overall full-time working status rate reported during their first practice year from 45.7 per cent in 2013 to 42.5 per cent in 2015. When compared to 2013, new RPNs educated in Ontario increased by 15.6 per cent in 2014, while new RPNs educated in other Canadian jurisdictions increased by 23.9 per cent and new RPNs from programs outside Canada decreased by 92.6 per cent, returning to 2012 level. 5.2 New RPN Experience First Year of Renewal For the 2015 renewal, there were 4,363 RPNs who renewed their membership for the first time. This accounts for 95.5 per cent of the 4,567 new members who became RPNs in 2014. Of these new RPNs, 64.1 per cent reported employment in nursing (including those employed in nursing and non-nursing), 11.4 per cent reported employment in non-nursing, 18.9 per cent were not employed, and 1.1 per cent reported being on leave. Each year, a small proportion of members do not renew their membership for the next practice year. Out of 4,567 RPNs who registered in 2014, 5.3 per cent did not renew for the 2015 practice year. Members who decide not to renew for the following practice year may resign their membership. The most frequent reason for resigning a membership has consistently been leaving Ontario. Conversely, the proportion of new RPNs who reported part-time employment has increased from 46.1 in 2009 to 49.6 per cent in 2015. The proportion of new RPNs who reported casual employment has increased from 13.3 in 2009 to 25.2 per cent in 2015, reaching the same rate as full-time rate. Based on the location of nursing education, Ontario-educated RPNs have seen a decrease in the proportion of overall full-time working status reported during their first practice year, from 29.2 per cent in 2013 to 23.7 per cent in 2014.
