An ordinance to amend Ordinance No. 08-191 of the City Council of the City of Birmingham to increase the maximum loan amount under the Birmingham Business Development Loan Program from $1,000,000 to $2,000,000. The Birmingham Business Development Loan Program is the short term, low interest, letter of credit-guaranteed loan program available to qualified borrowers for eligible projects and uses which have a positive economic impact on the City of Birmingham. Project Agreement with Inland Fresh Seafood Corp. of America Inc., under which Inland will relocate certain of its business operations and headquarters to its existing facility located at 2700 Avenue D, Ensley, and, provided Page 1 of 5
Inland employs 150 full-time employees at the Ensley facility after ten years, the City will provide incentives to Inland in a total amount not to exceed $150,000, payable over five years in annual installments of up to $30,000 each, with each annual payment to be equal to 50% of the occupational tax revenue for the corresponding year plus an additional amount equal to amount of non- educational municipal the property taxes generated from the Ensley facility, in the event that 50% of the occupational taxes for that year is less than $30,000. A Resolution authorizing the Mayor to submit to the U.S. Department of Housing and Urban Development (HUD) a Community Development Block Grant (CDBG) Section 108 Loan Guarantee application in an amount of up to $2,000,000.00 for a term of up to twenty (20) years to provide partial financing for real property acquisition and related soft costs for the Inland Fresh Seafood Corporation of America, Inc. project with said loan guarantee to be secured by the City s pledge of its current and future CDBG funds and acknowledging that HUD may impose additional security requirements to assure repayment of said guaranteed obligations and that a portion of those additional security requirements may include assets financed by the guaranteed loan and, additionally; upon HUD s approval of the City s Section 108 Loan guarantee application, further authorizing the Mayor to enter into a loan agreement with Inland Fresh Seafood Corporation of America, Inc., for Section 108 financing in an amount up to $2,000,000.00 for a term of up to twenty (20) years to provide partial financing for machinery, equipment and related soft costs for the Inland Seafood Project.
