The meeting of the Continuum of Care (CoC) Steering Committee was held on March 9, 2017 at 2000 Crawford St., Suite 700, pursuant to proper notification of all Steering Committee members. Welcome and Introductions Lemelle called the meeting to order at 3:34 pm. Kindell conducted roll call and noted there was a quorum. Approval of Minutes The minutes from the February CoC Steering Committee meeting were presented. Lemelle called for a motion to approve the February minutes as presented. Gunsolley motioned, Eckert seconded. The minutes were approved. Lead Agency Report The Lead Agency Report was presented by Thibaudeau and added to the official minutes.
Old Business FY2016 NOFA Scoring- Thibaudeau said received the scores back and asked HUD if these were accurate. We had a verbal response that they are aware of mistakes and glitches, and will get back to us when this is fixed. We should gain about to 18 points back. HMIS Bed coverage has caused lost points here since VA VASH beds are not entered into HMIS, and we will always lose points here. Ask if we can work with VA to increase their participation and gain points. Lost points on exits to PH since all of our day shelters auto exit if they don t come back in 90 days and that takes points away. We will take all of this into account in the next NOFA so we can find ways to increase our community score. Also lost points on cross-system coordination. We have answers for local hospitals, psych and incarceration but we don t have answers for state entities discharging into homelessness. Technical Assistance Update for CoC Programs For ten lowest scored/most concerns PSH programs according to last competition. Purpose of TA is to help increase performance/score and decrease concerns in upcoming competitions. Written TA reports from contractor due in April. Will be shared with CoC Steering Committee members and individual organizations once received. PSH Training Series Thibaudeau mentions Supportive housing training kicked off last month with an all-day training. Hour long webinars will be held through June and capstone event in June. CEUs are offered for this as well as a 1-year subscription to T3 s on-line courses. This is geared more toward case managers from people s prospective, but they are actively still looking to do one geared towards landlords. PSH Pipeline Thibaudeau, asked for CoC committee members only this is confidential not open to public since it is sensitive information. We need about 2500 units to completely housing for chronically homeless by our goal deadline. Break down of why and who they are. New Business Chronically Homeless Housing Initiative Mayor Turner had a press conference that largely cited support of the ongoing work of The Way Home, including housing the 500 chronically homeless that we have on our waitlist in PSH. The Coalition will work with COH to lead this work. Mayor s Homelessness Announcement Talking Points The low barrier shelters the location outdoors this will be handled in the mayor s office. How should we answer questions about federal cuts. Permanentt supportive housing is expensive up front but cheaper in the long run compared to not doing anything. We need all of you to talk to your electeds about what is working. Local HUD field office listening tour of America asked if we would be willing to submit and we said yes we would. FY2017 NOFA Projections -Thibaudeau says they have been working really hard to catch up the last 4 years because they were 2 years behind. Their intention is to release in May, with an August due date. December release of awards. Announcements HMIS Forum, March 23 rd from 9:00am-11:00am at 601 Sawyer. CCUSA Gathering September 28-30,2017 they have asked us to submit a presentation.

Lead Agency Report April 13, 2017 A. Networks, Initiatives and Affinity Groups a. CoC Provider Input Forum i. The Second Quarter Provider Input Forum is scheduled May 24, 2017 at 84 Lantern Point and will include a review of the disaster communications plan. b. CoC Consumer Input Forum i. The Spring Consumer Input Forum has been scheduled in April comprised of five focus groups focused on evaluating the Income Now initiative. Groups will convene on April 7, 27, and 28. c. Housing Houston s Heroes i. The SSVF workgroup meets the second Thursday Monthly from 11am-12:30pm. ii. The 2017 SSVF regional meeting was held in Los Angeles on March 28 th. The SSVF workgroup project manager represented the CoC as requested by the VA Home Office. The regional meeting provided updates to the federal benchmarks for ending veteran homelessness. d. Youth/Young Adult Affinity Group i. Coalition for the Homeless will be holding the first meeting with all Youth and Young Adult drop in centers to coordinate resources. e. RRH Workgroup i. The RRH Expansion Workgroup meets twice a month. The Project Manager conducts a monthly staffing with each team and facilities a Peer Group for the Case Managers. ii. The FAI/CMI meeting is conducted Tuesdays from 11:30 to 12:30 pm. iii. The ESG Funders Collaborative workgroup meets monthly and is comprised of Cities of Houston and Pasadena, Counties of Fort Bend and Harris and the CoC Lead Agency representing the CoC. iv. The YA RRH workgroup began meeting to prep for implementation. v. The Singles RRH workgroup began implementation and started taking referrals. f. Coordinated Access Workgroup i. 1115 team meetings conducted weekly from 3-4 on Wednesdays. ii. 1185 team meetings conducted weekly on Mondays from 3-4 pm. iii. The Coordinated Access workgroup only meets as needed. iv. The Permanent Supportive Housing Workgroup only meets as needed. v. Continued planning for expanding Coordinated Access into Fort Bend is underway. vi. DV CA started a 6-month pilot phase with existing agency permanent housing on October 3 rd. g. Income Now Workgroups i. The Income Now Implementation Workgroup meets weekly on Tuesdays from 2:30pm to 4:00pm at SEARCH. The meeting rotates weekly between full implementations team and supervisors meeting.
ii. The SOAR Workgroup met April 6 to integrate the new SSA rules into the CoC SOAR workflow and set timelines for the onboarding process that will double system capacity in coming months. iii. The SOAR transition team meets bi-weekly to monitor and implement Coordinate Access work flow. iv. The Income Now Workforce Transition team meets weekly on Tuesdays from 11:30 AM to 12:30 PM v. Five consumer focus groups have been scheduled as the Consumer Input Forum in April to evaluate the Income Now initiative. Researcher, Dr. Cathy Troisi, is facilitating the focus groups and will deliver a report to the CoC Steering Committee by the June meeting. h. CoC Regional Workgroups The Coalition has added the Senior Project Manager position to oversee the Regional Projects Team. Current Coalition staff member, Gary Grier, assumed the position as of April 1, 2017. i. Fort Bend County--Project Manager Amber Paaso 1. Completed HMIS New User Training and Coordinated Access Training. 2. Continued attendance at monthly meetings including local city councils, Fort Bend Chamber Network Nites, and Fort Bend Commissioners Court Meetings, Fort Bend Connect and Fort Bend Veterans Association. 3. Collaborated with Richmond Police Department and Supportive Services for Veterans Families to assist homeless veteran in Richmond, TX. 4. Held collaborative meeting with Fort Bend Social Services to assess needs for homeless services through coordinated access. 5. Attended Chamber of Commerce State of the County Luncheon. ii. Montgomery County--Project Manager Nancy Heintz 1. The First Quarter Case Management Resource Exchange has been scheduled for April 20 th from :30am to 12Noon at Interfaith of the Woodlands, 4242 Interfaith Way, The Woodlands, 77381. The program will focus on resources in Montgomery County and coordinating access for the region. 2. Represented the Homeless Coalition at the Montgomery County Homeless Coalition March meeting including providing updates about The Way Home s Action Plan. 3. Attended the Montgomery County Housing Authority Board meeting on March 8. Serving as a newly sworn in Commissioner on that board. 4. Attended Fair Housing Seminar on March 21 in Houston. 5. Hosted CA assessments in Conroe on March 23 with the help of two of assessors from The Way Home. 6. Represented Montgomery County at the Navigation Event on March 28 at The Beacon. A portion of the time was spent with Conroe s VOA PSH program as they received their first referrals for their newly funded CoC project. B. Other CoC Items a. The Downtown Transition meetings are now occurring as needed. b. The HMIS Forum was held on March 23, 2017. New APR data requirements were discussed along with information about upcoming Sage system trainings. c. Coalition staff along with the Workgroup on Ending Chronic Homelessness held a Housing Navigation Event on March 28, 2017. This event included partners from various community services. 92 chronically homeless clients attended the event, 58 were referred to PSH programs, and 2 were housed the same week. Another Navigation
Event will be held in May to continue work on ending chronic homelessness as well as achieve the Mayor s goal of housing 500 clients by September 2017. d. The Landlord Marketing Workgroup held its first educational event for landlords and property managers on March 21. Nearly 50 attendees learned about fair housing from presenter Dr. Glenda Shepherd (HUD), and learned more about The Way Home s Rapid Re-housing program. Approximately 15 properties requested a follow up about participating in Rapid Re-housing. i. The group is planning its next event, a legal seminar sponsored by the Houston Apartment Association, for July 13.
