VACANCY ANNOUNCEMENT- BILATERAL AFFAIRS OFFICER DUTY POSITION REQUIREMENTS AND JOB DESCRIPTION/CRITERIA: Bilateral Affairs Officer (BAO): As a member of the Office of Defense Cooperation (ODC) team in the US Embassy, Romania, his/her duties encompass the core of the planning, and coordination of schedules and execution of Traveling Contact Teams (TCTs), Familiarization Visits (FAMs), and Special Joint Contact Team Program (JCTP) events. The Office of Defense Cooperation (ODC) represents the United States European Command (EUCOM) and is responsible for coordinating Security Assistance (SA) activities and Defense Cooperation programs with the Romanian Ministry of Defense. These activities include International Military Education and Training (IMET), Foreign Military Sales (FMS), support to Direct Commercial Sales (DCS), and support to Humanitarian Assistance (HA), and State Partnership Program with the Alabama National Guard. Duties of the BAO include: 1. Maintain a schedule of planned events by Quarter and submit SITREP as required. 2. Maintain a detailed event file on each scheduled country event, to include the event checklist. 3. Maintain the BAO event database. 4. Act as the principal point of contact for the ODC with those forces assigned to perform TCTs and FAMs. 5. Coordinate all aspects of the pending country events. 6. Conduct frequent and thorough coordination with Points of Contact (POCs) assigned to receive Host Nation personnel for FAMs. 7. Manage the progression of TCTs/FAMs to insure continuing response/progression to Host Nation requirements as stated in the Five-Year Plan. 8. Ensure that requirements for follow-up actions are completed upon the conclusion of each event to include the receipt of formal After Action Reports (AARs), final cost data, updating of the Historical Profile, closing out of the active event file, and the development of follow-on events through EUCOM Concept Funding Request web application (CFR) and the Army Global Outlook System (ARGOS). 9. Maintain direct, continuous communication with the EUCOM Regional Program Manager (RPM) and component Desk Officers. 10. Coordinate Host Nation employee activities. 11. Coordinate the activities of the Host Nation Liaison Officer. 12. Coordinate logistics requirement for all TCTs, FAMs and Special Events. 13. Coordinate procurement of Visas for Host Nation nationals with required embassies for conduct of business, if required. Develops Annex D of the ODC Five Year Plan in coordination with the ODC Chief and Host Nation. 14. Develop and manage concept sheets through CFR. 15. Maintains communication and coordination with the Alabama SPP Director. 16. Manage Humanitarian Assistance program and coordinate projects. 17. Attended conferences and regional meeting as required. 18. Other duties as directed by the ODC Chief.
ELIGIBILITY REQUIREMENTS/INFORMATION FOR TITLE 10 TOURS: 1. Must be Federally recognized member of the Alabama National Guard 2. Meet medical standards as prescribed by DoD Regulations 3. Must meet physical standards prescribed by DoD regulations. 4. Must have current Secret or higher clearance. 5. Must not be under current suspension of favorable personnel actions 6. Promotable Captains and Majors preferred. 7. Operations and logistics staff experience 8. Proven organizational experience in handling multiple tasks. 9. PCS Orders may be issued initially for up to 730 days (2 Years) with a possible 365 Day ( I Year) extension for a total 1095 Days (3 Years) in any1460 day (4 Year) period for soldiers ordered to duty under10 USC1230l(D); provided they have sufficient time remaining in their service obligation period. 10. Must be able to serve at least 2 years in an active military status prior to: (a) Completing 18-years of active Federal service, or (b) The date of mandatory removal (without any extension under any provision of law or regulation from Ready Reserve status based on age or service as prescribed by current directives). 11. Applicants are subject to personal interview upon notification of time and place. 12. Selection and nomination will be made without regard to race, religion, color, national origin, gender, political affiliation, or age. PREFERRED QUALIFICATIONS: 1. Varied and extensive staff experience. 2. Served as commander of a company/flight and/or battalion/squadron sized unit. 3. Military or civilian experience working in a foreign country.
