1.0 Scope. The scope of this Statement of Work (SOW) is to develop and/or update training support material for the 9K, 18K, and 36K BTU/HR IMPROVED ENVIRONMENTAL CONTROL UNITS (9/18/36K IECUs). This training courseware will complement the Family of IECU TMs and facilitate training that can be used for pre-net preparation, during-net instruction, and post-net leave-behind, residual training. The intent of the training application is focused on a prioritized grouping of operations and operator maintenance actions to support sustainment training and it is not intended to be all-inclusive. This training-courseware tool for the 9/18/36K IECUs will be developed In Accordance With (IAW) this SOW and Contract Data Requirement List (CDRL) A010 and A011, Interactive Performance Requirements Document (IPRD) for both Operator and Maintainer; CDRL A012, Instructional Media Package (IMP); CDRLs A018 and A019, Program of Instructions (POI) for both Operator and Maintainer; CDRLs A020 and A021, Lesson Plan/Trainee Guide for both Operator and Maintainer; CDRLs A022 and A023, Interactive Media Instruction (IMI) for both Operator and Maintainer; and CDRL A024, Conduct of Training/Instructor and Key Personnel Training (IKPT). 2.0 Applicable Documents/References. DI-SESS-81518C DI-SESS-81526 DI-ILSS-80872 DI-PSSS-81523C Instructional Performance Requirements Document Interactive Multimedia Instruction Training Materials Training Conduct Support Document 2.2 Military Specifications/Standards MIL-PRF-29612B MIL-HDBK-1379-2 Performance Specification for Training Data Products Instructional Systems Development/Systems Approach to Training and Education 3.0 Compliance Statement. 3.1 The Training Support Package content shall fulfill the training requirements outlined in the scope and objectives. 3.2 All applicable products produced in this SOW shall adhere to specifications and standards defined in the Army Training Information Architecture (ATIA) Technical Standards Suite. Information to be provided by the Government at the Logistics Guidance Conference. 3.3 The IMI DVDs will be compliant with SCORM business rules (referenced above). 4.0 General Task Description. 4.1 The Contractor shall develop updates to the Government furnished Operator and Maintainer Instructional Performance Requirements Documents (IPRDs) IAW this SOW and CDRLs A010 and A011. The IPRDs will identify the overall scope of the training and indicate the mission critical and individual tasks the training support materials and subsequent IMI DVDs will cover. 4.2 The Contractor shall develop an Instructional Media Package (IMP) IAW CDRL A012 and this SOW to facilitate the development of two (2) each Interactive Multimedia Instruction (IMI) DVD courses using the supporting documentation provided above, as well as those Technical Content Requirements described in SOW Para. 5.0 below. 4.2.1 One IMI DVD will consist of Operator training and include selective operator and operator maintenance subject content with Checks on Learning (COL) integrated appropriately throughout the application to support teaching of the 9/18/36K IECUs. 4.2.2 The second IMI DVD will consist of Maintainer level training and include selective maintenance subject content with Checks on Learning (COL) integrated appropriately throughout the application to support teaching of the 9/18/36K IECUs. 5.0 Technical Content Requirements. The training package will reflect the material provided in the Government Furnished Technical Manual (TM) as well as any updates reflected in final Technical Data Package (TDP). The content will include the following: a. Safety Summary b. Table of Contents c. System Description d. Theory of Operation e. Identification and function of main components and accessories f. Procedures for set-up and operation in various modes to include troubleshooting and Preventative Maintenance Checks and Services (PMCS) g. Operating Procedures h. Maintenance and Troubleshooting at the maintainer level, i. Reference section that includes a Glossary, Acronyms, Web Links, Digitized Technical Manuals, Display the PdM FSS Logo 5.1 The Contractor shall develop a PC-based and Microsoft Windows 7 environment compatible software application that will serve to provide selective Operator and Maintainer training. The training courseware will provide the users with the ability to setup, operate, and maintain the 9/18/36K IECUs in the field. March 7, 2017 5

5.2 The DVD(s) will be accompanied by a list of instructions on how to load/install/run the training courseware. 5.3 The DVD(s) will contain no executable files while acceptable files include HTML, XML, MPEG, and WMV or Flash files for videos. 5.4 IMI Usability Requirements. The following features will be included in the IMI DVD(s) to ensure usability: 5.4.1 An exportable stand-alone interactive training courseware application that is self-paced, narrated, scripted, and includes Checks on Learning (COL) to support sustainment and reinforcement training. 5.4.2 The user will NOT be permitted to skip, fast forward, or stop the Safety Summary sections. 5.4.3 An animated opening, graphic multimedia interface, program overview and application introduction. 5.4.4 Easy to use and free of spelling and grammatical errors 5.4.5 An Interactive Main Menu that allows straight-forward and easy navigation to access content (identified in section 3.2.1 of this SOW) and features that include: a. Pause/Play/Replay b. Menu Update c. Bookmark option to support continuing from last point used d. Page/Block Search 5.4.6 Print Completion Certificate function identifying user name, date of completion, and unit data. 5.5 IMI Application Guidelines. The minimum Personal Computer (PC) system requirements for the execution of IMI courseware are: INTEL Core i3, 3.0Ghx or higher clock speed; 4GB or greater RAM; Microsoft Windows 7 or greater; Video and sound compliant with the Army Golden Master Video. 5.5.1 The Contractor shall use a Content Management System (CMS) such as Blackboard or similar software to develop the training courseware. The two (2) acceptable formats include: Hypertext Markup Language (HTML) and Shareable Content Object Reference Model (SCORM). 5.5.2 The video format shall be a Windows Media Video (WMV) or Moving Picture Expert Group (MPEG) file (no AVIs). The Video resolution shall be 720 X 480 or better during filming to support the 320 X 240 or better internet resolution. 5.5.3 The DVDs/CD-ROM will be labeled UNCLASSIFIED IAW AR 25-2. 6.0 Deliverables. The Contractor shall be responsible for providing updates and/or development of the full composition of training support materials to include IPRDs for both Operator and Maintainer, Instructional Media Package, Program of Instructions (POI) for both Operator and Maintainer, Lesson Plans/Student Handouts/and Evaluations for both Operator and Maintainer, Interactive Multimedia Instructions (IMI) DVDs for both Operator and Maintainer, and one each deliverable containing the full training support package for both Operator and Maintainer IKPTs. All current training materials shall be updated and delivered IAW this SOW, CDRLs A010 through A012 and A018 through A024, AR 350-1 Army Training and Leader Development, and TRADOC Regulation 350-70 Automated Systems Approach to Training (ASAT) Management, Processes, and Products. 6.1 Instructional Performance Requirements Document (IPRD). Contractor shall update the Government furnished Operator and Maintainer IPRDs to ensure compliance with Section 2 of this SOW and Government provided Technical Data Package (TDP), as well as CDRLs A010 and A011. IPRDs shall identify the overall scope of training and indicate the selective procedures that the training support package and subsequent IMI DVDs will cover. 6.1.1 IPRD Guidelines. IPRD updates will be prepared as described in D-SESS-81518C. IPRDs will include a detailed description to address how the IMI training applications will operate. The description should address at a minimum: specific critical tasks the systems will perform; format of input and output of resource materials; user input devices and peripherals; output of statistics and user tracking; and the application delivery system. 6.1.2 IPRD Training Objectives. IPRDs will include a comprehensive list of Training Objectives that captures all topics and subjects that the IMI training application will be intended to address at both Operator and Maintainer levels. The Contractor shall conduct reviews as necessary to achieve consensus on Training Objectives and incorporate comments. This listing shall also include a prioritization of objectives indicating relative importance or criticality of that objective to the user. 6.1.3 IMI Project Plan. The Contractor shall develop a Project Plan that outlines specific critical tasks and milestones necessary in the development of the IMI. The Project Plan shall present a time-phased approach to providing the required product. This plan shall address, at a minimum: a. Phase I, Analysis and Planning b. Phase II, Design c. Phase III, Preparation d. Phase IV, Programming e. Phase V, Testing and Acceptance and milestones/schedule. 6.2 Instructional Media Package (IMP). Contractor shall prepare an Instructional Media Package (IMP) to support development of Interactive Multimedia Instructional (IMI) DVDs for both Operator and Maintainer. March 7, 2017 7

6.2.1 IMP Guidelines. All written supporting documentation, to include Front Matter of the IMP shall conform to D-SESS-81526C. The Contractor shall develop and deliver scripts in versions that shall address every screen of both Operator and Maintainer IMI DVDs informational and training application s video display to include but not limited to; the text of the audio portion of the system; all the questions in the testing module; and the purpose of each particular block of audio and video. 6.2.2 IMP Video Script. Contractor shall conduct reviews both Operator and Maintainer IMI video scripts including one (1) Government workshop to discuss or as necessary and reconcile script comments and issues. The IPR shall include functional experts to critique content. Contractor shall discuss and reconcile input and incorporate the applicable comments and feedback into the final version of the script. 6.2.3 Draft and final script courseware will be submitted as part of the IMP. At the time of submission, the IMI DVDs should be SCORM compliant and fully functional courseware. 6.2.4 All source video clips and data used in preparation of both IMI DVDs shall be provided to the Government with the final submission of the IMI DVDs/CD ROM IAW CDRLs A022 and A023. 6.2.5 Final Interactive Media Instruction (IMI) DVDs-Operator and Maintainer. Final delivery of Operator and Maintainer IMI DVDs shall incorporate all changes from previous submissions and be IAW all requirements outlined in this SOW and CDRLs A022 and A023. 6.3 Program of Instruction- Operator and Maintainer. Contractor shall update Government furnished Program of Instruction for both Operator and Maintainer Training Courses. Each course, Operator and Maintainer, shall encompass all four variants. Contractor shall also provide Operator Training in accordance with the developed Program of Instruction (POI) in support of the IKPT. All course materials shall be Automated Systems Approach to Training (ASAT) formatted IAW Training and Doctrine Command (TRADOC) Regulation 350-70. Training shall contain sufficient information to teach Government selected personnel the skills necessary to operate and maintain all variants of the IECUs. Course materials shall be prepared and delivered IAW with this SOW and CDRLs A018 and A019. 6.4 Lesson Plans/Training Materials/Visual Aids Operator and Maintainer. Contractor shall update Government furnished Lesson Plans and training support materials for both Operator and Maintainer Training Courses. Each course, Operator and Maintainer, shall encompass all four variants. Contractor shall also provide Operator Training in accordance with the developed Program of Instruction (POI) in support of the IKPT. All course materials shall be formatted IAW Training and Doctrine Command (TRADOC) Regulation 350-70 and Section 2 of this SOW. Training shall contain sufficient information to teach Government selected personnel the March 7, 2017 8

skills necessary to operate and maintain all variants of the IECUs. Course materials shall be prepared and delivered IAW with this SOW, and CDRLs A020 and A021. 6.5 Instructor and Key Personnel Training (IKPT) Operator/Maintainer. The Contractor shall provide training support material necessary to conduct one combined Operator and Maintainer course for Instructor and Key Personnel Training (IKPT). Course shall be taught in accordance with the developed IPRDs, IMIs, Program of Instructions (POI) and lesson plans/training guides, as well as all other training material developed and/or provided as GFI. Such IKPT support material shall be delivered IAW this SOW and CDRL A024. 6.6 Over-pack Requirements. IMI DVDs, along with any/all training guides and lesson plans, will be provided on CD-ROM and be over-packed with the end-item. 7.0 Government Furnished Information (GFI) and Support. 7.1 Contractor will be provided existing training support material as Government Furnished Information (GFI). The training support materials provided as GFI listed below may be used to support IKPT and all other training courses as deemed necessary. Course materials shall be updated to include any changes to the Technical Data Package (TDP) and IAW this SOW. All changes and/or updates to the training support material shall be coordinated with the Government training support activity for approval and delivered IAW this SOW and CDRLs. Upon Contractor request, the Government will provide Soldier support for the development and/or updates of the IMI DVDs for final filming. The Government will be the primary Point of Contact (POC) for the Soldiers participation in the event. 8.0 Acceptance/Rejection of Deliverables. 8.1 Acceptance/Rejection of Submissions. The Government shall evaluate and determine March 7, 2017 9

acceptance of the submissions. If any submission is found to be in error, insufficient, or otherwise does not meet the requirements in this SOW and the associated CDRL, the submission shall be rejected and considered a draft until the Contractor corrects the errors. If the Government rejects a submission, it will remain in rejected status until the Government approves that submission. No scheduled submission requirement shall be considered to have been met until the Government has accepted the submission. 8.2 Letter of Acceptance/Rejection. The Government will provide written notification of acceptance or rejection for all training support materials to the Contractor as identified in CDRLs A010 through A012 and A018 through A24. 9.0 Meetings/Conferences. 9.1 In-Process Review (IPR). The Contractor shall conduct one (1) In-Process Review (IPR) meeting every 30 days, or as necessary, during the development of training deliverables with the contract technical representative and relevant Government technical personnel to discuss work progress and development issues. The meeting or teleconference shall be held at a site mutually acceptable to the Government and the Contractor or shall be conducted by conference calls. The Government reserves the right to convene an IPR(s) regarding the training support material. 9.1.1 The Contractor shall conduct at least two (2) Training Conferences (TC). The Contractor and Government by mutual agreement shall establish dates at the Logistics Provisioning Conference according to CDRL and SOW, as well as location, POCs, and agenda of such TCs. Prior to the TCs, discussion of agenda is required between the Contractor and Government. A Government representative will chair the TC. Government representatives will review and inspect training materials, facilities, classes and schedules. The Contractor shall convene the TC at the Contractor s facility approximately 30 days prior to conducting training. 9.1.2 Training Conference Guidelines. a. At a minimum, the First Training Conference should determine the Contractor s overall understanding of the scope of work involved in the preparation/update of such training support material to include but not limited to; training objectives, project plan, facilities and/or resources utilized, assigned roles of individuals and POCs, software used in preparation of IMI/training support video/s, as well as provide insight into potential difficulties and/or any challenges not already identified. b. The Final TC shall include the review of 100% incorporation of all training materials to include all comments/actions taken as a result of the last training session. 9.2 Additional Training Conferences. Either the Government or the Contractor may call additional TCs on an as needed basis. The Contractor shall coordinate scheduling of March 7, 2017 10

additional TCs with the COR. 10.0 Course Requirements. 10.1 Operator and Maintainer Training. Contractor shall update and conduct a formal Operator Training Course, and a formal Maintainer (91C) Training Course. Each course, Operator and Maintainer, shall encompass all four variants. Contractor shall also provide Operator Training in accordance with the developed Program of Instruction (POI) in support of the IKPT. All course materials shall be Automated Systems Approach to Training (ASAT) formatted IAW Training and Doctrine Command (TRADOC) Regulation 350-70. Training shall contain sufficient information to teach Government selected personnel the skills necessary to operate and maintain IECU during equipment demonstrations, evaluations, and testing; particular emphasis shall be placed on variant unique features. Course materials shall be prepared IAW with this SOW, and all CDRLs identified above. 10.1.1 Operator Course Content. Operator training support material shall include any updates to instructions on general theory of operation, setup, operation, Preventative Maintenance Checks and Services (PMCS), and very basic troubleshooting of the equipment. The Operator training support material is for instructing Government selected non-specific MOS personnel skills necessary to operate the 9/18/36K. This course shall be updated under the assumption that the operators will not have tools nor support equipment. The training shall include all equipment required for equipment operations. 10.1.2 Maintainer Course Content. Maintainer training support material shall include any updates to instruction on general theory of operation, equipment operation, PMCS, troubleshooting and fault isolation, and maintenance tasks for all service, field, and below depot levels of authorized maintenance within the Two-Level Maintenance Concept. The Maintainer training support material is for instructing MOS 91C personnel the skills necessary to maintain/repair the 9/18/36K IECUs at the Field and Sustainment maintenance levels as reflected in the equipment technical manual Maintenance Allocation Chart (MAC). Training shall include all equipment required for Field and Sustainment maintenance and particular emphasis shall be placed on variant unique features. 10.2 Training/Examination Criteria. The training shall be a combination of classroom and practical exercises utilizing the equipment, as required. Training shall teach general theory of operation, operations, assembly and disassembly, inspection, testing, troubleshooting, repair, and safety procedures to provide Government personnel the knowledge and technical qualifications to operate and perform the maintenance tasks required to successfully accomplish their mission. Instruction shall consist of a maximum of 40% classroom and a minimum of 60% practical exercises. Students will be given an examination which will consist of written and practical exercises according to applicable POIs, Lesson Plans, and IPRDs and subsequently be awarded a Certificate of Completion upon successful completion. A portion of the maintainer class practical examination will consist of fault isolation. The Contractor shall demonstrate and provide the Government with detailed fault insertion procedures, to demonstrate equipment failures and fault March 7, 2017 11

symptoms. 10.3 Instructor and Key Personnel Training (IKPT). Contractor shall conduct one (1) Operator course and one (1) Maintainer course for Instructor and Key Personnel Training (IKPT). Courses shall be taught in accordance with the developed Program of Instructions (POI) utilizing lesson plans and all other training material developed and/or provided as GFI. The Government will coordinate with the Contractor for an exact date, time, and location. 10.4 Training Aids, Devices, Simulation, and Simulators (TADSS). Training Aids, Devices, Simulation, and Simulators or (TADSS) updates may also be required. If required, the training must effectively train the trainers to install and operate the TADSS devices as well as demonstrate the proper installation of TADSS devices. The Point of Contact for each site shall be provided by the Government. The training must effectively train the trainers to install and operate the TADSS devices as well as the proper demonstration of installed TADSS devices. 10.5 Classroom Training Materials. All material/s used during training will include both hard copies (paper manuals) and reproducible copies on CD ROM (Microsoft Word) in ASAT format IAW TRADOC Regulation TR 350-70. This format is used as a developmental tool for all instructor led lessons. The ASAT format is found on the TRADOC website. The links are located at: http://www.tradoc.army.mil. 10.5.1 Each student will be given a copy of all training materials used during the course to include technical manuals. Each student shall be allowed to retain these materials at the completion of the course. All visual aids, IMIs, and training materials developed for use in the conduct of this training course shall become the property of the Government upon completion of the training course(s). Classroom training materials shall consist of the following: a. Task Listing for each variant b. POIs for each training course (Operator Course & Maintainer Course) c. Student Handouts, for each training course (Operator Course & Maintainer Course) d. Lesson Plans, for each block of instruction within each training course e. Visual aids, for each block of instruction (as required by course material) 10.6 Training Equipment. The Contractor shall furnish all supplies, tools, and equipment necessary to conduct the training courses. The exception will be those items provided to the Contractor as Government Furnished Equipment (GFE). GFE will include (if requested by the Contractor) the Supply Catalog (SC) 5180-95-N18-HR or Tool Kit, Service Refrigeration, Ordnance, NSN 5180-00-596-1474, and a refrigerant recovery machine. 10.6.1 Training Equipment Maintenance. The Contractor shall service and maintain the 9/18/36K during the training course presentation and provide refurbished equipment as March 7, 2017 12

necessary to return it to a like new serviceable condition upon completion of the training courses. Such refurbishment, if required, shall be accomplished by the Contractor at no additional expense to the Government. 10.7 Instructor Qualifications. Each instructor selected by the contractor to teach the Instructor and Key Personnel Training (IKPT) course shall have a complete knowledge of all facets of the equipment and components related to the course of instruction for the Improved Environmental Control Unit (IECU). In addition, each instructor shall provide satisfactory documentation and demonstrate proof of his ability to impart information to others in a classroom situation. 10.8 New Equipment Training (NET) Guidelines. The Contractor shall provide New Equipment Training of IECU Operators and Maintainers using the finalized Training Materials. The student-to-teacher ratio will be less than 30:1 for the first day (Operator), and less than 18:1 for the second day (Maintainer). The class will span 2 days, and will include at least 2 hours of classroom instruction, and no less than 14 hours of hands-on instruction on the operation, maintenance and repair of the 9/18/36k IECUs. The class syllabus must be approved by the Government prior to training. The Contractor shall provide all training, preparation, instructors, class materials (including the Training Video, Training Slides, Technical Manual on CD, and Program of Instruction on CD), and audio visual equipment necessary for proper instruction. The Government will provide the facilities, IECU units for training, power source for operation of the IECU units, a Refrigeration Tool Kit, and paper copies of the IECU Technical Manuals.
