Louisiana s Recovery In September 2005, the Louisiana Recovery Authority was created. The LRA was the planning and coordinating body, while the state Office of Community Development s Disaster Recovery Unit implemented policies and ran the programs for Louisiana s recovery. The LRA and OCD-DRU merged together to better plan and implement recovery programs for hurricanes Katrina and Rita, hurricanes Gustav and Ike and now hurricane Isaac. OCD-DRU continues to implement the state s recovery programs with the goal of creating a safer, stronger and smarter Louisiana. 2
