Ground Rules This event is for the Advanced Combat Helmet, Second Generation. Existing open solicitations, current contracts, and recent awards will not be discussed. Questions may be asked at any time. You may also submit written questions at the end of this briefing using the 3 x 5 cards provided. There will be a final Q&A session at the end of this briefing. ACH Gen II System Components and Considerations ACH Gen II System will be comprised of five (5) components: Ballistic Protective Shell (no holes) Suspension System (no hardware) Retention System (no hardware) Night Vision Device (NVD) Bracket Receptacle Helmet Cover ACH Gen II finished shell, NVD bracket receptacle, and helmet cover must minimally sum to 15% lighter than equivalent sized ACH finished shell with helmet cover (no flaps) The ACH Gen II program shall support Soldier modernization and defeat or mitigate the effects of fragmenting munitions and ballistic threats equal to or greater than a currently fielded ACH. Army combat helmet demand is 10,000 per month. No ACH contracts currently exist to meet this demand. 6

Shell, Retention System, and Suspension System Requirements Helmet Shell - Interior The interior helmet shell shall not be modified (no additions or removal of materials) to attach suspension system or retention system components. The interior helmet shell shall be the same as the currently fielded ACH. Contractors shall otherwise follow requirements stated in the Purchase Description. Retention System The ACH Gen II retention system shall be acquired through National Industries for the Blind. It shall be a modified Improved Retention System with no hardware to attach to a no-hole shell design. Suspension System The ACH Gen II suspension system shall be acquired through National Industries for the Blind. It shall be the 7-pad configuration design currently fielded with Advanced Combat Helmets and Enhanced Combat Helmets. 7

General Terms and Conditions Place of Performance (FAR 52.215-6) Shall identify all places of performance resulting from this solicitation. Buy America Act and Preference for Certain Domestic Commodities (FAR 52.225-1 & DFARS 252.225.7012) Berry Amendment All applicable components of the item are to be grown, reprocessed, reused, or produced in the U.S. All component parts shall be identifiable and traceable throughout the supply chain. Quality Assurance Provisions The ACH Gen II is a critical safety item. Therefore, Contractors will have a higher level QA system, i.e. compliant with ISO 9001 2008. Registration is NOT required. DCMA will be fully utilized to ensure product quality. Prior to approval to compete for Production Options, the contractor must receive a letter from the KO stating approval of the FAT, Dry Layup and Quality documentation and PRR. All Production deliveries will undergo a Lot Acceptance Inspection/test, IAW AR/PD 14-01. 8
