VIRGIN ISLANDS PORT AUTHORITY Job Description GENERAL MAINTENANCE WORKER DEFINITION This is skilled, journeyman level work in the installation, service, maintenance, and repair of facilities, systems, equipment, and appliances. The general maintenance worker requires knowledge and experience in the electrical, plumbing, carpentry, masonry, and mechanical trades. An employee in this class ordinarily works under the supervision of the Maintenance Manager and supervisor or foreman of the trade he is working with but is also required to perform some task of semi-limited complexity without direct supervision. Assignments become increasingly difficult and require more skill as more experience is acquired. EXAMPLES OF WORK (not all inclusive) Performs a variety of small repairs involving a combination of skills in carpentry, painting, and masonry trades. Work includes repair of window frames, walls, ceilings, cabinets, tables, benches, counters, and other wooden equipment. Assists the carpenters in the construction, repair, maintenance, and alterations to the structures, buildings, and equipment. Responsible for performing a variety of small paint jobs independently. Assists the painters in the painting and/or repair of structures, buildings, and equipment. Performs electrical repair work in maintaining lamps, fans, small motors, and other simple electrical equipment and replaces fuses, light bulbs, and fluorescent tubes. They replace fuses and light bulbs and assist the electricians in a variety of work that includes the installation of conduits, electrical wiring, and fixtures. Work includes assisting in the installation and/or repair of faucets, valves, sinks, toilets, urinals, filters, and any other water and sanitary facilities including replacing broken fixtures and pipes. Performs other related work as required.

REFRIGERATION HELPER DEFINITION This is semi-skilled and manual work in the installation, service, maintenance, and repair of refrigeration systems, equipment, and appliances. The refrigeration helper requires knowledge and experience in the refrigeration trade. Employees in this class ordinarily work under the supervision of a refrigeration maintenance task or rough task of limited complexity without direct supervision. Assignments become increasingly difficult and require more skill as refrigeration helper acquires more experience. EXAMPLES OF WORK (NOT ALL INCLUSIVE) Assist the Refrigeration Foreman and Technical in the maintenance, service, installation, and repair of a variety of refrigeration and air-conditioning systems and equipment. Work includes assisting in the installation of ductwork, electrical wiring, diffusers, controls, pipes, and any other component of refrigeration/ac systems. Perform work in maintaining to include cleaning and painting air handling units, small motors, split units, small AC units, chiller, refrigerators, exhaust fans, etc. Performs other related work as required. REQUIREMENTS Education and experience Must have training or apprentice work in the refrigeration trade including the theoretical understanding of the trades application through training at recognized vocational program. AIRPORT SECURITY MONITOR GRADE 10 REPORTS TO: Chief LEO Safety & Security EXAMPLES OF WORK (These examples are not intended to include all possible assignments to an employee in this class) An employee in this class under general supervision, performs complex clerical work requiring substantial use of a computer system, and is required to make independent work decisions. Will be required to work on a rotating shift. Monitors the airport automated access control system for compliance with FAR 107.14, as well as VIPA s airport security program. Will be required to prepare daily reports depicting activity during each shift. Said report to include any and all irregularities and/or unauthorized breaches in secured areas. Notifies the Safety and Security Officer and/or Airport Manager of any suspected situation that may affect the security of the airport. May be required as the need arises, to assist in the production and issuance of computer generated access control cards. Maintain related records and logs. Operate complex computer system, data entry and typing. VIPA LAW ENFORCEMENT OFFICER EXAMPLES OF WORK: (These examples are not identified to include all possible assignments to an employee of this class). Work involves responsibility for the performance of a variety of assigned task in the maintenance of order and the protection of life and property on Port Authority Property and facilities. Employees in this classification are required to monitor and enforce maintenance of laws, rules and/or regulations in accordance with established territorial and applicable Federal Statues. The nature of work requires that employees in this classification exercise judgment in enforcement of law. Demonstrate a courteous, firm and impartial demeanor when dealing with the public. ESSENTIAL JOB FUNCTIONS 1. Incident Evaluation Responds to call for assistance or service on Port Authority property and facilities, obtaining appropriate information; determine whether incident is a civil Performs investigate procedure and necessary assistance; search places and things, protects life and property; preserves evidence and personal property. 2. Investigate Procedure Gathers information through interview, interrogation, and personal observation techniques, collects and preserves evidence. 3. AIRCRAFT RESCUE FIREFIGHTER KIND OF WORK: Firefighting and fire prevention, emergency rescue (to include water rescue St. Thomas), and all other related emergency response as mandated by CFR 139.315-321. DISTINGUISHING FEATURES OF CLASS An employee in this class is primarily responsible for the extinguishment and containment of fires, and other related emergency situations occurring on the airport property. Work involves considerable physical exertion and possible hazard to personal health and safety. (Class 3) Employees in this class are required to work on a rotation shift basis. Employee is required to perform a variety of assignments related to maintaining the equipment and the ARFF building in cleaning condition. Provide security relative to the Airport Access Control Program when necessary, and assist with ramp duty. Work is performed under the general supervision of the ARFF Chief who arranges duty assignment and who reviews work for effectiveness, efficiency, and conformity with standard procedures and specific instructions. EXAMPLES OF WORK (These examples are not intended to include all possible assignments to employees in this class) Answer calls in preparing for emergency measures during airplane take-offs and landings. Either operate or accompany fire truck(s) or ambulance when responding to a fire caused by airplane mishaps or other situations at the airport. Lay and connect hose lines and enters burning buildings with hose lines. Operate nozzles and play water, foam, or dry chemicals on fire as directed. Operate various types of hand fire extinguishers. Protect nearby buildings from danger or spreading fires, build firebreaks, and fireguards. Keep ramp and parking area clear of all hazards, obstructions, and other foreign objects. Operate rescue boat during drills and rescue operations as directed (CEKA only). Also assist maintenance crew in removing debris and other materials from runway, taxiway, and ramp area during floods or similar conditions. Respond and carry out directions during a declared emergency.

VIRGIN ISLANDS PORT AUTHORITY RECEPTIONIST Responsible for handling front office reception and administration duties, including answering the switchboard, greeting guests, handling company inquiries, and sorting and distributing mail. Also, assist with the preparation of monthly Committee and Board Meetings. REPORTS TO: SPECIAL ASSISTANT TO THE EXECUTIVE DIRECTOR DUTIES (Not All Inclusive): Answer phones and operate a switchboard. Responds to caller s routine questions and routes calls as appropriate. Takes messages for staff when necessary. Greet, assist and/or direct employees, visitors and the public to their destination or dispatches personnel to meet them. Maintains visitor log. Receives, sorts and forwards incoming mail. Maintains and routes publications. Logs all checks received by mail or by hand delivery daily. Accepts and distributes packages and other deliveries of a business nature for V.I. Port Authority staff. Performs various clerical tasks in support of central office operations when requested to do so, including filling out forms, preparing mailings/transmittals. VIRGIN ISLANDS PORT AUTHORITY SEAMAN KIND OF WORK Handling mooring lines and fenders of a launch, and performing general and miscellaneous cleaning and maintenance work on pilot boats and other vessels. DISTINGUISHING FEATURES OF CLASS An employee in this class is responsible for handling bumpers and mooring lines during docking and undocking operations of the launch, as well as performing cleaning and general maintenance duties. Work is performed in accordance with routine schedules and special instructions. The handling of mooring lines requires physical agility while on duty on launch. Supervision is received from a Coxswain who assigns and checks work. EXAMPLE OF WORK (These examples are not intended to include all possible assignments to employees in this class). Handles, fastens and unfastens mooring lines during docking and undocking operations of the launch; dropping and retrieving boat bumpers. Performs a variety of cleaning duties on the launch, including mopping, scrubbing and polishing. Performs a variety of maintenance duties on the launch, scrapping and painting, and assisting with unskilled repair work. Performs other related work as required. The immediate supervisor of the Seaman is the Chief Wharfinger. DESIRABLE KNOWLEDGE, ABILITIES, AND SKILLS General knowledge of seamanship. Ability to be trained as a coxswain. Ability to employ the more commonly used knots in fastening mooring lines. Ability to handle a rowboat. Ability to follow oral and written instructions. Good health sufficient to permit moderately heavy manual labor, and physical agility to permit fastening and unfastening of mooring lines while launch may be in motion. Ability to swim (must pass a swimming test).
Seaman Cont d -2- MINIMUM EDUCATION AND EXPERIENCE At least six (6) months experience as a Seaman or Deckhand on a vessel under 65 feet L.O.A. Successful completion of a basic boating course administered by the U.S. Coast Guard or other institutions sanctioned by the U.S. Coast Guard.
