Temple Terrace City Center Redevelopment City of Temple Terrace, Florida Request for Qualifications 4/8/215 The City of Temple Terrace is one of the Tampa Bay s premier communities, and its City Center is strategically located near the University of South Florida, Florida College, Telecom Park, Busch Gardens and I-75. The City is located along the beautiful Hillsborough River with a population of approximately 25,. The City provides its residents with a high quality of life and easy access to the Tampa Bay region and all of its world class amenities. The City of Temple Terrace is seeking Request for Qualifications to redevelop 2 acres of City owned land in its downtown redevelopment area (see attached maps). The City of Temple Terrace is looking for developer(s) that can bring a strong financial plan forward to create a pedestrian mixed use environment in the City s core. The City is looking for developer(s) that can think outside the box, be innovative and capture the unique opportunity to develop an urban district near the University of South Florida, its research hub and Florida College. An important consideration for this project is the ability to balance the community s vision of a walkable, organic urban space with long term financial stability for the urban core. Scope of Work The purpose of this Request for Qualifications (RFQ) is to explore what the development community sees as economically viable on these City owned parcels. The submittal to this RFQ should include a preliminary proposal of the mix of uses, financial plan, timeline and basic visuals for the build out of the project. The community envisions this process as a major step towards the City s goal of exploring potential qualified development partner(s) in the build out of the Temple Terrace City Center. Major components of determining this qualification will be: The financial ability and stability of the developer(s) to fulfill the development proposal; A clear timeline for the project s build out; A strong pedestrian and urban environment; A defined plan on how to integrate the City Center and its development into the City s core surrounding assets, such as, but not limited to: o University of South Florida; o Florida College; o Busch Gardens; o A growing research community; o And the residents of Temple Terrace.
Minimum Developer Qualifications 1. The developer(s) shall have at least five years of experience in urban, mixed use development. 2. A demonstrated record of completing large scale urban developments. 3. The developer(s) should be familiar with the City of Temple Terrace and its surrounding assets. General Requirements for Proposal The City of Temple Terrace is not bound to any of the proposals. The developer(s) shall supply two (2) copies of the proposal in a sealed package, along with an electronic copy (in PDF format) on disc or flash drive, containing the following information: 1. Developer(s) name and address. 2. Firm resume including identification and experience. 3. Summary of experience that clearly indicates the specific experience of the individual/firm on projects of the same scale and type as this project. 4. Three references, preferably governmental references, related to similar services. 5. Methods and Means Response. Provide a response that defines the methods and means that the proposing firm would use to perform the project as outlined in the RFQ. 6. Timeline for the described project indicated in the RFQ. 7. The developer shall provide a proposed project schedule, preliminary conceptual drawings, and financial plan for the execution of the project. Location, Date, and Time for Submittal Two (2) copies of the proposals, must be enclosed in a sealed package, along with an electronic copy on disc or flash drive, and must be received by the City by 4: p.m., Friday, May 29, 215 at the address listed below. Each package must be legibly marked with the title, name, and address of the respondent. No late proposals will be accepted. Fax and e-mail copies will not be accepted. Time Frame 1.
