The commander issues guidance on reacting to a mass casualty incident. The command has all modified table of organization and equipment (MTOE) required to accomplish the task. The command is operating in either a simple, complex, static, or dynamic operational environment. The command establishes communications with subordinate and adjacent units, and higher headquarters and the mission command system is operational and processing information. The command identifies commander's critical information requirements (CCIR)/serious incident report (SIR) requirements. Environment: Some iterations of this task should be performed in MOPP 4. This task should be trained under IED Threat conditions. Standards: The command reacts to a mass casualty incident following commander s guidance and standard operating procedures. The staff receives the initial report of a mass casualty and immediately informs the command and higher headquarters and conducts, as needed, the following: conducts hasty mission analysis, alerts and deploys quick reaction force, informs all relevant stakeholders, continuously monitors the situation, and updates the common operational picture. Reacting to a mass casualty incident is conducted with 100% adherence to the commander's intent, orders from higher headquarters, FM 6-0 and unit standing operating procedures (SOP). Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support availabletime available and civil considerations, (METT-TC). Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the MOPP work/rest cycles and water replacement guidelines IAW current CBRN doctrine. Follow guidelines within Unit SOP and local regulations. Environment: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to the current Environmental Considerations manual and the current GTA Environmental-related Risk Assessment card. Follow guidelines within Unit SOP and local regulations. Cue: The command post (CP) receives initial report of a mass casualty (MASCAL) incident in the area of responsibility via mission command systems. Note: Follow guidelines within Unit SOP and local regulations. Coaching Point: Ensure SOP is current. Continue to practice how to execute this drill until the staff has mastered the drill. Page 2

TASK STEPS Coaching Point: The radio and telephone operator (RTO) should obtain the information in size, activity, location, unit, time and equipment (SALUTE) or size, activity, location, and time (SALT) formats and primary and secondary means of communication for maintaining contact with reporting unit or in accordance with (IAW) unit standard operating procedure (SOP). 1. The command post (CP) receives initial report of a mass casualty incident in the area of responsibility via mission command systems. 2. The RTO immediately informs the current operations integration cell battle NCO/officer who will: a. Log entry into event log on mission command system. b. Monitor for further reports. 3. The current operations integration cell battle major will: a. Inform G3 or chief of current operations integration cell, inform higher headquarters (HQ), and all major support commands over mission command systems. b. Confirm liaisons of units involved, continue to gather the information, and direct unaffected liaisons to analyze the situation for any impacts on their units. c. Draft the SALUTE or SALT report to higher HQ. d. Update G3 or chief current operations integration cell with information from liaisons or higher headquarters. 4. Chief of current operations integration cell, battle major/nco, or G3 will: a. Communicate attention in the CP and announce the mass casualty incident. b. Inform commander and chief of staff (CoS). c. Conduct a hasty mission analysis to identify courses of actions and priorities: (1) Alert/deploy the quick reaction force to provide security (as necessary). (2) Deploy air medical evacuation (MEDEVAC) (if necessary). (3) Alert the combat support hospital. (4) Deploy ground evacuation response forces (if necessary). (5) Request additional medical personnel from higher HQ (if necessary). (6) Deploy explosive ordnance disposal (EOD) assets (if necessary). (7) Direct units to increase force protection within the area of responsibility (if necessary). d. Obtain current information of the situation from the current operations integration cell. 5. Current operations integration cell will: a. Obtain the following information in accordance with (IAW) unit SOP: Page 3

(1) Confirm location of mass casualty incident. (2) Obtain names, social security numbers, and unit (s) of Soldiers killed/wounded IAW unit SOP. (3) Obtain type of weapon system or event causing the mass casualty incident (small arms, rocket propelled grenade, mortar, chemical, biological, radiological and nuclear (CBRN, accidental, natural catastrophe, etc.). (4) Confirm the unit s mission at the time of the incident (summary of mission and action that led to mass casualty incident). (5) Confirm follow up action taken by the unit in relation to: (a) Casualty evacuation. (b) Enemy situation. b. Monitor for further reports. c. Initialize internal requirements IAW unit SOP, review/refine hasty analysis, develop recommendations, and provide input to: (1) G1 - Replacements, escorts, documents processing. (2) G2 - Trend / pattern analysis, recreate event graphically. (3) G4 - Property destroyed, floats, adjustment documents, and mortuary affairs. (4) G5 Per SOP. (5) Information operations (IO)/psychological operations (PSYOPS) Per SOP. (6) Fire support element (FSE) - Per SOP. (7) G3, Air/air liaison officer (Air MEDEVAC) - Per SOP. (8) Public affairs officer - flash public affairs traffic & prep statement - Per SOP. (9) Staff judge advocate (SJA) - Per SOP. (10) Inspector general (IG) - Per SOP. (11) Chemical officer- Per SOP. (12) Chaplain - Per SOP. d. Inform higher HQ with situational updates IAW unit SOP. 6. Chief of current operations integration cell or G3 will: a. Obtain the common operational picture from the current operations integration cell. b. Receive recommendations from the staff. Page 4

c. Develop current operations assessment and brief the commander, COS or XO. * 7. Commander or COS provides guidance on operations to the chief of current operations integration cell or G3. 8. Commander or COS provided guidance on operations to the chief of current operations integration cell or G3. 8. Refer to performance measures and have staff members perform their tasks as the leader walks the entire staff through the drill. Run: a.run-through Instructions: The staff should rehearse this drill until they can perform the drill according to the standard and without the drill book or coaching from the leader. b.coaching Point: Ensure SOP is current. Continue to practice how to execute this drill until the staff has mastered the drill. c.performance Instructions: When the staff can perform this drill according to the standards, the leader should evaluate them and conduct an after action review (AAR).
