EPISCOPAL DIOCESE OF ARIZONA COMMUNITY OUTREACH AND EDUCATION FUND GRANT GUIDELINES AND CRITERIA I. Purpose of the Fund and Grants The Community Outreach and Education Grant Fund ( the Fund ) partners with Episcopal congregations and qualified organizations in the Episcopal Diocese of Arizona to respond more fully to their communities unique needs with a particular focus on outreach and childhood education. Grants are focused on outreach ministries and activities determined to be the most effective and delivering the greatest positive impact to their surrounding communities. II. III. Definitions a. the Fund means those monies derived from the dissolved Episcopal Community Services entity now under the administration of the Standing Committee and Bishop of the Episcopal Diocese of Arizona. b. Standing Committee means that committee duly constituted under the Constitution and Canons of the Episcopal Church and the Constitution and Canons of the Episcopal Diocese of Arizona. c. Fund Administrators means the Standing Committee and Bishop of the Episcopal Diocese of Arizona d. Eligible Recipient means: i. An Episcopal parish or mission that is a member in good standing of the Episcopal Diocese of Arizona; and ii. A Qualifying Organization, meaning an organization or entity which is a community outreach ministry with a connection and/or affiliation to the Episcopal Diocese of Arizona or a parish or mission described in II.c.i. e. Grantee means any Eligible Recipient of funds who has actually received monies from the Fund. f. Applicant means any Eligible Recipient of funds who has submitted an application to the Standing Committee and Bishop for a grant from the Fund. Project / Activity Eligibility and Use of Funds a. The Fund may be used to grant funding for: i. New / start-up outreach programs; ii. Continuing funding of an existing outreach program; or iii. Matching Funds, defined as those funds needed by an outreach program to match another funding source. b. Grants issued by the Fund may not be used to fund: i. Capital improvements on congregational property; ii. General operating expenses of a congregation; or

iii. Any project or program not within the scope of the program described in the Grantee s application. IV. Application Process and Sole Discretion of Fund Administrators a. Submission of Application Applicants may submit a grant application at any time to the Fund Administrators using the Application Form ( Application ) attached as Exhibit A to this document. The Applicant must complete the form in its entirety and submit supporting documents. The Application may be submitted by mail or hand delivered in a sealed envelope to: The Episcopal Diocese of Arizona Attention: Standing Committee President 114 West Roosevelt Street Phoenix, AZ 85003 b. Consideration of Application The Fund Administrators shall meet according to their usual and customary meeting schedules or through e-mail correspondence and consider complete Applications submitted since the prior meeting. The Fund Administrators shall decide on whether a grant should be made and the amount of the grant. Applications must have the approval of the Bishop and a majority of the Standing Committee for the grant to be made. All grant applications will be considered within sixty (60) days of receipt. c. Incomplete Applications Incomplete Applications may not be considered at a meeting of the Fund Administrators. The Applicant shall be notified of the deficiencies of the Application and requested to re-submit the application. Upon submission of a corrected and complete Application, it shall be considered at the next meeting of the Fund Administrators. d. Sole Discretion of the Fund Administrators The making of grants by the Fund is at the sole discretion of the Fund Administrators and the decision of the Fund Administrators is final. V. Distribution of Grants a. Maximum Grant and Application Frequency The Fund may not grant more than fifteen thousand dollars (15,000.00) to a

single Eligible Recipient per Application. An Eligible Recipient may not receive more than one grant in a rolling calendar-year. (Example: If an Eligible Recipient receives a Grant in August, the Eligible Recipient may not receive another grant until the next August). b. Disbursement of Funds Upon approval by the Fund Administrators, the Canon for Finance for the Episcopal Diocese of Arizona shall immediately and promptly disburse funds to the Eligible Recipient. VI. Vacation Bible School Grants ( VBS Grants ) The Fund has set aside funds for the purpose of funding and supporting Vacation Bible School efforts with a maximum grant of 500.00 per VBS Applicant. Applicants seeking funding under this provision of the Guidelines ( VBS Applicants ) are exempt from the Application Process outlined in Section IV of this agreement, and instead follow this process: VBS Applicants submit the abbreviated Application appearing as Exhibit B to these Guidelines ( VBS Application ). The Application shall be submitted to the Canon for Children s Ministries of the Episcopal Diocese of Arizona. The Canon for Children s Ministries and the Canon for Finance of the Episcopal Diocese of Arizona shall be authorized to receive VBS Applications and fund grants of up to 500.00 on a pro forma basis until the funds set aside for this purpose have been exhausted. The Fund Administrators may choose to set aside more funds for VBS Grants if funding is available, and shall notify the Canon for Finance of additional funding and authority as needed. VII. Grantee Responsibilities Reporting i. All Grantees All Grantees shall submit a final progress report once grant funds have been fully spent. This does not apply to VBS Grant recipients. ii. Grantees receiving less than Five Thousand Dollars (0 4,999.00) Within one (1) year of the issuance of the grant, Grantee shall submit a report to the Fund Administrators concerning their usage of the funds and the impact of their project / ministry in the surrounding community. If funds have all been expended prior to one year (1) after the issuance of the Grant, no additional report is required. This requirement does not apply to Grantees receiving a VBS Grant.

iii. Grantees receiving five thousand dollars or more (5,000.00 +) The Grantee shall submit a report concerning grant related expenditures and a progress report concerning the project / activity within six months (6) months of the issuance of the grant and annually thereafter until all funds have been spent. iv. Form of Progress Report Reports required under this section shall be submitted according to the form outlined in Exhibit C of these guidelines. VIII. Authority to Create Guideline Summaries The Fund Administrator may approve the creation and utilization of simplified summaries of these Guidelines for the purpose of making the application process more accessible. However, in any conflict, these Guidelines shall control.

EXHIBIT A Form of The Application Community Outreach and Education Fund Grant Application Supporting Outreach Ministry in the Episcopal Diocese of Arizona All grant applications will be considered by the Standing Committee and the Bishop on a rolling basis based on available funding. If you are applying for a Vacation Bible School ( VBS ) grant do not use this form. Application Due Date: Applications may be submitted at any time and will be considered on a rolling basis within sixty (60) days of receipt of the application by the Episcopal Diocese of Arizona. Please include the following details in your description: a. Vision and goals of the ministry / project; b. How the ministry / project will accomplish its goals in line with its vision; and c. How the ministry / project will measure success in meeting the community need described in question 1 and how it will achieve this success. 3. How will grant funds support this ministry / project? 4. Please tell us about your volunteer plan. In particular, please identify: a. How many volunteers / staff are needed for this program / ministry; b. How will you recruit and maintain a sustainable number of volunteers to support your project; c. How many volunteers from your congregation or identified partner congregation(s) will participate in this project; 5. If you plan on engaging paid employees (or anyone who will be compensated for their work) for this ministry / project, please identify: a. The type and number of paid employees you intend to engage; b. How you plan to recruit and screen employees to ensure a good fit that is aligned with your project goals / vision. c. How the project / ministry will fund the compensation of paid employees Note: DO NOT include any staff already employed by your congregation or partner congregation(s). 6. Please identify all anticipated and current sources of funding for your ministry / project including any other grants or external funding being applied for. 7.
