PAN India Deployment of PoS Devices Vide Cabinet decision dated 25 th October, 2012, Rs. 50/MT was allowed for acknowledging the receipt of fertilizer through mfms portal. No action was taken by Fertilizer companies/retailers to implement this decision. In a workshop held on 16 th September, 2016, it was made mandatory to acknowledge fertilizer receipt through PoS devices w.e.f. 1 st January 2017. Slide3

PAN India Deployment of PoS Devices Since no action was taken to install, date of deployment of PoS machines was extended by one month, i.e., upto 31 st January, 2017 during workshop held on 11 th November, 2016. As companies failed to comply even revised deadline, this deadline has been further extended to 31 st May, 2017. After 31 st May, 2017, subsidy will be paid only on the quantity of fertilizer sold through PoS devices. Slide4

Methodologies of Procurement of PoS devices i. Specifications finalised by NIC have been made available to all companies. ii. Lead companies in each state to take lead in procurement/deployment of devices as per NIC specifications in close co-operation with other companies in the states. iii. Cost of procurement is to be shared by the concerned companies in accordance with their market share in the states. iv. In last workshop, most lead companies complained that other companies were neither coming forward to share the costs nor were taking action to procure required number of devices at their own, it was suggested : a. LFS may procure devices on behalf of other companies. b. Those companies who are reluctant to share cost, may be referred to DOF for recovery of cost from their subsidy bills. Slide10
